The Brownfields Advisory Board was created to ensure effective involvement in an advisory role
in the planning, implementation, and annual assessment of the rehabilitation and economic
development activities within the areas designated by the City Commission as the Brownfields
Redevelopment Area, with regard to future land use, local employment opportunities, community
safety and environmental justice. The City of Miami Brownfields Redevelopment area consists of
sites targeted for redevelopment which have been overlooked by investors due to perceived or
actual environmental contamination.- The area includes industrial and liberal commercial portions
of Wynwood, Allapattah, and Overtown. Qualifying redevelopment projects initiated within the
area are eligible to receive financial and other incentives from local, state, and/or federal
government.
Our office has advertised for applications to said board pursuant to requirements set under
Ordinance 11652. Members shall be persons of knowledge, experience, mature judgment and
background having ability and desire to act in the public interest in order to make informed and
equitable decisions concerning the Brownfields Redevelopment Area.
All eight members' terms expired on February 9, 2000. Appointments need to be made
from applicants on file.
• Three appointment are needed for resident within or adjacent to the Brownfields
Redevelopment area. The applicants are:

3. Albena L. Sumner (incumbent)
• Two appointments are needed for, business owner within Brownfields redevelopment

Enclosed is my application for the position of Brownfield Advisory Board. I'm a resident of Miami since 1975
and value this great city and the community I live in. I attended Miami -Edison High School and furthered my
education at Miami -Dade Community College and IBM School of Technology. Throughout the years I've seen
many changes in our community.
In 1996 I became the Chief Executive Officer of the Foundation of Community Assistance & Leadership
(FOCAL). FOCAL is a 501 ( c ) (3) foundation that funds and sponsors education and tutorial programs
throughout Miami -Dade County, during the summer months we sponsor athletic programs and trips. FOCAL
is also involved in the environment and have addressed the alarming way in which we're damaging our
atmosphere. As a result I was commissioned by Under Secretary Jim Lyons of the Department of Agriculture
to join the South Florida Community Urban Resource Partnership Program (SFCURP). SFCURP addresses
the environmental and ecological concerns from Key West thru Northern Palm Beach. In 1997 I became a
member of the Board of Directors, and my responsibilities include addressing the environmental and ecological
concerns of Miami's inner city communities. Monthly the agency meets and reviews programs for funding to
help independent agencies educate residents (including children in Miami -Dade County Schools) the importance of
our environment and what we can do to protect it.
I believe I can contribute to the betterment of our community in an advisory position relating to the subject of
Brownsfields. As a resident of this community I have a vested interest to see that all the concerns of our
community are addressed including Brownsfields. I trust you find the attached information worthy of my
serving my community in this advisory position.

Due to my professional and personal interest in community development, 1 would be
willing to serve a second year on the Brownfields Committee, providing that the
meeting schedule does not substantially conflict with my work for the City's
Waterfront Advisory Board, which meets on the second Tuesday of each month at 6
pm. In the past, my attendance at the Brownfields Advisory Committee has suffered
due to the scheduling of meetings at a conflicting time with the Waterfront Board.
Otherwise, the importance of the Brownfields effort and its potential benefit for future
funding for my City would make my participation a worthwhile endeavor for me, and

1 am a founding member of the City of Miami Browmsfield's Board, and currently serve as the Vice -Chairman.
The first project that has started are in the Wynwood area on NW 22nd Street between NW 1st Avenue and
NW Ist Place. These are properties that I brought to the Brownsfield committee. They are the first properties to
be projected to be put in use in South Florida under the Brownfield initiative.
I am the leading realtor in the Wynwood area. Prior to becoming a realtor my family owned property in the area
since 1948 and 1 was a businessman in the Wynwood area prior to 1987, when 1 became a realtor. My expertise in
