HomeMy WebLinkAboutR-00-0316J-00-364 4/13/00 RESOLUTION NO. 0 A RESOLUTION OF THE MIAMI CITY COMMISSION STRONGLY URGING PRESIDENT WILLIAM JEFFERSON CLINTON TO DECLARE A STATE OF EMERGENCY IN THE CITY OF MIAMI, FLORIDA, DUE TO THE EXTRAORDINARY CONTROVERSY SURROUNDING THE ISSUES CONCERNING THE CUSTODY AND ASYLUM OF ELIAN GONZALEZ; FURTHER REQUESTING .THAT THE FEDERAL EMERGENCY MANAGEMENT AGENCY ("FEMA") BE' DIRECTED TO REIMBURSE_ THE CITY OF MIAMI, MIAMI-DADE COUNTY, AND ALL OTHER LOCAL AND STATE GOVERNMENTAL ENTITITES FOR EXPENSES INCURRED IN THEIR EFFORTS TO MAINTAIN THE PUBLIC PEACE, ORDER AND GENERAL WELFARE OF THE CITIZENS OF THE CITY OF MIAMI; DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN DESIGNATED OFFICIALS. WHEREAS, the costs to maintain public peace and order related to issues concerning the custody and asylum of Elian Gonzalez have become overwhelming for the City of Miami and other local and State of Florida governmental entities; and WHEREAS, federal policy is at the core of the controversy, and therefore, the United States government should bear the burden of the costs to assure the public health and welfare of the citizens of the City of Miami; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMBUSSION, MEETING OF APR 13 2000 Resolution No. r Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Miami City Commission hereby strongly urges President William Jefferson Clinton to declare a State of Emergency in the City of Miami, Florida, due to the extraordinary controversy surrounding issues concerning the custody and asylum of Elian Gonzalez. Section 3. The Miami City Commission further requests that the Federal Emergency Management Agency ("FEMA") be directed to reimburse the City of Miami, Miami -Dade County, and all other local and State governmental entities for expenses incurred in their efforts to maintain the public peace, order and general welfare of the citizens of the City of Miami. Section 4. The City Clerk is hereby directed to transmit a copy of this Resolution to President William Jefferson Clinton, the United States Department of Immigration and Naturalization Service, Attorney General of the United States Janet Reno, FEMA, Florida Governor Jeb Bush, Miami -Dade County Mayor Alex Penelas, the Florida Department of Law Enforcement, and the Florida Highway Patrol.
