APPROVING THE PROCUREMENT OF A MODULAR
BREATHING AIR COMPRESSOR AND ACCESSORIES FROM
BREATHING AIR SYSTEMS, AWARDED UNDER CITY OF
BOYNTON BEACH BID NO. 54-2210-99/CJF
EFFECTIVE THROUGH JUNE 30, 2000, IN THE
AMOUNT OF $32,444.64, PLUS. $3,000 FOR
ELECTRICAL WORK, FOR A TOTAL AMOUNT OF
$35,444.64, FOR THE DEPARTMENT OF
FIRE -RESCUE; ALLOCATING FUNDS THEREFOR FROM
CAPITAL IMPROVEMENT PROJECT NO. 313304,
ACCOUNT NO. 289401.6.840, FUNDED BY THE FIRE
ASSESSMENT.
WHEREAS, the Department of Fire -Rescue has a need to
purchase a 20 -horsepower air compressor that adequately meets
requirements for its new self-contained breathing apparatus
("SCBA") tanks with a capacity of 4500 psi; and
WHEREAS, the present compressor is more than 15 years old
and only capable of filling cylinders operating at 2200 psi
capacity; and
WHEREAS, the requested compressor system can deliver 6000
psi of air that will adequately meet the requirements; and
WHEREAS, the City Manager and the Fire Chief recommend that
the procurement of a modular breathing air compressor and
accessories from Breathing Air Systems, awarded under an existing
City,of'Boynton Beach bid, be approved; and

WHEREAS, funding is available from Capital Improvement
Project No. 313304, Account No. 289401.6.840, funded by the Fire
Assessment;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The procurement of a modular breathing air
compressor and accessories from Breathing Air Systems, in the
amount of $32,444.64 plus $3,000 for electrical work, for a total
amount of $35,444.64, awarded under existing City of Boynton
Beach Bid No. 54-2210-99/CJF, effective through June 30,2000, for
the Department of Fire -Rescue, is hereby approved, with funds
therefor hereby allocated from Capital Improvement Project
No. 313304, Account No. 289401.6.840, funded by the Fire
Assessment.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution approving the
procurement of a modular breathing air compressor and accessories from Breathing Air Systems,
located at 8855 E. Broad Street, Reynoldsburg, OH 43068, using the City of Boynton Beach Bid/Contract
No. 54-2210-99/CJD (effective through June 30; 2000), in the amount of $32,444.64, plus $3,000 for
electrical work, for a total amount of $35,444.64. Funding for this acquisition will be allocated from CIP
Project No. 313304, Account No. 289401.6.840, funded by the Fire Assessment.
BACKGROUND
The Department of Fire -Rescue requires a new 20 horsepower air compressor to fill the new
self-contained breathing apparatus (SCBA) tanks recently ordered by the Department. The new SCBA
tanks hold 4500 psi of air and the present compressor, which is over 15 years old, is capable of filling
cylinders operating at 2200 psi capacity. The required `compressor system can deliver 6000 psi of air
which will adequately meet current requirements.

Ref Proposal For A Breathing Air Compressor System
To Whom It may Concern,
This proposal is referenced to the. City of Boyaton Beach, Florida bid # 54-22,10-99/CJD for the
purchase of one new unused breathing air compressor system, one fill station, and four air
storage cylinders. Bid was opened on April 13,1999. Breathing Air Systems was awarded
purchase order #99257 on June 30, 1999.
Breathing Air Systems proposes to supply this system per the specifications to The City of
Miami Department of mire Rescue at the bid price of $35,444.64. An allowance of 53,+'34'0,00
will be allowed for the existing system to include removal of existing system from fire
department premises. Total cost of new system including installation (Except. Electrical
Connection), shipping, start up, and personnel training is $32,444.64.
The compressor is covered by a one year parts and labor (On Site) warranty with an additional
year on defective parrs alone. Storage system is cover by one year labor and five years on
defective components. Fill station and electronic carbon monoxide monitor carry a one year
parts and labor warranty.
Delivery time after receipt of order will be 60-90 days.

MISCELLANEOUS REQUIREMENTS:
X Compressor shall have 4 DOT cascade cylinders capable of
holding 6000 -psi pressure.
X Air produced from the compressor shall berg ade E or better.
Exception #1 Filters producing this grade E air must be compatible with our current
compressor (Lawrence Factor, Inc. 53677) (the filter chamber is 33" high, 27"
long, 2 5/8" diameter filter).
X Compressor system shall be installed in an existing room,
against a wall, that has a door opening of 34 1/2" wide and 82 7:" high.
X Compressor is to be a self-contained unit capable of_producing at least 12 CFM to
a pressure of 6000 -psi.
X Compressor shall have all moving parts protected by safety
guards, but must be easily accessible for maintenance and repairs.
X A non-resettable cumulative hour meter shall be provided.
X Compressor motor shall be connected to a 60 -amp 240 volt 3 phase electrical
system.
X A separate 50' air line shall be included rated to at least 6000 -psi, that is regulated
to 4500 -psi in order to fill our air cylinders on the trucks.

All bearings are to be of the roller or ball design, with no sleeve
bearings at any wear point.
X . Air intercooler coils, between each-stage.of compression, and a finned after cooler
will be provided so the output air temperature is no more than 15 degrees
Fahrenheit above ambient.
X. Compressor block shall be of a design especially to produce low temperature air
easily purified to breathing air quality.
x System shall be rated for continuous operation, no cool down periods nor any
intermittent duty cycles to be required.
X High pressure lubrication system shall be provided to `lubricate the compressor.
X Compressor shall be ergonomically designed for -maximum operator convenience..
and safety.
GAUGES:
X Pressure gauge for each cylinder stage, and a gauge for the final pressure shall be
provided.
X Oil pressure gauge with an automatic low oil pressure shut off switch shall be
provided.
X All mounted control panel pressure gauges shall be stainless steel, 2 %z" in'
diameter or larger and,liquid filled.
SWITCHES:.
X All switches, gauges and controls shall be mounted on the front of the compressor
housing and must be easily accessible.
X All gauges and switches shall be permanently marked with' a label telling what the
gauge or switch is for.
X High temperature shut down switch shall be provided.

X Key lock switch to stop the compressor from being started when out of service
shall be provided.
X Start switch that shall be manually operated to run the compressor must be
provided.
X Automatic high-pressure shutdown switch shall be provided.

compressor when the CO reaches a dangerous level (10ppm) must be included.
HOSES AND FITTINGS:
x All hoses and fittings to connect the compressor to the cascade system and the fill
station shall be provided.
x All hoses and fittings shall be rated to be used with a 6000 psi system.
DRAIN SYSTEM:
x Automatic timed condensate drain system, with reservoir, shall be included to
drain the accumulated moisture every 15 minutes of operation and at shut down.
x Silencer/separator shall be included to quiet the release of air and moisture due to
the automatic condensate drain system.
x Cylinder pressure gauges shall have the normal operating pressures on the label.

included in/on'the unit. Failure to mention any specific items normally supplied with or needed
to complete the unit shall not alleviate bidder's responsibility to'supply and install such items.
This Fill Station shall be equipped with all standard equipment in accordance with
manufacturer's latest literature, service manual showing system components, schematic diagrams
and part numbers if not specified in the'following description, and must carry full manufacturer's
warranty.
FILL STATION:
X Shall have a class.II fill station that can fill, 3 to 4, 4500 -psi, 1 hour cylinders, one
at a time or all together.
X Must meet current specifications for blast containment due'to a cylinder failure.
X Shall be designed to vent the expanding air away from the operator in the event of
a cylinder rupture during filling:
X Must have, the capability of filling cylinders from the cascade system or directly
from the compressor.
X Shall be designed for a maximum working pressure of 6000 -psi.
X Shall have a front loading tilt out door.
X Cylinder fill sleeves are to have a scuff guard on them, so cylinders will not be
damaged when inserting them.
X All tubing where applicable, shall -be stainless steel and installed in a neat and
orderly arrangement:
GAUGES:
X Shall have a regulator capable of regulating the fill pressure from 4500 -psi down
to 2216 -psi:
X Shall have a gauge that reads the. regulated pressure and unregulated pressure
coming into the fill station.

This Purification System shall be equipped with all standard equipment in accordance with

PURIFICATION SYSTEM
Refer to
Excaptinn # 1 Shall be able to use a filter that is compatible with the filters that are currently
being used on our (Lawrence Factor Inc. 53677 or equivalent) compressor. The
filter chamber is 33" high, and the filter is 27" high, 2 5/8" diameter.
MONITORING SYSTEM:
X Shall have an electronic cartage monitoring system that senses the final
purification cartage.
x Shall provide a warning that the cartage is almost spent and also shut the
compressor down when the cartage is spent.
Except -son # 3 A bypass shall be installed on this monitoring system, in the event that the
monitoring system shall fail; the compressor can still be used.
SAFETY FEATURES:
X Automatic back -pressure -maintaining valve shall be provided to automatically
maintain a constant minimum pressure of at least 2000 -psi in the purification
system.
X Bleeder valve shall be on the system to drain air from the purification system so
filters can be changed.

x Shall have valves and gauges for each of the four 6000 -psi DOT cascade
cylinders. These valves must control -the air from the cascade cylinders.
x Cascade cylinders will remain open at all times and will be controlled by the
valves on the fill station.
x Shall have a valve and gauge to control the filling of the cylinders either
individually or simultaneously.
x Shall have fill hoses with bleeders in the line, to vent air once the cylinders are
full and the cylinder valve is closed.

X Supplier must provide documentation of the first flow test, all compressor
cylinder pressures, oil pressure, maximum shut down pressure, and all other
functions of the system.
X Submit with bid proposal a user's list with contact names and
telephone numbers of fire service agencies currently using the equipment
specified in your bid.
WARRANTY:
X Minimum of one full year is to be provided on both parts and labor
for complete system.
X All warranty work will be done "on site".
X If shipping of a component is required, during the warranty period, the supplier
will be responsible.
X A service manual for the complete system showing system components,
schematic diagrams and part numbers shall be provided upon delivery of system.
SUPPORT TRAINING:
X A training session on site to emergency response personnel by manufacturer's
certified trainers for the operational and maintenance procedures of this
equipment.

MISCELLANEOUS REQUIREMENTS:
x Shall be made up of 4, 400 to 500 cu.ft. DOT 6000 -psi lite weight cylinders.
x Shall need a mounting bracket to secure the cylinders to the wall.
ROSES AND VALVES:
x All valves shall have safety devices on the Cascade system.
x All hoses shall connect up to the compressor and fill station. These hoses must be
rated for at least 6000 -psi.
SUPPLIER REQUIREMENTS
x Shall provide a certified delivery technician to install all components of this
system.
x Equipment shall be delivered F.O.B. Boynton Beach.
x Technician will do a thorough "on-site" mechanical and operational check of the
entire system.
x All instruments that need calibrated shall be done so.
x An air quality test will be done to make sure that the breathing air is of acceptable
quality.

ITEM: The Department of Fire -Rescue requires a new 20
horsepower air compressor to fill recently ordered
self-contained breathing apparatus (SCBA) tanks.
RECOMMENDATION: It is recommended that the award .be made to
Breathing Air Systems under existing City of
Boynton Beach, Florida Bid No. 54-2210-99/CJD,
effective through June 30, 2000, for the purchase of
a modular breathing air compressor and accessories
at the same prices, terms and conditions; further
authorizing a $3,000.00 trade-in allowance on the
old compressor; and providing for electrical work in
the amount of $3,000.00, for a total amount of
$35,444.64, for the Department of Fire -Rescue;
