A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS REGULAR
MEMBERS OF THE URBAN DEVELOPMENT REVIEW BOARD
FOR TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed as regular members of the Urban Development Review
Board, each to serve a term expiring March 23, 2001, or until the
nominating Commissioner leaves office, whichever occurs first:

The Urban Development Review Board was created to recommend whether the design of
developments and/or improvements within certain zoning districts as shown in the zoning atlas of
Ordinance No. 11000, the Zoning Ordinance of the City of Miami, as amended or superseded, are o
in conformance with City guidelines and standards.
Please be aware that City Code Section 62-257 states in part:
"(a) At least five (5) members shall be architects registered in the State of
Florida. Each member shall have had five (5) years of experience
after registration in the practice of his profession.
(b) Four (4) other members shall be either architects or landscape
architects registered in the state, and shall meet the same criteria as
subparagraph (a), above.
(c) The alternate member shall satisfy the qualifications set forth in
paragraph (b), above.
(d) During the qualification process, professional organizations such as the
American Society of Architects and the American Society of Landscape
Architects shall be encouraged to submit names of persons and their
qualifications to the city commission through the city manager."
All ten members' terms expired on October 26, 1999.
• Commissioner Teele has two nominations for seats currently held by David
Wolfberg and Emmanuel Uche.
• Commissioner Winton has two nominations for seats currently held by Thorn
Grafton and Todd Tragash, who had been nominated by former Commissioner
Plummer.
• Commissioner Regalado has two nominations for seats currently held by Willy
Bermello and Juan Zubillaga.
• Commissioner Gort. has two nominations for seats currently held by Clyde Judson' -
and Robert Chisholm.
• Commissioner Sanchez has two nominations: one for seat currently held by
Richard Arango and one for vacant seat created because Marilys Nepomechie
resigned.

Willy A. BermeIIo is President, Chief Executive Officer and Founder of BermeIIo, Ajamil
& Partners, Inc., iB&Ai a leading South Florida architecture and engineering firm. He is a
Florida registered architect with more than 24 vears or experience in international prac-
tice. He holds Masters' degrees in architecture and in city planning from the Universitv
of Pennsylvania, and a Bachelor's degree in architecture from the University of Florida
where he graduated magna cum laude and as AIA Student Silver Medalist.
Mr. BermeIIo is the recipient of numerous architecture and urban design awards, among them the
"Excellence in Architecture" award from the Florida Association of AIA, "Architect of the Year"
award from the Latin Builders Association, the "Gold Medal in Architecture" from the Association
of Cuban Architects, the 1992 Civil Rights Volunteer Leadership Award, and the 1992 "Hilliard
T. Smith Silver Medal and Community Service Award", from the Florida Association of the
American Institute of Architects.
In professional practice in Miami, Florida since 1972, Mr. BermeIIo is an active member of the
South Florida community. He has been appointed by the Governor of Florida and other elected
officials, to numerous advisory boards and leadership positions in civic organizations. Currently he
serves as Chairman of the City of Miami's Urban Development Review Board, and, as Chairman of
the Board of Directors of The Latin Builders Association.

Community Foundation.

As you may be aware, the terms under which all members are serving officially expired
on October 31, 1999. Members, however, may continue to serve until they are either

The renovation of a 1938 Art Deco hotel designed by Henry
Hohauser. The hotel, which fronts on Collins Avenue, will include

A second gate feature, the 15.2 Acre Water Park was themed to
represent a Polynesian -style environment within the shell of a huge
volcano. The Water Park consisted of single and multi -body flume

A Casino and Hotel Complex themed to represent the lost continent

Mr. Wolfberg began his professional career as a project designer for Kevin Roche, John Dinkeloo
& Associates where he developed expertise as a design architect on projects of major scope including
the Metropolitan Museum of Art and the U.N. Plaza Hotel in New York. In 1971, he joined a major
A/E firm in Miami, Florida as Director of Design and served as Project Manager or Project Designer
for a variety of projects. Representative projects included development of a prototype junior high
school for the School Board of Dade County, Florida; design of a MARTA rapid transit -station in
Atlanta, Georgia. In 1976, he became a founding partner of a full service A/E firm in Miami,
Florida. That firm has evolved into Wolfberg Alvarez and Partners, a multi -disciplined Architectural
and Engineering organization responsible for the design of over $500 million worth of construction
in South Florida.

.• Performing Arts Center of Greater Miami, -Miami; FL. Associate Architect for design and planning
of a $177 Million performing arts center which includes a 264,000 SF Ballet/Opera House and a
194,100 SF Concert Hall. Specifically, Wolfberg Alvarez worked on the 2,480 -seat Ballet/Opera
House including a 200 -seat studio theater, rehearsal rooms, orchestral rehearsal spaces and
artists' studios.
• Federal Metropolitan Detention Center, Miami, FL. Principal -in -Charge for this $70 Million
Federal Bureau of Prisons Detention Center, a 1000 -bed, high-rise, maximum -security facility
,with secured parking structures and a full range of support facilities on a restrictive 1.5 -acre site
in downtown Miami.

VA Medical Center, Palm Beach, FL. Principal -in -Charge for development of planning concepts
and design of this $106 Million major new hospital located on an 69 -acre site. The Medical
Center provides comprehensive medical, surgical, intermediate care and psychiatric care facilities.
The facilities total more than 2,100,000 gross SF and incorporate state-of-the-art technologies for
building systems and energy conservation. The design for the 400 -bed center includes all adjunct
supporting facilities including radiology,, laboratories, therapy, pharmacies, food service, medical
records, storage and administrative offices. Also included are a three-level parking garage,
totaling more than 500,000 SF,,' with space for more than 800 vehicles; a separate, 20,000 SF
Energy Center housing all electrical and mechanical equipment; and a Laundry Center.
• The Shops at Sunset Place, Miami, FL. Principal -in -Charge for A/E/I design for this retail/
entertainment center which will include 700,000 SF of new development with the buildings
varying in height between three and four stories. The existing parking garage will be expanded
to create an eight -level, 580,000 SF structure for a total of 1,700 parking spaces. Also serving as
Associate Architect for several tenant spaces which .have been designed by Design Architects
elsewhere.
• CityPlace, West Palm Beach, FL. Principal -in -Charge for new development that promises to be
one of the most exciting and unique mixed-use projects in the country. Located in the center of
Downtown West Palm Beach, this development will feature specialty retail, restaurant, cinema,
live theater, hotel, office and residential uses. CityPlace will offer over 600,000 SF of. leasable
retail space organized around cultural and entertainment activities. The physical heart of the .
project is "Church Plaza", a pedestrian -friendly open air square. Phase I development will include
350,000 SF of specialty and service retail, 100,000 SF of cinema, 150,000 SF of restaurants, a
5,000 SF Children's Museum, 3,600 seats of theaters/concert halls, 500 residential units and parking
for 3,000 vehicles. Future Phases include the development of a 280,000 SF regional convention
center, a 400-600.room hotel and 400-500,000 SF of office space in two buildings.
• Metropolitan Museum of Art, New York, NY. Architectural Designer for the restoration of the
Great Hall, addition to the Temple of Dendur, .recreation of the Egyptian Wing, the Primitive
African Art Gallery in Michael C. Rockefeller Wing to the south and the Robert Lehman Wing to
the west. As part of this work, Mr. Wolfberg was responsible for the development of educational
exhibits for historical artifacts and exhibits.
