A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT (S) AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION, TO THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM, FOR GRANT FUNDING IN THE ESTIMATED AMOUNT OF $150,000, FOR THE WATSON ISLAND PUBLIC BOAT RAMP REPLACEMENT PROJECT - PHASE II, FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, in 1998, the Department of Real Estate and Economic Development received grant funds in an amount of $142,000 from the Florida Inland Navigation District Waterways Assistance Program for the Watson Island Public Boat Ramp Replacement Project -Phase I; and WHEREAS, Phase I of the Watson Island Boat Ramp Project has been completed including replacement of, the public boat ramp and accompanying dock structures on Watson Island; and WHEREAS, the City of Miami Department of Real Estate and Economic Development is desirous of applying for grant funds under the Program in the amount of. $150,000 for Phase II of the Project which will include construction of public boat trailer parking facilities; and CITY COMMISSION MEETING OF MAY 1 9 2000 Resolution No. 11 0 WHEREAS, the Florida Legislature has made funding available to municipalities for such projects under the Florida Inland Navigation District's Waterways Assistance Program on a fifty-fifty cost share basis; and WHEREAS, the City's matching share of the project cost, in the amount of $150,000, is available from Miami -Dade Safe Neighborhood Park Bonds ($75,000), U.S. Economic Development Administration ($52,500), and City in-kind services ($22,500); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution. are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to submit an application to Florida Inland Navigation District ,("FIND") for grant funding under its Waterways Assistance Program, in the estimated amount of $150,000 for the Watson Island Public Boat Ramp Replacement Project -Phase II. The City Manager is hereby authorized" to execute the necessary documents, in substantially the attached form, for application of said grant subject to the following provisions: a. The City will accept the terms and conditions set for in FIND Rule 66B-2 F.A.C. and which will be a part of the grant agreement for any assistance under the attached proposal. b. The City is in complete accord with the attached grant proposal and will carry out the project in the manner described in said proposal, and any plans and specifications attached hereto, unless prior approval for any change has been received from FIND. C. The City has the ability and intention to finance its share of the cost of said project from available Safe Neighborhood Park Bond funds and the project site will be operated and maintained at the expense of the City for public use. d. The City will not discriminate against any person on the basis of race, color, creed, national origin, sex or handicap in the use of any property or facility �i There herein authorization is.further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter an d Code provisions. Page 3 of 5 0 acquired or developed pursuant to the grant proposal and will comply with the terms and intent of Title VI of the Civil Rights Act of 1964, P.L. 88-352 (1964) and wil-1 design and construct accessibility by handicapped persons as well as other federal state and local laws, rule and requirements. e. The City will maintain adequate financial records on said project to substantiate claims for reimbursement. f. The City will make available to FIND, if requested, a post -audit of expenses incurred on said project prior to or in conjunction with its request for the final ten percent (10%) of the grant funding provided by Florida Inland Navigation District. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor./ If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. Warshaw City Manager RECOMMENDATION: DATE : MAY — 2 ZOO',' FILE SUBJECT: Watson Island Boat Ramp— Phase II Grant Application REFERENCES : For City Commission Meeting of May 11 `h, 2000 ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to apply for grant funds under the Florida Inland Navigation District Waterways Assistance Program in an amount of $150,000 for the Watson Island Public Boat Ramp Replacement Project—Phase II. BACKGROUND: In 1998, the City, through the efforts of the Department of Real Estate and Economic Development, obtained grant funds in an amount of $142,000 under the Florida Inland Navigation District Waterways Assistance Program for replacement of the public boat ramp and dock structures located on Watson Island. Phase I of the boat ramp project has been completed. The Department of Real Estate and Economic Development is desirous of applying for Florida Inland Navigation District grant funds in the amount of $150,000 to carry out Phase II of the boat ramp replacement project proposed to include construction of public boat trailer parking facilities for users of the new ramp. The total project cost is estimated at $300,000. Matching funds required by the grant are available from the Safe Neighborhood Park Bonds Program ($75,000), a U.S. Economic Development Administration grant ($52,500), and City in-kind services ($22,500). It is recommended that the City Commission adopt the attached Resolution authorizing the City Manager to apply for grant funds for Phase II of the Watson Island Boat Ramp Replacement Project and to execute the attached resolution required by the grantor as a part of the application.
