HomeMy WebLinkAboutR-00-0341J-00-338 4/18/00 RESOLUTION NO. ~ A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING A CONTRIBUTION TO RECAPTURING THE VISION, FOR THE "RAISE THE STANDARD" BENEFIT CONCERT, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO. EXCEED $7,500, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001, 690002, AND 690003, SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING," AND FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended, authorize the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Police Department is committed to the education and development of the youth of the community; and WHEREAS,. Recapturing the Vision ("RTV"), is a multi -faceted teen empowerment program for at -risk middle and high school aged students, sponsoring the "Raise the Standard" Benefit Concert on Saturday, June 10, 2000, at the Miami Arena which will reach more than 10,000 children with the message to raise standards; and CITY COIVMSSION MEETING OF APR 2 7 2000 Resolution No. a7 1 • WHEREAS, RTV is a full service curriculum that has been implemented into the public school system in Miami -Dade County area for five years which supports a strong "abstinence -only" component that enables youth to value themselves and their future partners; and WHEREAS, Resolution No. 00-279, adopted March 23, 2000, directed the City Manager to identify possible funding assistance for the Raise The Standard -benefit concert sponsored by Recapturing the Vision to be held on Saturday, June 10, 2000; and WHEREAS funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The contribution to Recapturing the Vision for "Raise The Standard Benefit" event on June 10, 2000, is hereby authorized, with funds therefor, in an amount not to exceed $7,500, from the Law Enforcement Trust Fund, Project Numbers Page 2 of 3 ki 690001, 690002, and 690003, such expenditure having been approved by the Chief of Police as complying with U.S. Department of the Treasury's "Guide to Equitable Sharing," and Florida State Statutes, 932..7055, as amended. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Funding is to be provided from the Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003. BACKGROUND The ReCapturing the Vision (RTV) is a multi -faceted teen empowerment program for at -risk middle and high school aged students. RTV offers a full service curriculum that has been implemented within the Miami -Dade County school system since 1994. Within the curriculum is a strong "abstinence -only" component that enables youth to value themselves and their future partners. RTV will be sponsoring the 'Raise the Standard" benefit concert on June 10"', 2000, at the Miami Arena.
