APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF SOLE SOURCE; WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND
APPROVING THE PURCHASE OF TWELVE (12)
FIREFLIR THERMAL IMAGING SYSTEMS FROM FL -TR
SYSTEMS, INC., THE .SOLE SOURCE PROVIDER, FOR
THE DEPARTMENT OF FIRE -RESCUE, IN AN AMOUNT
NOT TO EXCEED $192,000; ALLOCATING FUNDS
THEREFOR FROM CAPITAL IMPROVEMENT PROJECT
NO. 313304, ACCOUNT NO. 289401.6.840, FUNDED
BY THE FIRE ASSESSMENT.
WHEREAS, the Department of Fire -Rescue desires to acquire
the FireFLIR thermal imaging systems, a one-piece unit mounted on
fire helmets that allows firefighters to see objects through
dense smoke and gases; and
WHEREAS, the FireFLIER eliminates cables that can become
entangled in firefighter gear and equipment and the system allows
for communication between firefighters; and
WHEREAS, FLIR Systems, Inc., is the sole source provider of
the FireFLIR thermal imaging systems; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that FL -TR Systems, Inc. is the only vendor able to provide the
FireFLIR; and
WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and

WHEREAS, the City Manager and the Fire Chief recommend that
the requirements for competitive sealed bids be waived and the
purchase of the FireFLIR from FLIR Systems, Inc. the sole source
provider, be approved; and
WHEREAS, funds are available from Capital Improvement
Project No. 313304, Account Code No. 313304.289401.6.840, funded
by the Fire Assessment;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four-fifths (4/5`°5) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, the City Manager's finding of sole source and
waiving the requirements for competitive sealed bids are hereby
ratified, approved and confirmed, and the procurement , of
twelve (12) FireFLIR thermal imaging systems from FLIR Systems,
Inc., the sole source provider, for the Department of
Fire -Rescue, in an amount not to exceed $192,000, is hereby
approved, with funds therefor hereby allocated from Capital
Improvement Project No. 313304.289401.6.840, funded by the Fire
Assessment.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying,
approving, and confirming the City Manager's finding of sole source, waiving the requirements for
competitive sealed bids and authorizing the procurement of 12 FireFLIR thermal imaging systems from
FLIR Systems, Inc., the sole source provider, located at 16 Esquire Road, N. Billerica, MA 01862, in an
amount not to exceed $192,000, for the Department of Fire -Rescue.
Funding for this acquisition is available from CIP Project No. 313304, Account No. 289401.6.840,
funded by the Fire Assessment.
BACKGROUND
The FireFLIR systems are imaging units that allow firefighters to visualize objects through dense smoke
and gases, making them a valuable tool for use in fire and other hazardous conditions. This infra -red
imaging capacity is a life-saving breakthrough when searching for victims trapped in burning structures,
gas-filled enclosures and other emergency situations.
FireFLIR incorporates a unique 320 x 240 microbolometer, the latest generation of detector technology
which greatly enhances the imaging power of the system over a greater target area. It allows firefighters
not only to image persons, but fire, hot gases, flames behind walls, floors, and ceilings in the same field
of view without an aperture adjustment. FireFLIR has both black and white and color palettes for
viewing. Color is particularly useful for locating hotspots and extensions that black and white palettes can
miss.
The system is a self-contained (one-piece) unit that mounts on the fire helmets. Other units are comprised
of two devices; a helmet mounted imaging device that is connected by cable to a battery pack on the
waist. The hands-free one piece unit is a major safety factor. It eliminates the cables that can become
entangled in firefighter gear and equipment, and allows easy exchange between firefighters.

I conducted an investigation to determine whether FLIR Systems, Inc., a non minority, non local vendor, located
at 16 Esquire Road, N. Billerica, Ma. 01862, is the sole source provider of the FireFLIR thermal imaging
systems. The Department of Fire -Rescue is seeking to secure 12 self-contained, one-piece hands-free units,
which mount on fire helmets. The estimated acquisition cost for these units shall not exceed $192,000. Funding
will be allocated from CIP Project No. 313304, Account No. 289401.6.840, funded by the Fire Assessment.
According to the Department of Fire -Rescue, it is seeking to obtain the FireFLIR systems, which are imaging

thermal imaging systems. Research revealed systems do exist which have cables on the backs of the firefighters
which is a safety concern, and whose systems is not readily transferable from one firefighter to another.
According to FLIR Systems, the helmet mounted, hands-free thermal imaging systems have also been provided
to, and deemed as a sole source acquisition by, other fire departments. I further contacted Chesterfied County,
who confirmed that they also secured the FLIR system via a sole source finding.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these findings
be approved: FLIR Systems Inc. is the sole source provider for 12 self-contained thermal imaging systems for
the Department of Fire -Rescue, for an amount not to exceed $192,000. Funding will be allocated from CIP
Project No. 313304, Account No. 289401.6.840, funded by the Fire Assessment.

Dear Chief Flores:
FLIR Systems, Inc. should be considered as a sole source provider for
your helmet mounted, hands-free thermal imaging systems. Our
FireFLIR, incorporates the latest state-of-the-art technology in an
ergonomic package making it the ideal system for fire applications. No
other manufacturer can provide a hands-free, helmeted mounted system
that includes the required_ features defined below.
1. The FireFLIR is a fully self-contained (one-piece) unit that mounts
to the brim of traditional and modern style helmets. We have
eliminated external cables, batteries, etc... on the unit for
improved firefighter safety. There is nothing to hinder the
firefighters movement throughout a structure.
2. The FireFLIR incorporates a 320 X 240 microbolometer, the latest
generation of detector technology. The microbolometer detector
enhances the imaging power of the system by providing a wide
dynamic range (16 bit vs. 6 bit) that results in no white out or
saturation when exposed to extreme temperatures. In addition, it
allows the firefighter to image ambient targets and fire, hot gases,
etc... in the same field of view without an aperture adjustment.
3. The FireFLIR optics are vision -aligned allowing the firefighter to
"see" based on natural depth perception and spatial orientation.
Objects are located where you expect them to be, not offset in the
firefighters field of view.
4. The FireFLIR has both black and white and color palettes for
viewing. Color is particularly useful in overhaul for locating
hotspots and extensions that black and white palettes can miss.
5. FireFLIR is versatile and can be used as a handheld or hands-free
imaging system, and can be easily passed between firefighters.

The Fire Department is in the process of purchasing several thermal imaging devices. The intent
once we have the funding is to place one on every truck company (5 total) in the county over the
next several years. I am requesting approval for sole source procurement of the purchase.
The Chesterfield Fire Department has conducted extensive testing and evaluations of the
following thermal imaging equipment; which involved over twenty members of the department
including the thermal imaging committee. These products were tested at the Fire Training Center
over a 13 month period of time. I am confident that we have investigated and tested all of the
equipment currently available on the market:

used as a hand held unit.
I Microbolometer technology which is the newest generation of thermal imagining
technology provides the clearest picture available on the market today. FLW s
technology also improves depth perception, which as been a problem in the past with all
the other imagers tested, with the FUR unit there is ng depth perception problem. We
consider this device to be a mission critical tool and therefore the Chesterfield Fire
Department can only recommend what we consider to be the best equipment and
technology available today for saving lives and property, The department will continue to
test and evaluaze new products as they become available.
At this time, however, we are requesting a sole source purchase of the equipment currently
manufactured by FUR as the department standard. The equipment can only be purchased directly
from the manufacturer (see attached documentation) and is not available from any other source.
One additional note I might add is that the Hopewell Fire Department had a bid opening on
September 5, 1999 (they speed helmet mount only), The winning bid was Fire FUR ax
171650.00 with the only other bid being 22,000.00 from Cairns.

ITEM: FireFLIR Thermal Imaging System
DEPARTMENT: Fire -Rescue
TYPE OF PURCHASE: Term Contract
REASON: The Department of Fire -Rescue desires to
acquire the FireFLIR from FUR Systems, Inc.
to allow firefighters to visualize objects through
dense smoke and gases, making them a valuable
tool for use in fire and other hazardous
conditions. The systems utilize the latest
generation of detector technology, which greatly
enhances the imaging power of the system over a
greater target area. As a major safety factor, the
system is a self-contained, one-piece unit which
mounts on fire helmets and eliminates cables that
can become entangled in firefighter gear and
equipment, and it also allows easy exchange
between firefighters.
RECOMMENDATION: It is recommended that award be made to FUR
Systems, Inc. the sole source provider, for the
acquisition of 12 FireFLIR thermal imaging
systems, in the amount not to exceed
$192,000. Funding will be allocated from CIP
Project No. 313304, Account No.
—289401.6.840, funded by the Fi_reAssessment.
