A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE FUNDING TO SPONSOR THE
15TH NATIONAL CONFERENCE ON PREVENTING CRIME
IN THE BLACK COMMUNITY, IN THE AMOUNT OF
$10,000, AND ALLOCATING FUNDS THEREFOR, FROM
THE LAW ENFORCEMENT TRUST FUND, SUCH
EXPENDITURES HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE U.S.
DEPARTMENT OF THE TREASURY'S "GUIDE TO
EQUITABLE SHARING," AND FLORIDA STATE
STATUTES, CHAPTER 932.7055, AS AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the City of Miami has been chosen as the Host City
for the 15th National Conference on Preventing Crime in the Black
Community to be held May 31 through June 3, 2000; and
WHEREAS,'\at the conference delegates will be provided with
programs to reduce gang involvement, drug use and other criminal
activities by strengthening children's self-esteem, providing job
opportunities and increasing educational performances; and

WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U.S. Department of the Treasury's "Guide to
Equitable Sharing," and Florida State Statutes 932.7055, as
amended,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding for the sponsorship of the
15th National Conference on Preventing Crime in the Black
Community, in the amount of $10,000, is hereby authorized, with
funds therefor hereby allocated from the Law Enforcement Trust
Fund, such 'expenditure having been approved by the Chief of
Police as complying with the U.S. Department of Treasury's "Guide
to Equitable Sharing," and Florida State Statutes, Chapter
932.7055, as amended.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

The City of Miami has been selected by Attorney General Robert
Butterworth as the venue for the 15th National Conference on
Preventing Crime in the Black Community. In 1995 and 1997 the
City hosted two very successful conferences that not only
generated much needed revenue but also highlighted the promise
and beauty of Miami. This year's conference, which is anticipated
to exceed previous successes, will be held May 31— June 3, 2000
at the Wyndham Miami Biscayne Bay and the Biscayne Bay
Marriott Hotel and Marina.
Both the City of Miami and the Miami -Dade Police Departments
have been recognized and included as this year's hosts. Previous
successes were due to the level of support you and your staff
provided as host and sponsor. Consequently, we again solicit your
assistance by way of funding for some of the many programs and
activities planned.. These funds will help offset the costs associated
with planning a major conference.
This year's focus will be on successful programs and their
effectiveness in reducing gang involvement, drug use and other
criminal activities through increased self esteem, job opportunities
and educational performances of our youth. You and your staff are
encouraged to attend and participate in the various conference
events as well as take advantage of the invaluable opportunity to
showcase the Police Department.

This conference is a collaborative effort sponsored by Florida Attorney
General Bob Butterworth to address issues relating to the
disproportionate number of African-Americans who are under the
supervision of the criminal justice system. The agenda is designed to
showcase successful programs and promote a positive exchange of
ideas on the subject. Focal points include general session and
luncheon presentations by.motivational speakers and national and
state -leaders. Workshops, which include a special track for youth,
highlight notable efforts to curb youth violence and numerous crime
prevention program models that are, transferable to other
communities. The 1999 conference attracted over 2,600 participants.
WHEN AND WHEICE
The 15th National Conference on Preventing Crime in the Black
Community will be held in Miami, Florida on May 31 -June 3, 2000.
