A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE PARKS ADVISORY BOARD FOR TERMS AS
DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed as members of the Parks Advisory Board, each to serve
terms expiring April 13, 2001, or until the nominating
commissioner leaves office, whichever occurs first:

The Parks Advisory Board was created to (1) To serve in an advisory capacity to the City
Commission; (2) To provide periodic review of budget, programming, beautification, security and physical
improvements as needed for all City park and recreational facilities and other public spaces managed or
owned by the City; (3) To hold an annual public review meeting and present an annual written report to the
Mayor, Commissioners, and the City Manager at a City Commission meeting; (4) To schedule regular site
visits to parks and consult with schools and neighborhood groups to obtain input and recommendations in
order to enhance the parks to benefit all residents; (5) To seek outside funding from foundations and other
sources for park beautification, purchase or redesign of additional park land, and equipment with assistance
of City staff; (6) To oversee the creation and function of a Miami Park Trust, if so created by the City
Commission, for the purpose of receiving donations to be used for enhancement of specific park projects;
(7) To hold periodic meetings and public programs at which public participation will be encouraged; (8) To
assure that the design of parks appeal to people of both genders and all ages, with particular attention to the
needs of people of diverse class and cultural background; (9) To assure that adequate park space is
provided to the public pursuant to the City's Master Plan which may be revised to reflect greater equity to
individual residential neighborhoods rather than citywide.
This is a new board which has no board members appointed yet. All 19 seats need to be filled:
• Mayor Carollo has one appointment to make.
• Each member of the Commission has one nomination.
• The Commission at -large selects one member (who is a citizen with professional
knowledge of local history) from a list of individuals recommended by local non-profit
historical organizations and institutions of higher education. There is one nomination for
said category: Dr. Gregory Bush.
Five members are elected representing the residents of each of the five districts. The Parks
Department held elections in each of the five districts. The elected individuals are:
1. District 1: Mariano Cruz
2. District 2: Frank Faragalli
3. District 3: Joe Wilkins
4. District 4: Charles Garavaglia
5. District 5: Sam Johnson

One member is a student representative designated by the Miami -Dade County
Superintendent of Public Schools. The selected individual is Merlande Fragelus.
Additionally, there are a minimum of six earufcio, non-voting members:
1. The Director of Parks or designee;
2. A landscape architect (to be designated by the members of the Board);
3. An educator;
4. A specialist in the field of recreation; and
5. Two or more representatives of non-profit organizations.
By copy of this memorandum, we are requesting that the Agenda Office place this issue on the
April 13, 2000 Commission agenda.

In addition, attached please find a copy of a letter, from the Miami -Dade School Board
with the name of the student representative to the Board, Ms. Merlande Fragelus. Also,
enclosed you will find a list of candidates received so far for the proposed position of
Board Historian to be presented to the Board for consideration.
We are now ready for the City Commission to make individual commission appointments
to the Board. Please advise us of the agenda scheduling for these appointments.

Subject: Candidate for Membership, Parks Advisory Board
Dear Mr. Alberto Ruder:
I write to offer in nomination the name of Dr. Greg Bush, Associate Professor in the Department of
History here at the University of Miami, for membership on the City of Miami's Parks Advisory Board.
Professor Bush has been most active in community affairs in recent years, and he brings to his
labors the understanding and background of a trained professional historian. As you may know from his
work drawing up the recently passed ordinance with regard to management of parks and park -related
issues, Professor Bush has an active scholarly interest in parks; he has also worked extensively to create
oral histories of people in relation to parks and similar recreational concerns; and he has also worked
energetically to preserve and enhance treasured historical and recreational sites, including, among others,
the Miami Circle, Virginia Key Beach, Bicentennial Park, and Brickell Park.
I realize that Professor Bush is not currently a resident of the City of Miami, but it seems to me that his
qualifications as an established historian of the city and region, and his several leadership roles in
community history and affairs, would certainly be significant enough to allow for a reasonable exception.
In this connection, you may recall that Professor Bush is the co-author, with Arva Parks, of Miami: The
American Crossroads (1997), which was distributed without charge to 25,000 local school children.
I recognize the membership selection in such important community agencies is often a difficult task, but
I firmly believe that Professor Bush, if chosen, would be a most wise and valuable member of the Board.
