A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING THE BID OF SOUTHERN PRECISION
ARMORY, AWARDED PURSUANT TO INVITATION FOR
BIDS NO. 99-00-095, FOR THE PROCUREMENT OF
SUBMACHINE GUNS, FOR THE DEPARTMENT OF POLICE .
S.W.A.T. TEAM, IN AN AMOUNT NOT TO EXCEED
$14,357.50; ALLOCATING FUNDS THEREFOR FROM
ACCOUNT CODE NO. 001000.290201.6.840
WHEREAS, the Police Department needs to replace submachine
guns that exceed their life span; *and
WHEREAS, pursuant to public notice, Invitation for Bids
No. 99-00-095 were mailed to twenty (20) potential bidders; and
WHEREAS, three (3) bids were received on March 22, 2000; and
WHEREAS, the City Manager and the Chief of Police recommend
that the bid received from Southern Precision Armory be accepted
as the lowest responsive and responsible bid; and
WHEREAS, funds are available from Account Code
No. 001000.290201.6.840;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The bid received on March 22, 2000 from
Southern Precision Armory for the provision of fourteen (14)
submachine guns, for the Department of Police, awarded pursuant
to Invitation For Bids No. 99-00-095, in an amount not to exceed
$14,357.50, is hereby accepted, with funds therefor hereby
allocated from Account Code 001000.290201.6.840.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature -of the Sayor.1/
PASSED AND ADOPTED this 11th daby of May L , 2000.

Pursuant to the authority vested in me under the provisions of Section 4(g)(5) of
the Charter of Miami, Florida, I hereby veto:
Resolution (J-00-381) - Accepting Bid
(Item #: CA -1 - May 11th, 2000 Commission Meeting)
Veto Message:
The above referenced item, which allows the City of Miami to accept the bid from
Southern Precision Armory for the procurement of fourteen (14) submachine
guns for the City of Miami's Police Department SWAT Team, in the amount of
$14,357.50, is hereby VETOED.
The funding source identified in the resolution is not the most suitable source for
the acquisition of this type of law-enforcement equipment. Moreover, the City of
Miami has other funding mechanisms available to fund such purchases.

Pursuant to Code Section 2-36, the City Clerk is directed to place any item(s) vetoed by the Mayor,
together with veto forms (including Mayor's veto and veto message), on the next regularly
scheduled or Special Commission meeting agenda as the first substantive item(s) for Commission
consideration. The City Commission passed Resolution 00-375 on May 11, 2000, which allows
the City of Miami to accept the bid from Southern Precision Armory for the procurement of
fourteen (14) submachine guns for the City of Miami's Police Department SWAT Team, in the
amount of $14,357.50.
This office is in receipt of a mayoral veto (received on Friday, May 19, 2000 at 4:30 p.m.), of
actions taken by the Commission in connection with the following items:
Resolution 00-375, from the May 11, 2000 Commission meeting, which allows
the City of Miami to accept the bid from Southern Precision Armory for the
procurement of fourteen (14) submachine guns for the City of Miami's Police
Department SWAT Team, in the amount of $14,357.50.
In closing, this issue has been forwarded to you, in order that the Commission either adopt the
override of the aforementioned mayoral vetoes (by 4/5ths of all of the Commissioners present), or
otherwise the mayoral veto shall be deemed sustained.

It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the bid of Southern Precision Armory, a Non-Local/Non-Minority vendor, located at 76 Isle of
Venice, Ft. Lauderdale, FL 33301, for the purchase of fourteen (14) Submachine Guns, for the
Police Department's S.W.A.T. Team, in an amount not to exceed $14,357.50.
Funding is available from the Police General Operating Budget, Account Code No.
001000.290201.6.840.
BACKGROUND
The Department of Police has analyzed the bids received pursuant to Bid No. 99-00-095. Twenty
(20) Invitations for Bids were mailed and three (3) responses were received. Southern Precision
Armory, submitted the lowest responsive and responsible bid and is, therefore, recommended for
the award. The Police Department's S.W.A.T. Teams current Submachine Guns have exceeded
their life span.
