G 0 — 47 1 A RESOLUTION OF THE MIAMI CITY COMMISSION EXPRESSING ITS, SUPPORT AND COOPERATION IN CREATING A TIER ONE NETWORK ACCESS POINT IN THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AREA IN THE CITY OF MIAMI AND ENCOURAGING TELECOMMUNICATION CARRIERS TO LOCATE THEIR FACILITIES IN THE NETWORK ACCESS POINT; AND PROVIDING FOR AN EFFECTIVE DATE; AND FURTHER DIRECTING THE CITY MANAGER TO EXPEDITE AND FASTTRACK THE PERMITTING PROCESS TO A SUCCESSFUL CONCLUSION. WHEREAS, the establishment of a Tier One Network Access Point ("NAP") in the Southeast Overtown/Parkwest Community Redevelopment Area of the City of Miami will have a significant and positive impact on the economic redevelopment of the area as well as the City at large; and WHEREAS, NAP will serve as a catalyst for further redevelopment of the area and the establishment of needed jobs; and WHEREAS, NAP will result in new information technology and other related service-oriented businesses located in the area; and CITY CObmSSlox i MEETING OF MAY ..2 5 2000 kesolution No. c g. v WHEREAS, the City Commission deems it advisable and in the best interest of the general welfare of the City of Miami to support locating NAP in the area and to encourage telecommunication carriers to locate their facilities in NAP; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Miami City Commission hereby pledges its support to take all steps necessary and appropriate to secure the establishment of a NAP in the Southeast Overtown/Park West Community Redevelopment Area and urges the telecommunications industry and carriers to locate their businesses within NAP. The Miami City Commission requests that the Community Redevelopment Agency, Downtown Development Authority, Miami Exhibition and Sports `Authority, Miami -Dade Empowerment Zone Trust, and all other committees and boards take note of City support as contained in this Resolution. The Miami City Commission further resolves that it will take all necessary and appropriate steps to Page 2 of 3 insure the success of the NAP by providing its resources to the carriers and other companies locating within and around the NAP. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor'. PASSED AND ADOPTED this 25th day of May 2000. The Original Resolution is maintained in the Office of the City Clerk. 1� If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
