A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM FOR GRANT FUNDING, IN THE AMOUNT OF $34,127.50, FOR THE DEPARTMENT OF CONFERENCE, CONVENTIONS AND PUBLIC FACILITIES,FOR THE REMOVAL OF 17 IDENTIFIED DERELICT VESSELS FROM THE DINNER KEY ANCHORAGE AREA, AND AUTHORIZING THE REQUIRED MATCHING FUNDS, IN THE AMOUNT OF $34,127.50; ALLOCATING FUNDS THEREFOR FROM FY 2001 FUNDS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO -THE CITY ATTORNEY. WHEREAS, the City of Miami Department of Conferences, Conventions and Public Facilities is desirous of applying for grant funds from the Florida Inland Navigation District Waterways Assistance Program ("FIND") for the removal of derelict vessels from the Dinner Key Anchorage area; and WHEREAS, seventeen (17) derelict vessels that pose a threat to navigational channels, the environment and boaters have been identified for removal, at a total estimated cost of $68,275.00; and WHEREAS, under the FIND -program, financial assistance is available for fifty (50%) percent of the actual cost of the CITY 1 blEETWO MAY 2 5 2000 ;Hes utiou 1344+ � i - i removal of the derelict vessels, in an amount not to exceed $34,127.50; and WHEREAS, funding for the matching fifty (500) percent is available in an amount not to exceed $34,127.50 from Fiscal Year 2001 funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to submit an application to Florida Inland Navigation District ("FIND") for grant funding under its Waterways Assistance Program, in the estimated amount of $34,127.50 for the removal of 17 identified derelict vessels from the Dinner Key anchorage area, with matching funds in the amount of $34,127.40 therefor hereby allocated from FY 2001 Funds. Section 3. The. City of Miami accepts the terms and conditions set forth in FIND Rule 66B-2 F.A.C., which outlines Page 2 of 4 r' the Waterways Assistance Program and which is a part of the Project under the proposal. Section 4. The City Manager is hereby authorized" to execute all the necessary document(s), in a form acceptable to the City Attorney, to submit said application to FIND for fifty (50%) percent of the project, in an amount not to exceed $34,127.50. Section 5. The City of Miami is in complete accord with the proposal and agrees to carry out the Project in the manner described in the proposal, and any plans and specifications attached thereto, unless prior approval for any change has been received from the District. Section 5. The City will maintain adequate financial records for the proposed project to substantiate claims for reimbursement. Section 6. The City of Miami will make available to FIND, if requested, a post -audit. of expenses incurred on the project prior to, or in conjunction with, request for the final ten (10%) percent of the funding agreed to by FIND. The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. fam Page 3 of 4 C *0 2 r� \_J Section 7. This Resolution shall become effective immediately upon its adoption and signature of the Mayor./ PASSED, AND ADOPTED this 25th day of LLO, MAYOR AT S v�G�9 WALTER OEAN CITY CLERK 2000. If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to apply for grant funds for the removal of derelict vessels from the Dinner Key Anchorage Area and to execute the necessary documents for this purpose, in a form acceptable to the City Attorney, and allocating matching funds in the amount of $34,127.50 from FY 2001 funds. BACKGROUND The Department of Conferences, Conventions and Public Facilities has submitted an application for grant funds from the Florida Inland Navigation District Waterways Assistance Program in the amount of $34,127.50 for the removal of 17 identified derelict vessels from the Dinner Key Anchorage area. Matching funds in the amount of $34,127.50 are available from FY 2001 funds. Prior to awarding these grant funds, the Florida Inland Navigation District requires that the City of Miami provide a Resolution approved by the City Commission and containing language stating that the City will provide matching funds in the amount of $34,127.50, and abide by the terms and conditions of the Project Agreement. 9\�4 DHW/RM/CPA/yp b�- 4-42 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO Carlos A. SUBJECT: Christina Abrams, Dir6'ibr FROM : Department of Conferences Conventions REFERENCES: and Public Facilities ENCLOSURES: The Department of Public Facilities has submitted a request for a grant to the Florida Inland Navigation District (FIND) to remove 17 derelict vessels . in the dinner- key anchorage area. This grant regi,,ires us to have matching funds in the amount of $34, 137.00. The total cost of this project is estimated to be $68,275.00. The state will evaluate our grant request and give us an answer by June 2000. In order to qualify for this grant, it is extremely important that matching funds be allocated in the budget for the fiscal year 2001. In the event the grant is approved, the state would expect the project to be completed within six months. With your approval, The Department of Conferences, Conventions and Public Facilities will present a resolution to the City Commission on May 11, 2000 requesting the amount of $34,137.00 as matching funds for the FIND grant.
