RESOLUTION NO. ' 8
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO OPSAIL MIAMI 2000, TO TAKE PLACE AT
THE DANTE FAS"CELL PORT OF MIAMI, BETWEEN
JUNE 6 - 10, 2000; DIRECTING THE CITY MANAGER
TO AUTHORIZE: (1) THE WAIVER OF PERMIT FEES
RELATED TO THE EVENT, AS PERMISSIBLE BY THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED; AND (2) THE PROVISION OF IN-KIND
SERVICES BY THE DEPARTMENTS OF POLICE,
FIRE -RESCUE, GENERAL SERVICES ADMINISTRATION,
SOLID WASTE, AND PARKS AND RECREATION;
CONDITIONING SAID AUTHORIZATIONS UPON THE
ORGANIZER: (1) OBTAINING ALL PERMITS REQUIRED
BY LAW; (2) PAYING FOR ALL NECESSARY COSTS OF
CITY SERVICES AND APPLICABLE FEES ASSOCIATED
WITH SAID EVENT NOT WAIVED HEREIN; (3)
OBTAINING INSURANCE TO PROTECT THE CITY IN THE
AMOUNT AS PRESCRIBED BY THE CITY MANAGER OR
DESIGNEE; (4) COMPLYING WITH ALL CONDITIONS
AND LIMITATIONS AS MAY BE PRESCRIBED BY THE
CITY MANAGER OR DESIGNEE; AND (5) APPLYING ANY
PROFITS REALIZED BY THE ORGANIZER AS A RESULT
OF ITS PARKING OPERATION DURING THE EVENT AS
PAYMENT FOR SECURITY COSTS AT THE PARKING
LOTS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is hereby directed to
authorize: (1) the waiver of permit fees, as permissible by the
Code of the City of Miami, Florida, as amended, related to

OpSail Miami 2000, to be held at the Dante Fascell Port of Miami,
between June 6 - 10, 2000; and (2) the provision of in-kind
services by the Departments of Police, Fire -Rescue, General
Services Administration, Solid Waste, and Parks and Recreation
for the event.
Section 2. The herein authorizations are hereby
conditioned upon the organizer: (1) obtaining all permits
required by law; (2) paying for all other necessary costs of City
services and applicable fees associated with said event not
waived herein; (3) obtaining insurance to protect the City in the
amount as prescribed by the City Manager or designee;
(4) complying with all conditions and limitations as may be
prescribed by the City Manager or designee; and (5) applying any
profits realized by the Organizer as a result of its parking
operation during the event as payment for security costs at the
parking lots.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.1/
If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

Dear Mr. Warshaw;
On behalf of OpSail Miami 2000,1 would like to request the opportunity to make a
personal appearance before the next upcoming City Commission meeting (mid to late
April) to request in-kind assistance for OpSail Miami 2000, scheduled for June 7-10.
OpSail, or Operation Sail, America's official Tall Ship organization, has staged several of
the largest Tall Ship events in history, including the nation's 1976 bicentennial in New
York Harbor and the Statue of Liberty centennial/ rededication in 1986. Both were
viewed worldwide and attended by millions.
OpSail 2000, as authorized by the President and Congress, will visit just eight U.S. ports
in celebration of the millennium; Puerto Rico; Miami; Norfolk, Va.; Baltimore, Md-;
Philadelphia, Pa.; New York, NY; New London, CT. and Portland, Maine. The Dante B.
Fascell Port of Miami, the cruise ship capital of the world, will host an expected 500,000
visitors to enjoy free tours of the ships as well as food, entertainment, art and crafts, and
fireworks, June 7-10,2000. On the final day our tall ships will depart in a grand Parade
of Sail from the Port and up the East Coast to Norfolk, Virginia.
On the morning of June 6, 2000, more than two dozen majestic Tall Ships will begin to
enter the Port of Miami as part of the largest maritime event in history, OpSail 2000.
Miami will be the first continental U.S. port of call.
I have spoken with and will shortly be meeting with Lina Blanco to discuss the details of
our request. Thank you for your kind consideration.

BACKGROUND:
Robert Holtzman, Executive Vice President of Citigate Dewe Rogerson, has
requested a personal appearance before the City Commission on May 11, 2000.
Mr. Holtzman will request financial support for City services.
OpSail 2000 or Operation Sail, as authorized by the President and Congress, will
visit eight U.S. ports in celebration of the millennium. The ships will be arriving at
the Dante Fascell Port of Miami on June 6-10, 2000. OpSail 2000, is a Florida not
for profit organization that will provide education and hands on tours of the world's
finest tall ships. A significant education program targeted toward middle schools
students.
RECOMMENDATION:
The administration recommends approval of OpSail 2000. Attached please find a
copy of the estimated budget for City services.
