FOR CONSISTENCY WITH THE DOUGLAS ROAD METRORAIL STATION AREA DESIGN AND DEVELOPMENT PLAN (SADD), AND CONSIDERATION OF APPROVAL OF THE MASTER PLAN DEVELOPMENT STANDARDS, PURSUANT TO ARTICLE 4 OF ZONING ORDINANCE NO. 11000, AS AMENDED, THE ZONING ORDINANCE OF THE CITY OF MIAMI, FLORIDA, TO BE LOCATED ADJACENT TO THE DOUGLAS ROAD METRORAIL STATION AT THE INTERSECTION OF SOUTH DIXIE HIGHWAY AND DOUGLAS ROAD, MIAMI, FLORIDA; AND DIRECTING THE TRANSMITTAL OF THE HEREIN RESOLUTION. WHEREAS, on April 10, 2000, Pedro Hernandez, Senior Assistant to the County Manager, on behalf of Miami -Dade County ("APPLICANT"), submitted a request for City of Miami approval for consistency and adoption of Master Plan Development Standards for the Douglas Road Metrorail Station Project ("PROJECT") pursuant to Article 4 of Zoning Ordinance No. 11000, as amended, the Zoning Ordinance of.the City of Miami, Florida, for the property generally located adjacent to the Douglas. Road Metrorail Station at the intersection of South Dixie Highway and Douglas Road, Miami, Florida; and WHEREAS, the Planning Advisory Board, at its meeting of May 31, 2000, Item No. 1, following an advertised public hearing, adopted Resolution No. PAB 19-00, RECOMMENDING APPROVAL WITH JOIN - 8 2000 tlesalu#aa h V No, � ::,i CONDITIONS of the PROJECT, by a vote of six to zero (6-0), said conditions being as follows: (1) the property shall be subject to replatting; (2) the City of Miami Landscaping Guides and Standards shall be applied to the surface parking areas; (3) a traffic study shall be submitted, including signalization; and (4) the County shall consider the possibility of using the first floor of the parking garage for Metrorail users; and WHEREAS, the City Commission deems it advisable and in the best interest of the general welfare of the City of Miami to approve PROJECT as hereinafter set forth; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The PROJECT is hereby approved for consistency with the adopted Station Area Design and Development Plan for the Douglas Road Metrorail Station, and the Master Plan Development Standards are hereby approved, subject to the following conditions: (1) the property shall be subject to replatting; (2) the City of Miami Landscaping Guides and Standards shall be applied to the surface parking areas; and (3) a traffic study shall be submitted, including signalization. Section 3. The findings of fact set forth below are hereby made with respect to the subject PROJECT: Page 2 of 4 a. The PROJECT is in conformity with the adopted Miami Comprehensive Neighborhood Plan 1989-2000, as amended. b. The PROJECT is in accord with the applicable RT Zoning classification of Zoning Ordinance No. 11000, the Zoning Ordinance of the City of Miami, Florida, as amended. C. The City Commission further finds that: (1) the PROJECT will have a favorable impact on the economy of the City; (2) the PROJECT will efficiently - use public transportation facilities; (3) the PROJECT will efficiently use necessary public utilities; (4) the PROJECT will 'not negatively impact the environment and natural resources of the City; (5) the PROJECT will not adversely affect conditions in the neighborhood; (6) the PROJECT will not adversely affect public safety; and (7) based on the record presented and evidence presented, the public welfare will be served by the PROJECT. Section 4. The City Manager is hereby directed. to instruct the Director of the Department of Planning and Zoning to transmit a copy of this Resolution and attachments to the APPLICANT, c/o Adrienne Pardo, Esq., 1221 Brickell Avenue, Miami, Florida 33131. The proposed project is to be located at the intersection of South Dixie Highway and Douglas Road (adjacent to the existing Metrorail Station). The following findings have been made: It is found that the proposed Project is consistent with the adopted Station Area Design and Development (SADD) Plan for the Douglas Road Metro Rail Station which identifies the introduction of new high density mixed uses, including office uses as the types of uses which would be appropriate to promote at this station area location. • It is found that the proposed Master Plan Development Standards are appropriate for this location within the City of Miami. . It is found that the proposed use shall consist of approximately 150,000 sq. ft. of office development and approximately 700 parking spaces in a garage structure. • It is found that the proposed landscape plan, while attractive around the proposed structures, should be enhanced in the surface parking area considering the high public usage nature of the proposed project. Based on these findings, the Planning and Zoning proposed project as presented with the suggestion ` depicted surface parking lots. Masvidal Partners has been engaged by Rouse to perform certain of its duties under that contract. We are hereby delivering an application for approval of zoning standards for the building site, which is a portion of the Douglas Avenue Metro Rail Station. We are enclosing the following: 1) Application letter executed by Pedro G. Hernandez, Senior Assistant to the County Manager, with the following attachments: a) Affidavit, also executed by Mr. Hernandez. b) Disclosure of Ownership form, including exhibit A (legal description) and exhibit B (Additional properties owned by Miami -Dade County within 375 feet). c) The Master Plan Development Standards for the site, approved by i) Guillermo E. Olmedillo, County Director of Planning and Zoning ii) William M. Brant, Director of Miami -Dade Water and Sewer Department iii) Danny Alvarez, Director of Miami Dade Transit Agency 2) Administrative Order 2-3 issued by County Manager Merrett Stierheim authorizing Mr. Hernandez to sign for the County. 3) Zoning and hearing maps identifying all properties within 375 feet of the site. 4) A list of all property owners within 375 feet of the site. 5) Two (2) sets of Mailing Labels for all property owners within 375 feet of the site. 6) A check from Miami -Dade WASD in the amount of $2,350 to cover the $2,000 application fee plus $350 for mailing costs (50 labels X 2 mailings X $3.50). Please note that our final count of labels was only 49. 7) One 8.5A by 11" copy of the survey. 8) One 8.5" by 11° copy of the conceptual site plans and floor -plans. Please note that the project will be bid and constructed as a Design -Build contract, so that the actual design of the elevations will be done by the Design -Build firm after the selection process incomplete. The size and shape of the building and parking garage will be as shown on the plans. The site plan may change in incidentals, but will be fully in accordance with the submitted standards. We will deliver conceptual elevations later this week. 9) Two (2) full size copies of the site survey. 10)Four (4) full size copies of the conceptual site plans and floor plans. In accordance with City of Miami requirements, we are seeking:. 1. Consistency of the development standards with the Station Area Design Development (SADD) plans for the Douglas Road Station; and 2. Approval of Master Plan Development Standards in accordance with 33C of the Miami -Dade County Zoning Code, as amended. These approvals are necessary in order for the County to more forward with the development of a new. Miami -Dade Water and Sewer Department Headquarters at the Douglas Road Station. The most recent revision to the Section 33C of the Miami -Dade Zoning Code requires approval by the City of Miami to take place within 60 days of application. For this reason, we are requesting that this item be placed on the May 17th PAB agenda and the June 8th City Commission Agenda. It is our understanding this schedule will require a waiver by the City Attorney of the 30 day requirement between hearings; therefore, we are also requesting that this waiver be sought. Station . 1. Boundaries. These Development Standards shall apply to development on a portion of the Douglas Road Metrorail Station ("Site"), as described on the survey attached hereto as Exhibit 2. Definitions. Terms used in this section shall take their commonly accepted meaning unless otherwise defined.in Chapter 33 or Chapter 28 of the Code of Miami -Dade County. Terms requiring interpretation specific to this section are as follows: (A) Adjoin or Adjoining: A location relationship between a building and street whereby the building face either touches the street right-of-way line or is located in close proximity to the street or right-of-way line and is separated from the street only by such facilities as street tree plantings and sidewalks, and not by such facilities as parking lots or extensive open spaces. (B) Block: A combination of building Iots, the perimeter of which abuts streets. (C) Chapter: Chapter 33, Code of Miami -Dade County (Zoning), or other Chapter of said Code, as specified. (D) Civic Use: Premises used primarily for public education, cultural performances, gatherings and displays administered by non-profit cultural, educational, governmental, and religious organizations. (E) Colonnade: A roofed structure, extending over the sidewalk, open to the street except for supporting columns or piers. (F) Floorplate: The total indoor and outdoor area of any horizontal plane within a building, as measured to the exterior walls of the building. (G) Green: A public open space, roughly square or rectangular in shape, bounded by streets, and having only a very small proportion of area paved. (H) Gross Lot Area: As used in this Section, gross lot area shall include public rights-of- way dedicated at the time a development is approved pursuant to this Section, but shall not include previously dedicated rights-of-way. (I) Habitable Space: Building space whose use involves human presence with direct view of the enfronting streets or open space, excluding parking garages, self-service storage facilities, warehouses, and display windows separated from retail activity. Typical uses include, but are not limited to, business, office or residential uses. Page No.' -2 (J) Monument Sign: A detached sign permanently affixed in the ground without a visible pole. (K) Open Space: An outdoor, at -grade space accessible to the public all or most of the time, including parks, plazas, squares, greens, and landscaped pedestrian promenades, but not streets. (L) Plaza: A public open space fronted by building(s) on two or more sides. having a majority of its area paved, and which typically will contain fountains, public art. lighting, street furnishings, decorative landscape or similar appointments that invite public attention and:congregation. (M) Section: As used herein, Section shall mean these Master Plan Development Standards. (N) Shared Parking: Parking used by more than one use or building. (0) Square: An open space, roughly square or rectangular in shape, surrounded by streets, which may include paved areas. (P) •Streetwall: The vertical surface of a building or structure that faces a street or public open space. (Q) Tower: Portion of a building above seventy (70) feet in height. (1) Development Regulations. All development for Government Offices in the Douglas Road Subzone shall be approved only in conformance with the minimum standards contained in Chapter 33C -2(D)(10), Code of Miami -Dade County, and paragraph (1), herein, and shall to the maximum extent practicable conform with, and implement, the Site Plan Review Standards and Criteria contained. in Paragraph (2) which follows: (A) Permitted Uses. 1. Uses on the "Site" shall be limited to County Government Offices and parking. (B) Buildings, Streets and Blocks. 1. Building Placement: A network of blocks and streets shall be maintained or created in which no block shall exceed 10 acres in size. No block shall exceed 500 ft. in length without provision of a pedestrian- or vehicular/pedestrian-passage allowing . access through the block to other streets or public spaces: Sidewalks and curbs shall be provided along all streets. • • Page No. 3 2. Setbacks: In the setback standards established hereinunder, measurements from right-of-way boundaries and curb locations shall be taken from their locations after any planned modifications: a) Street Setbacks: i. The first floor of all buildings not containing colonnades shall be set back not less than eleven (11) feet nor more than twenty (20) feet from property lines adjoining streets, except that a minimum setback of thirteen (13) feet shall be required if the distance between the property line and street edge of curb is less than two feet. Buildings containing colonnades along the street may be set at the property line but not closer than two (2) feet from the street edge of curb, and set back not more than nine (9) feet from the property line. Where street trees or sidewalk conforming with these standards are provided in the public right-of-way between the property line and the street curb, the foregoing setbacks may be reduced by the distance between the curb and property line but all buildings shall remain within the property. ii. Colonnades and arcades shall be a minimum of ten (10) ft. wide from building to inside of column face with a minimum height clearance of ten (10) ft. Awnings, balconies, roof eaves, signs, porches, stoops and ramps may encroach into setbacks. Awnings, balconies, roof eaves and signs may encroach into rights-of-way; however, they shall not extend a distance closer than six (6) inches from the curb face. All right-of-way encroachments shall be a minimum one hundred thirty-two (132) inches above the sidewalk, and shall not be taller than the building or seventy (70) feet, whichever is lower. iii. The first building approved on a block shall establish the setback for the block. If colonnades are provided in the first building, the front of other buildings on the block shall, a) provide colonnades having the same dimensions as the first building, consistent with this paragraph, or, b) the front of the building(s) shall be set to the rear line of the colonnade of the first building, and shall provide other permanent pedestrian weather protection devices which shall extend toward the street at least six (6) feet along the length of the building frontage. b) Interior Setbacks: Minimum interior side and rear setbacks for building sides not adjoining streets shall be zero (0) or the minimum setback required at that property line in the adjoining zoning district, whichever is greater. c) Building Towers: Building towers shall be set back not less than twenty-five (25) feet from the street edge of the curb of adjoining streets and thirty (30) feet from interior side and rear property lines not adjoining streets. The minimum spacing between towers within any single property shall be sixty (60) feet. Aggregate tower frontage facing any street may not exceed two hundred twenty- five (225) feet per block or seventy percent (70%) of street frontage, whichever Go- Page No. 4 is greater. Maximum floorplates " in building towers shall be 20,000 square feet. This floorplate standard shall not apply to buildings that are ancillary to a governmental use and are located on an interior driveway within the Rapid Transit Zone and do not adjoin the . boundary of the Rapid Transit. Zone. Cantilever balconies. 6 feet or less in depth, open on 3 sides or more that have .a combined aggregate length of no more than 50 percent of each floor perimeter shall not be included in floorplate calculation. 3. Faeade: Continuous. blank walls facing streets or public open spaces shall be prohibited.: a) Streetwall surfaces of all buildings shall be a minimum thirty (30) percent glazed, or open and screened if a parking garage. The minimum thirty (30) percent glazing in the first floor streetwall shall be at an elevation, and of a type, that permits pedestrian view of activities and spaces within. First -floor stores facing streets and plazas shall have a clear glazed area of not less than seventy percent (70%) of their faeade area, with the bottom edge of their glazed areas, except for doors, occurring at a height between eighteen (18) and thirty-six (36) inches above the sidewalk. A minimum of one (1) door opening shall be provided every seventy-five (75) ft. or less along the front faeade of building frontages occupied by stores, and every one -hundred -fifty 150 feet or less along the front faeade of residential and office buildings. Storefront security enclosures, if any, shall be of the mesh type that pedestrians can see through and shall be located behind storefront displays. b) The first -floor frontages of parking structures adjoining public open spaces such as plazas or pedestrian pathways shall be habitable space or heavily, 'landscaped. Where a parking structure abuts a street, the first floor of said structure shall. be lined by habitable space along not less than seventy percent (70%) of its frontage. A complete visual screening of cars parked in the first level of the structure shall be provided. C) A wall may be approved not containing the glazing or openings required by subparagraphs '3(a) or (b), above, only where it will not be a streetwall, and it will be obscured from view from a public space or other building due to such conditions as, a) its location at an interior lot line of a phased development where another building of similar height is planned to abut the wall, or b) it will be separated from another similar building wall by only an alley, or c) a similarly obvious and imminent situation. In all such instances, a durable interim aesthetic treatment of the wall, such 'as wall art or other acceptable facade treatment, shall be provided and maintained. 4. Building height: Building height shall not exceed 200 ft. within 330 ft. of the transit platform perimeter; 120 ft. between 330 ft. and 700 ft. of the transit, platform perimeter; and 70 ft. beyond 700 ft, of the transit platform perimeter. In no instance shall a height variance be granted for a tower containing floorplates larger than 12,500 square feet. U0: 9 Page No. 5 5. Intensity and Density: Floor Area Ratio (FAR) of non-residential development approved in this subzone shall be not less than 1.0 nor more than 3.0, based on gross lot area as defined in this Section, excluding parking structures. Lot coverage shallbe not less than fifty percent (50%) of the net lot area at planned build -out of the site. 6. Lot Area: Minimum lot area shall be 10,000 net square feet. (C) Parking. 1. Location: Parking shall be located at the rear or side of the principal building(s). in parking structures, or on -street. On -street parking spaces adjoining a building site shall be credited toward the parking requirement of that building, unless at the time of development approval the subject street is planned for widening that would eliminate the parking space. Along streets where a specific street curb setback has been established for buildings in a block in accordance with subparagraph (1)(B)(2)(ii), herein, surface parking lots and their attendant landscape buffers shall be set back from the street curb not less than the distance established for the building(s). Along blocks where a specific street curb setback has not been established for buildings pursuant to subparagraph (1)(B)(2)(ii), surface parking lots and their attendant landscape buffers shall comply with the setback requirements for buildings not containing colonnades. 2. Parking Structures: Structure parking shall be required for developments of 2.0 FAR and higher. 3. Parking Space Requirements: a) County Government Office: One (1) employee parking space for every three hundred (300) square feet of gross floor area. Parking for Government fleet vehicles and customers is in addition to this calculation. (D) Outdoor Space. 1. Open Space: In addition to the minimum requirements for sidewalks and street tree planting areas required herein, not less than fifteen percent (15%) of the gross lot area shall be developed as outdoor, at -grade, public open space in the form of square(s), green(s) and/or plaza(s). Pedestrian accommodations including benches and trash containers shall be provided and maintained in open spaces and along pedestrian pathways. 2. Sidewalks: Sidewalks shall be provided along the frontage of all streets and shall provide for placement of street trees as provided herein, and for a minimum of forty-two (42) inches of unobstructed clearance for pedestrians. Landscape: Trees and landscape shall be. required for streets, pedestrian pathways. squares, plazas, and greens, and in . pedestrian passages and alleys in accordance with the following. Landscape shall meet,the requirements of Chapter 18-A except as modified herein. Ten (10) percent of the required trees may be met with palms. a) Street Trees: Street trees shall be placed along all streets at a maximum . average spacing of twenty feet (20) on center, except that street trees shall not be required where colonnades are constructed within six (6) feet of the inside edge of the curb. Street trees may be placed in a landscape strip having a minimum width of five (5) ft. between the curb and sidewalk, or may be placed in the sidewalk in planting areas having a minimum of twenty-five (25) sq. ft., provided that a minimum of forty-two (42) -inch unobstructed clearance is maintained for pedestrians on the sidewalk and that trees shall not be planted closer than 2.5 ft. from the street edge of curb. Street trees shall also be placed at an average spacing of twenty-five (25) feet on center along all pedestrian passages and alleys wider than twenty-five (25) feet, from building, face to building face which do not provide substantially continuous pedestrian weather protection; the required forty-two (42) -inch unobstructed clearance shall be. maintained for pedestrians. Street trees shall have a minimum caliper of six (6) inches and a clear trunk of eight (8) feet at time of planting. Planting in hard -surface areas such as sidewalks shall incorporate.tree grates. b) Trees in Squares, Plazas, and Greens:.'. Trees required in, squares, plazas, and greens shall have . a minimum 6 inch caliper with an eight (8) ft. high clear trunk at time of planting. Canopy coverage shall be one hundred percent (100%) for seventy percent (700/o) of the square or plaza area, to be achieved within two (2) years of planting. 4: Fences: Along street frontages and pedestrian pathways, fences, garden walls and hedges shall be minimum fifty (50) percent transparent between thirty-six (36) inches and seventy-two (72) inches above grade for at least eighty (80) percent of their length. Chain link fences are. not permitted in the Subzone, except for temporary construction fences. (E) Signs. 1. Detached signs are not permitted, except that. one monument sign not larger than forty (40) square feet, nor taller than nine (9) ,feet, may be permitted along each street if the configuration of the site and conformance with this Section allow. The "lot area devoted to such signs shall not be counted toward required open space or lot coverage. 2. Wall signs not exceeding three hundred, (300) square feet may be attached to the wall of a building. Signs may be painted or placed on storefront windows for retail and office uses. Identification shall be permitted on awnings. 50:x. Page No. 7 3. One hanging sign per building entrance is permitted to be placed on the underside of colonnades. Hanging signs in colonnades shall have maximum size of two (2) square feet and a minimum clearance of nine (9) feet above the sidewalk. 4. A coordinated outdoor lighting and signage program shall be required. 5. Wayfmding signs for transit patrons may be approved in accordance with the Metrorail Compendium of Design Criteria. (2) Site plan review standards and criteria. Site plans for proposed developments in this subzone shall be reviewed to ensure that all requirements of this section are met. Requirements shall include conformance with the minimum standards contained in the Development Regulations, herein, the site plan review standards and criteria contained or referenced in this paragraph, the guidelines for development of Urban Centers contained in the Comprehensive Development Master Plan, and the Metrorail compendium of design criteria, and substantial conformance with the preferred examples of site and block layout and design illustrated in the Miami -Dade County Urban Design Manual, February 1999. All boards and agencies involved in the development review and approval process, including but not limited to the Developmental Impact Committee, the Department of Planning and Zoning, and the Board of County Commissioners, shall implement these requirements. (A) Pedestrian Environment. 1. All development in the Subzone shall be designed to maximize activity in comfortable walking distance from the transit station, materially contribute to the creation of a high-quality pedestrian environment within the Subzone and along its perimeter, and provide direct logical connections between the transit station and the adjacent neighborhood. Design considerations shall include the placement, orientation and scale of buildings and building elements, particularly at street level, to produce human scale and enclosed street space; location of streets, sidewalks and connections; and provision of weather protection, landscape and lighting. 2. Open space and landscaping shall be located, designed and appointed in a manner that allows light and air to penetrate the proposed development and encourages frequent public use. Amenities such as art displays, fountains, and decorative street furnishings are encouraged toward this end. 3. While all sidewalks must provide a minimum forty-two (42) inches of unobstructed clearance for pedestrians, sidewalks in areas of high pedestrian traffic should provide sixty (60) to ninety (90) inches or more. These locations include streets having primary entrances of large buildings not containing colonnades, and the most direct pedestrian routes between the transit station and existing and anticipated destinations in the Subzone and the adjacent neighborhoods. 6 0 - ro" 01 Page No. 8 (B) Buildings,. Streets and Blocks. 1. Buildings and their pedestrian accommodations, landscapes,. and parking facilities shall be oriented and arranged so that,. a) the principal buildings adjoin. and are oriented toward, principal streets to the maximum practical extent and contribute to spatial enclosure of street space in and adjoining the subzone, b) primary building entrances face public. streets and plazas, and c) the arrangement of buildings. streets, and blocks and pedestrian pathways in the subzone produce coherent, direct connections within the site and to adjacent, off-site streets, sidewalks and paths. Building architecture, exterior finish materials and textures .shall be selected to produce human scale at street level, definition of vertical and longitudinal street spaces, and interest for pedestrians and transit patrons. 2. Exceptions to the 500. ft. maximum dimension permitted for block not having a pedestrian passage maybe approved only where provision of such passage would create ahazard to pedestrians, such as would occur at mid -block US -1. 3. Parking structures shall be located behind buildings whenever possible. The facades of parking structures shall be designed with similar architectural materials and textures as the principal buildings, and provide visual screening of cars parked on all levels of the structure. 4. While floorplates of building towers may have a' maximum area of 20.000 square feet, tower floorplates having an area of 10,000 to 14,000 square feet or smaller are encouraged. 5. Service areas shall be located and screened to minimize detrimental pedestrian and aesthetic effects. 6. Roof installation of. mechanical equipment shallbe screened from view by architectural elements. (C) Land Use: Use of the "Site" shall include County Government Offices and related parking. (3) Site Plan Review Procedure and Exhibits. Development proposals shall be submitted .and reviewed as provided in Chapter 33C -2(D)(10), and herein. Site plan approval shall occur in . two steps as follows: (A) Initial Site Plan. The, initial site plan shall be submitted to the Department of Planning and Zoning for its review along with .review by the Miami -Dade Transit Agency, the department.. seeking development approval, and any other departments.. determined by the director of the Department of Planning and Zoning. The exhibits to be submitted for this initial review shall include a site plan at a scale of not less than I inch equals 100 feet depicting the location of existing and planned property lines, street curbs, 00i Paue No. 9 building footprints, setback dimensions, open spaces, on -street parking spaces, parking structures and surface parking lots. Conceptual building elevations demonstrating an understanding of the standards and criteria established in this section shall also be submitted. Upon determination by the Department of Planning and Zoning that the initial site plan is complete and demonstrates conformance with the building, street, block. open space and parking placement and orientation requirements, and an understanding of the other standards and design requirements herein, the County Manager will schedule the site plan for review and action by the Board of County Commissioners. (B) Final Site Plan. Prior to the issuance of any building permits .other than foundation permits, a proposed final site plan comprised of the exhibits listed below shall be submitted for review and approval by the Department of Planning and Zoning. The Department of Planning and Zoning shall review the proposed final site plan for completeness as required to determine compliance with all requirements of these standards; the director of the Department of Planning and Zoning shall have the right to waive any of the items required because of the nature or timing of the development or because the information cannot be furnished at the time of this review, provided the director determines that the information is not necessary for a determination of conformance with these standards to be properly made. The proposed final site plan shall provide the following: 1. A site development plan at a scale of not less than 1 inch equals 100 feet containing the following information: a) Location. of existing and planned streets and curb lines, b) Location of lot lines and setbacks, c) Location, shape, size and height, as applicable, of existing and proposed buildings, open spaces, fencing, walls, and d) Location of on -street and off-street parking, loading facilities, waste collection areas, and above -ground utilities. 2. A landscape plan including specification of plant material, location and size. 3. Floor plans and elevations of all structures, including total gross square foot area of each floor and all dimensions relating to the requirements of this Section. 4. Isometrics or perspectives of the proposed development. 5. Figures indicating the following: a) Gross and net acreage, and area to be dedicated for public right-of-way, b) Square footage of each land use and total for development, PA Page No. 10 c) Amount of building coverage at ground level in square feet. and percentage of net lot area, . d) Amount of open space required and provided, in square feet and percentage of gross "lot area as defined herein, e)" Total number of trees provided and required by Chapter 18A and this Section. along streets, and in open spaces, parking lots and building sites, f) Number of parking spaces required and provided on-street and off-street; and j 6. Such other illustrative or tabular information as may be required by the director to determine conformance of the development with the requirements herein. (4) Conflicts with other chapters and regulations. When differences with other Zoning, Subdivision or Landscape regulations occur, the provisions of this Section shall take precedence.
