RESOLUTION NO. i ►'
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE ROOTS AND CULTURE FESTIVAL
2000, CONDUCTED BY. THE ROOTS AND CULTURE
FOUNDATION, INC. (THE "ORGANIZER"), TO BE HELD
IN THE LITTLE HAITI AREA, AT MIAMI AVENUE FROM
54TH TO 59TH STREETS, MIAMI, FLORIDA, ON
MAY 27 - 28, 2000; DIRECTING THE CITY MANAGER
TO AUTHORIZE: (1) THE WAIVER OF UP TO FIFTY
PERCENT (50%) OF ALL COSTS AND FEES RELATED TO
THE FESTIVAL, AS PERMISSIBLE BY THE CODE OF
THE CITY OF MIAMI; FLORIDA, AS AMENDED; AND
(2) THE PROVISION OF IN-KIND SERVICES BY THE
DEPARTMENTS OF POLICE,' FIRE -RESCUE, GENERAL
SERVICES ADMINISTRATION, SOLID WASTE., AND
PARKS AND RECREATION; CONDITIONING SAID
AUTHORIZATIONS. UPON THE ORGANIZER: (1)
OBTAINING ALL PERMITS REQUIRED BY LAW; (2)
PAYING FOR ALL NECESSARY COSTS OF CITY
SERVICES AND APPLICABLE FEES ASSOCIATED WITH
SAID EVENT NOT WAIVED HEREIN; (3) OBTAINING
INSURANCE TO PROTECT THE CITY IN THE AMOUNT AS
PRESCRIBED BY THE CITY MANAGER OR DESIGNEE;
(4) .COMPLYING WITH ALL CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
MANAGER OR DESIGNEE; AND FURTHER URGING THE
CITY MANAGER TO COORDINATE EFFORTS WITH THE
SUPERINTENDENT OF MIAMI-DADE SCHOOL BOARD, THE
MIAMI-DADE COUNTY MANAGER, THE CITIES OF NORTH
MIAMI AND EL PORTAL, AND THE FLORIDA HIGHWAY
PATROL TO ASSIST THE ORGANIZER IN REDUCING THE
OVERALL COSTS OF THE FESTIVAL AND IN PROVIDING
SECURITY AND LAW ENFORCEMENT SERVICES.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is hereby
directed to
authorize: (1) the waiver of up to fifty percent (50%). of all

costs and fees, as permissible by the Code of the City of Miami,
Florida, as amended; and (2) the provision of in-kind services by
the Departments of Police, Fire -Rescue, General Services
Administration, Solid Waste and Parks and Recreation for the
ROOTS AND CULTURE FESTIVAL 2000 (the "Festival"), conducted by
the Roots and Culture Foundation, Inc. (the "Organizer"), to be
held in the Little Haiti area at Miami Avenue from 54th to 59th
Streets, Miami, Florida, on May 27 - 28, 2000.
Section 2. The herein authorizations are hereby
conditioned upon the Organizer: (1) obtaining all permits
required by law; (2) paying for all other necessary costs of City
services and applicable fees associated with said event not
waived herein; (3) obtaining insurance to protect the City in the
amount as prescribed by the City Manager or designee; and
(4) complying with all conditions and limitations as may be
prescribed by the City Manager or designee.
Section 3. The City Manager is hereby urged to
coordinate efforts with the Superintendent of Miami -Dade School
Board, the Miami -Dade County Manager, the Cities of North Miami
and E1 Portal, and the Florida Highway Patrol to assist the
Organizer in reducing the overall costs of the Festival and in
providing security and law enforcement services.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

Dear Sir:
In response to our recent telephone discussion concerning the Roots &
Culture Festival, please note those herein are my requests to the City
Commission.
We are requesting that the City waive 50% of the following cost:
a. the fee for the police officers on duty at the two day festival,--
b.
estival;b. the fee for clean-up by thecity's Sanitation Dept;
c. the fees for closure for the streets round the environs of the
festival.
These waivers will be the City's contribution to this event, Little Haiti and
surrounding communities. The festival committee will contribute the
remainder of the incurred cost.

BACKGROUND:
Mr. Albert J. Alexis, President of Roots & Culture, Inc., has requested a personal
appearance before the City Commission on May 25, 2000. Mr. Alexis will request
financial support for City services. He is requesting 50% waiver of City services.
Roots & Culture Festival is Miami's biggest Black Heritage block party. The theme
for the festival will be "Preservation of Caribbean Culture in the New Millennium".
This event will provide the opportunity to enlighten the community on issues such as
Immigration, Caribbean Relations, and Education.
RECCOMENDATION:
As it relates to the waiver of fees, the administration recommends denial due
to budgetary constraints. Approval of this request may set a precedent for other
festivals seeking financial support from the City. In the past, the promoters have
paid for all City services and fees.

Miami's biggest Black Heritage Block Party for the new millennium is
undoubtedly the Roots and Culture Festival and this year it is again scheduled
for Memorial Day weekend, The grand two-day event that starts on Saturday May 2,16,
and ends on Sunday May 20 has again attracted many top Caribbean artistes. A large
Caribbean crowd is expected to gather in Little Haiti (Miami Ave, from U* Street to
50*- Street) in Miami Florida. at the spacious secure and easily accessible venue for the
big event. This family-oriented event will have a Kids World 'with plenty of
entertainment for the children that will include games and rides We are planning to
feature a special book drive where old or no -longer -needed books can be collected and
sent to children in desperate need of reading material.
The theme for this 2000 festival is "Preservation of Caribbean Culture in the
New Millennium" and a large contingent of Caribbean artistes from the islands of Haiti,
Martinique, Guadeloupe, Trinidad and Tobago, Barbados. Jamaica and Puerto Rico along
with their US -based counterparts are scheduled to make an appearance at this gala
festival. Some of the.performers already confirmed to appear are Rita Marley, KCy-mani
Marley, Boukman Eksperyans, Strings, Phantoms, Georgie & Top Adlerman of Original
Rip Stuff~ Sabor Tropical, Pliers, Mahlon Stewart, Rosie Cadet & the Getup Dancers,
Dhaima , Silhouette, M idnitt Yah Breeze, Tr -f Boys. Massaj, Nicole Moretta Dance
Group, Ayabonmbe and Phillip Michael Thomas Jr. and [aitch more.
A targe number of vendors and sponsors have already been assigned their booths
for this gala event. These booths will feature the various culinary tastes of the Caribbean
and the products and services of the many sponsors participating. This year a
commemorative souvenir magazine will also be published. As the organizers have stated,
