A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING THE FINDINGS OF THE SELECTION
COMMITTEE FOR THE INFORMATION TECHNOLOGY
STRATEGIC PLAN, PURSUANT TO THE REQUEST FOR
PROPOSALS FOR THE DEVELOPMENT OF A COMPREHENSIVE
CITY WIDE INFORMATION TECHNOLOGY STRATEGIC PLAN
FOR THE CITY OF MIAMI, AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT,
WITH THE TOP RANKED FIRM, ARTHUR ANDERSON LLP,
AT A COST NOT TO EXCEED $575,000 FOR CONSULTING
SERVICES AND $28,800 FOR MONITORING SERVICES,
FOR THE DEPARTMENT OF INFORMATION TECHNOLOGY,
SHOULD NEGOTIATIONS FAIL WITH THE TOP RANKED
FIRM, THE COMMITTEE RECOMMENDS THAT THE CITY
MANAGER PROCEED TO NEGOTIATE WITH THE SECOND
RANKED FIRM, KPMG, LLP; ALLOCATING FUNDS
THEREFOR FROM CAPITAL IMPROVEMENT PROJECT
NO. 311016.
WHEREAS, Resolution No. 99-66.5, adopted September 21, 1999,
authorized the City Manager to issue a Request For Proposals
("RFP") to obtain qualified and experienced firms to provide
professional assistance and support in the development of an
Information Technology Strategic Plan for the Department of
Information Technology; and
WHEREAS, Request for Proposals were mailed to 143
prospective providers of the services; and
WHEREAS, six (6) responses were received to the Request for
Proposals; and

WHEREAS, the Selection Committee, appointed by the City
Manager, to evaluate the qualifications and related information
provided by the six proposers, finds that only the top two ranked
firms, in rank order, Arthur Anderson, LLP, and KPMG, LLP, should
be considered for award; and
WHEREAS, the Selection Committee finds that the proposal of
Arthur Anderson, LLP is the highest ranked and most qualified
proposal to provide the required services; and
WHEREAS, the Selection Committee further stipulated that
should negotiations fail with the top ranked firm, negotiations
should commence with the second ranked firm, KPMG LLP; and
WHEREAS, funds are available in an amount not to exceed
$575,000 for consulting services and $28,800 for monitoring
services from Capital Improvement Project No. 311016;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by 'reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby
approves the City Manager's recommendation to accept, based on
the findings of the Selection Committee, as to the most qualified
firm, Arthur Anderson LLP, pursuant to the Request For Proposals

for the development of a comprehensive city wide Information
Technology Strategic Plan for the City of Miami.
Section 3. The City Manager is hereby authorized" to
negotiate and execute an agreement, in a form acceptable to the
City Attorney, with the top ranked firm, Arthur Anderson LLP, at
an estimated cost not to exceed $575,000 for consulting services
and $28,800 for monitoring services for one year, with funds
therefor hereby allocated from Capital Improvement Project
No. 311016. In the event that the City Manager cannot negotiate
an agreement which, in the opinion of the City Manager, is fair,
competitive and reasonable, with the top rank ordered firm, then
authorization is hereby given to terminate such negotiations and
to proceed to negotiate with the second ranked firm.
i� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor./

Authorizing IT Strategic

It is respectfully recommended that the City Commission adopt the attached Resolution
accepting the findings of the Information Technology Strategic Plan RFP Selection
Committee, and authorizing the City Manager to enter into negotiations with the
recommended firm of Arthur Anderson LLP as the provider of Consulting Services for
the Development of a Comprehensive City Wide IT Strategic Plan for the City of Miami.
It is further recommended that in the event that negotiations fail with the primary firm,
the City Manager is authorized to enter negotiations with the second place firm of
KPMG. The cost for the development of the Plan is in the range of $440,000 to
$575,000. Further authorizing the City Manager to retain optional monitoring services at
a cost not to exceed $28,800.
BACKGROUND:
The City Commission approved the issuance of the RFP for the development of an IT
Strategic Plan on September 14, 1999. The IT Steering Committee developed this plan
and on December 6, 1999 the City released the RFP for "Consulting Services to Develop
Strategic Plan for Information Technology. A voluntary pre -proposal conference was
held at City Hall on January.10, 2000. The response submission deadline was January 31,
2000.
An evaluation committee consisting of Lee Holroyd, Information Systems Director, City
of Ft. Lauderdale; Martin Zaworski, Chief Information Officer, Broward Sheriff's Office;
Judith Cannon, Director, Florida Institute of Government, Florida International
University; Frank Rollason, Director, Building Department, City of Miami; Aldo
Stancato, Acting Director, Information Technology City of Miami was appointed to
review the responses for the RFP and make a recommendation. Six firms responded to
this RFP: MGT of America, KPMG, Data Industries, Ltd., Booz Allen & Hamilton,
Arthur Anderson, and The Gartner Group.
At the first meeting, the Evaluation Committee received the rating criteria and the formal
proposals from prospective service providers. At the second meeting the proposals were
discussed and evaluated. The Evaluation Committee further decided to request oral
presentations from the short-listed firms. The short-listed firms were Arthur Anderson
LLP, Booz Allen & Hamilton, and KPMG.
Following oral presentations, the Evaluation Committee concluded that only the top two
ranked firms, in rank order, should be considered for award. The Evaluation Committee
recommends authorizing negotiation and awarding the contract to Arthur Anderson
LLP as the top ranked firm for the purpose of providing comprehensive consulting
services to develop a Strategic Plan for Information Technology.
Should negotiations fail with the top ranked firm, the Committee recommended

reconimpnd negotiations with the firm ranked third (Booz Allen & Hamilton).
