HomeMy WebLinkAboutR-00-0309n J-00-321 3%31/00 RESOLUTION NO. 00— 3 9 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ISSUE A REQUEST FOR PROPOSALS TO SOLICIT PROPOSALS FROM QUALIFIED FIRMS TO PROVIDE THE CITY WITH AN INSTITUTIONAL VIRTUAL PRIVATE NETWORK THAT UTILIZES ASYNCHRONOUS TRANSFER MODE ("ATM") TECHNOLOGY, PROVIDES CONNECTIVITY TO SPECIFIED CITY SITES, PROVIDES HIGHLY SECURE AND REDUNDANT CONNECTIVITY TO SPECIFIED MISSION CRITICAL SITES, AND PROVIDES VOICE, DATA, AND VIDEO SERVICES; FUNDS TO BE ALLOCATED THEREFOR FROM THE GENERAL OPERATING BUDGETS OF VARIOUS DEPARTMENTS, REQUIRING BUDGETARY APPROVAL FROM INDIVIDUAL DEPARTMENT ACCOUNTS PRIOR TO USAGE OF SAID SERVICES; AND FURTHER AUTHORIZING THE CITY MANAGER - TO SUBMIT HIS RECOMMENDATIONS TO THE CITY COMMISSION FOR ITS REVIEW AND CONSIDERATION. WHEREAS, the Request For Proposal ("RFP") process allows the City to solicit proposals from firms that are qualified to provide asynchronous transfer mode ("ATM") technology based networking; and WHEREAS, developments in telecommunications technology are advancing at a fast pace and higherbandwidths are becoming available at lower.costs; and WHEREAS, to ensure that the Department of Information Technology is offering the best service to its clients at a reasonable cost, it is necessary for the City to evaluate current technologies and determine applicability to the City CITY COMUSSION, MEETING OF APR 1 3 2000 oiution E..W Cl' . Telecommunications infrastructure in terms of capability and pricing; and WHEREAS, funds for said service are to be appropriated from the general operating budgets of various user departments, requiring budgetary approval prior to usage of said services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to issue a Request for Proposals from qualified firms to provide the City with an institutional virtual private network that utilizes asynchronous transfer mode technology, provides connectivity to specified City sites, provides highly secure and redundant connectivity to specified mission critical sites, and provides voice, data, and video services; allocating funds from the general operating budgets of various user departments, requiring budgetary approval prior to usage of said services; and further Page 2 of 3 ev0-.. 309 authorizing the City Manager to submit his recommendations to the City Commission for its review and consideration. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. 'mmission Darshaw CityManager RECOMMENDATION: • 17 DATE: MAR 2 H 2000 FILE : SUBJECT: Permission to issue a Request for Proposals (RFP) for Institutional Virtual Private Network REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to issue a Request For Proposals (RFP) to solicit proposals from qualified firms to provide the City with an institutional virtual private network that utilizes Asynchronous Transfer Mode (ATM) technology, provides connectivity to specified City sites, provides highly secure and redundant connectivity to specified mission critical sites, and provides voice, data, and video services; and authorizing the City Manager to submit his recommendations to the City Commission for its review and consideration. BACKGROUND: The RFP process allows the City to solicit proposals from firms that are qualified to provide, ATM based networking. Developments in telecommunications technology are advancing at a fast pace; higher bandwidths are becoming available at lower costs. To ensure that the Department of Information Technology is offering the best service to its clients at a reasonable cost, it is necessary for the City to evaluate current technologies. and determine applicability to the City telecommunications infrastructure in terms of capability and pricing. Funds are to be appropriated annually from the general operating budgets of various departments, requiring budgetary approval from individual department accounts prior to usage of said services.
