WHEREAS, the Department of Fire -Rescue has a need to purchase a 20 -horsepower air compressor that adequately meets requirements for its new self-contained breathing apparatus ("SCBA") tanks with a capacity of 4500 psi; and WHEREAS, the present compressor is more than 15 years old and only capable of filling cylinders operating at 2200 psi capacity; and WHEREAS, the requested compressor system can deliver 6000 psi of air that will adequately meet the requirements; and WHEREAS, the City Manager and the Fire Chief recommend that the procurement of a modular breathing air compressor and accessories from Breathing Air Systems, awarded under an existing City,of'Boynton Beach bid, be approved; and CITY C010ESSYOR`' ` MEETING OF APP 2 7 2999 Resolution No. �� �:� �� 2 WHEREAS, funding is available from Capital Improvement Project No. 313304, Account No. 289401.6.840, funded by the Fire Assessment; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The procurement of a modular breathing air compressor and accessories from Breathing Air Systems, in the amount of $32,444.64 plus $3,000 for electrical work, for a total amount of $35,444.64, awarded under existing City of Boynton Beach Bid No. 54-2210-99/CJF, effective through June 30,2000, for the Department of Fire -Rescue, is hereby approved, with funds therefor hereby allocated from Capital Improvement Project No. 313304, Account No. 289401.6.840, funded by the Fire Assessment. Broad Street, Reynoldsburg, OH 43068, using the City of Boynton Beach Bid/Contract No. 54-2210-99/CJD (effective through June 30; 2000), in the amount of $32,444.64, plus $3,000 for electrical work, for a total amount of $35,444.64. Funding for this acquisition will be allocated from CIP Project No. 313304, Account No. 289401.6.840, funded by the Fire Assessment. BACKGROUND The Department of Fire -Rescue requires a new 20 horsepower air compressor to fill the new self-contained breathing apparatus (SCBA) tanks recently ordered by the Department. The new SCBA tanks hold 4500 psi of air and the present compressor, which is over 15 years old, is capable of filling cylinders operating at 2200 psi capacity. Bid was opened on April 13,1999. Breathing Air Systems was awarded purchase order #99257 on June 30, 1999. PURIFICATION SYSTEM Refer to Excaptinn # 1 Shall be able to use a filter that is compatible with the filters that are currently being used on our (Lawrence Factor Inc. 53677 or equivalent) compressor. The filter chamber is 33" high, and the filter is 27" high, 2 5/8" diameter. MONITORING SYSTEM: X Shall have an electronic cartage monitoring system that senses the final purification cartage. x Shall provide a warning that the cartage is almost spent and also shut the compressor down when the cartage is spent. Except -son # 3 A bypass shall be installed on this monitoring system, in the event that the monitoring system shall fail; the compressor can still be used. SAFETY FEATURES: X Automatic back -pressure -maintaining valve shall be provided to automatically maintain a constant minimum pressure of at least 2000 -psi in the purification system. X Bleeder valve shall be on the system to drain air from the purification system so filters can be changed. SUPPLIER REQUIREMENTS x Shall provide a certified delivery technician to install all components of this system. x Equipment shall be delivered F.O.B. Boynton Beach. x Technician will do a thorough "on-site" mechanical and operational check of the entire system. x All instruments that need calibrated shall be done so. x An air quality test will be done to make sure that the breathing air is of acceptable quality.
