WHEREAS, the Department of Fire Rescue requires the roof at the Fire Training Center be replaced prior to the relocation of the City's Emergency Operations Center and prior to the installation of expensive and sensitive equipment needed for emergency operations; and WHEREAS, the impending hurricane season and the deteriorated condition of the roof underscores the necessity for an expeditious installation; and WHEREAS, the Department attempted to have the roof installed using an existing Miami -Dade contract, but none of the roofing contractors install the Sarnifil type roofing system required; and CITY COMMISSIOY� MEETING OF MAY 1 9 2000 Resolution No. WHEREAS, informal quotes were sought for the project and DeckTight Roofing Service was determined to be the most responsive and responsible of the four received; and WHEREAS, the City Manager made a written finding that an emergency existed and authorized the replacement of the roof; and WHEREAS, funding is available from Capital Improvement Project No. 313302, Account Code No. 289301.6.860, funded by the Fire Assessment; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four-fifths (4/stns) affirmative vote of the members of the City Commission, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids, and approving the replacement of the roof at the Fire -Rescue Training Center in Coconut Grove by DeckTight Roofing Services, in the amount of $27,900, for the Department of Fire -Rescue, is hereby ratified, approved and confirmed; with funds therefor hereby allocated from Capital Improvement Project 4-1 �. Lauderdale, FL 33309, (Non-Local/Non-Minority vendor). Funding for the roof replacement is available from CI Project No. 313302, Account Code No. 289301.6.860, funded by the Fire Assessment. BACKGROUND The roof at the Fire -Rescue Training Center in Coconut Grove has been patched and repaired on several occasions and has many serious leaks. In its present condition, roofing companies would not guarantee any further repair work. The City's Emergency Operations Center (EOC) will soon be headquartered on the 3`d and 4`h floors of the building. Expensive and sensitive equipment will be installed on these floors and it was imperative the roof be replaced before this installation. Water from a leaking roof would cause serious damage to the equipment. The impending hurricane season further underscored the need for an expeditious installation of a new roof. The Department of Fire -Rescue attempted to have the new roof installed using an existing Miami -Dade contract. However, it was found that none of the contractors install the type of roof that is required, which is a Sarnafil Single Ply Roofing System. Four informal quotes were obtained and DeckTight Roofing Services was determined to be the most responsive and responsible bidder for the project. Enc.
