HomeMy WebLinkAboutR-00-0429J-00-438 5/10/00 is • RESOLUTION NO. 0r 0 e 2 9 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO EMPLOY APPROPRIATE PERSONNEL TO IMPLEMENT AND ADMINISTER THE FISCAL YEAR 2000-2001 WELFARE - TO -WORK EMPLOYMENT AND TRAINING PROGRAM, FUNDED THROUGH A GRANT FROM THE U.S. DEPARTMENT OF LABOR AND ADMINISTERED BY THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM. WHEREAS, pursuant to Ordinance No. 11905, adopted March 13, 2000, the City Commission authorized the appropriation of $2,433,960 for the Department of Community Development to implement and administer the Fiscal Year 2000-2001 Welfare -to - Work Employment and Training Program ("Program"), a program of the South Florida Employment and Training Consortium ("SFETC"); and WHEREAS, the Department of Community Development requires additional personnel to implement and administer the Program, which personnel will increase the number of employees approved by the City Commission for Fiscal Year 1999-2000; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference CITY COWMSSION MEETING OF MAY 1 1 2000 . Resolution No. thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to employ appropriate personnel to implement and administer the 2000-2001 Welfare -to -Work Employment and Training Program, funded through a grant from the U.S. Department of Labor and administered by the South Florida Employment and Training Consortium. Warshaw REFERENCES : City Commission Agenda City Manager May 11, 2000 ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution that authorizes the City Manager to hire appropriate staff to implement the 2000-2001 Welfare -To -Work Program funded through a grant from the U.S. Department of Labor through the South Florida Employment and Training Consortium. BACKGROUND: At its meeting of March 13, 2000, the City Commission adopted Emergency Ordinance 11905 appropriating $2,433,960 for the Department of Community Development to implement an employment and training program with Welfare -to -Work funding from the South Florida Employment and Training Consortium (SFETC). Through this program, the Department of Community Development will provide paid work and training experiences in City Departments to 200 trainees in the following occupational fields: • Facility Maintenance • Automobile Repair • Office Support • Computer Applications • Customer Service • Data Entry • Day Care • Recreation Since this is a special grant award, it is necessary for the Department of Community Development to increase the number of positions approved by the City Commission during the 1999-2000 budget process. It is estimated that the Department must hire approximately ten (10) additional staff members to implement and administer this program. This staffing increase includes counselors and support personnel and the exact numbers will be dependent on contract negotiations between the City and the funding source in the development of the final budget. 6 t' The proposed Resolution authorizes the City Manager to hire the appropriate staff for the Department of Community Development to implement the 2000-2001 Welfare -To -Work Program.
