A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO EXECUTE
PROFESSIONAL SERVICES AGREEMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH VARIOUS
INDIVIDUALS TO PROVIDE COMMUNICATIONS
OPERATOR SERVICES FOR THE DEPARTMENT OF
POLICE TO ASSURE MINIMUM STAFFING
REQUIREMENTS, FOR A PERIOD OF ONE (1) YEAR,
WITH THE OPTION TO EXTEND FOR TWO (2)
ADDITIONAL ONE-YEAR PERIODS; ALLOCATING FUNDS
THEREFOR, IN AN ANNUAL AMOUNT NOT TO EXCEED
$150,000, FROM THE POLICE DEPARTMENT GENERAL
OPERATING BUDGET, ACCOUNT CODE
NO. 001000.290201.6.270.
WHEREAS, the Department of Police provides dispatch services
for the purpose of responding to calls for service to assure the
peace, health, safety and property of .the City of Miami and its
residents; and
WHEREAS, it is necessary to execute Professional Service
Agreements with individuals to provide communications operator
services when City staffing is not available or has been
exhausted; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized" to
execute Professional Service Agreements, in a form acceptable to
the City Attorney, with various individuals to provide
communications operator services for the Department of Police to
assure minimum staffing requirements, for a period of one (1)
year, with the option to extend for two (2) additional one-year
periods, in an annual amount not to exceed $150,000, with funds
therefor hereby allocated from the Police Department General
Operating Budget, Account Code No. 001000.290201.6.270.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor./

requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
zi If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attach Resolution authorizing
the City Manager to execute Professional Services Agreements for Communications Operators, in
an annual amount not to exceed $150,000.00, as needed by the Police Department. Funding is
available from the Police Department General Operating Budget, Account Code
001000.290201.6.270.
BACKGROUND
The staffing situation in the Police Department's Communication Unit remains at a critical level.
Even with the expenditure of overtime and the hiring of additional permanent employees, there are
not enough personnel available to meet required staffing. Although, the department has made
some progress in hiring permanent employees, however, the fact that the hiring and training
process takes at least a year to complete affects the department's ability to keep sufficient staffing.
This problem is further compounded by the fact that only a small percentage of trainees
successfully complete the entire process.
A positive solution and the best alternative at this time, is the continued use of Communications
Operators from other law enforcement agencies, as well as, former employees of the
Communications Unit. The Police Department will utilize Professional Services Agreements to
place these Providers under contract with the City. This provision will allow the department
additional time to hire and train permanent Communications Operators.
The department must provide dispatch services for the purpose of responding to calls for police
services. Furthermore, the department has a responsibility to provide adequate communications
support to ensure the safety of its personnel. Without the continued ability to contract with these
Providers, the department's efforts to provide these services will be severely hampered.

and Budget, for the provision of Communications Operators executed under Professional Services
Agreements, in an annual amount not to exceed $150,000. Funding is to be provided from the
