A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE PURCHASE OF TEN
35 -CUBIC -YARD, HYDRAULICALLY -OPERATED RECYCLE
BODY AND CHASSIS TRUCKS FROM CONTAINER
SYSTEMS & EQUIPMENT, AWARDED UTILIZING
EXISTING CITY OF VENICE, FLORIDA BID
NO. 2685, FOR THE DEPARTMENT OF GENERAL
SERVICES ADMINISTRATION TO BE UTILIZED BY THE
DEPARTMENT OF SOLID WASTE, IN AN AMOUNT NOT
TO EXCEED $1,249,960; ALLOCATING FUNDS
THEREFOR FROM CAPITAL IMPROVEMENT PROJECT
NOS. 353015 ($848,400), 353018 ($385,600) AND
353010 ($15,960).
WHEREAS, the Department of General Services Administration
requires ten 35 -cubic -yard, hydraulically -operated recycling
trucks to be used by the Department of Solid Waste; and
WHEREAS, the existing recycling trucks that are to be
replaced are beyond economical repair; and
WHEREAS, Container Systems & Equipment Company, Inc. has
agreed to the same price, terms and conditions pursuant to the
City of Venice, Florida, Bid No. 2685; and
WHEREAS, the City Manager and the Director of General
Services Administration recommend that the provision of ten (10)
35 -cubic -yard, hydraulically -operated recycling trucks, from
Container Systems & Equipment of Daytona, Florida, through a bid

WHEREAS, funds are available from Capital Improvement
Project Nos. 353015 ($848,400)., 353018 ($385,600) and 353010
($15,960);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The purchase of ten 35 -cubic -yard,
hydraulically -operated recycle body and chassis trucks, from
Container Systems & Equipment, awarded utilizing existing City of
Venice, Florida Bid No. 2685, .for the Department of General
Services Administration to be utilized by the Department of Solid
Waste, in an amount not to exceed $1,249,960, is hereby approved,
with funds therefor hereby allocated from Capital Improvement
Project Nos. 353015 ($848,400), 353018 ($385,600) and 353010
($15,960).

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the purchase of ten (10) 35 Cu. Yd. Hydraulically Operated Recycling Trucks, from
Container Systems & Equipment of Daytona, Florida, through a bid awarded under an existing
City of Venice, Florida Bid No. 2685, in an amount not to exceed $1,249,960. Funds are available
from Capital Improvement Project Nos. 353015 ($848,400), 353018 ($385,600) and 353010
($15,960).
9ACKGROUND
The Department of General Services Administration, in conjunction with the Department of Solid
Waste, is seeking to replace existing recycling trucks that are beyond economical repair in order to
meet increasing demands for such equipment.

SUBJECT: Bid No. 2685 - Solid Waste/Recycling Equipment
The City received five bids and two no bids for the above referenced proiect All bids were opened
shortly after 11:00 am on April 1, 1999.
We received only one bid for item 41 which was for one 35 Cu. yd Recycle Body & Chassis and item
92 for three 44 cu. yd Recycle Body & Chassis. Recomauenciatiou for award is to Container Systems_
& Equipment ofDaytona, Florida in the total amount of $558,658.00. The total cost for item #1 is
$127,747.00. The total cost for item 02 is 5430,911.00. This bid is within the $600,040.00 budgeted
Item #3 is for two 40 cu. yd From Loadins Refuse Packer & Chassis. Recommendation for award is
as follows:
Body. award to McLain Southland Co. d/b/a Southland Equipment Co. of Bartow, Florida in
the total amount of $125,625.70 for two bodies.
Chasms: award to Container Systems & Equipment of Datyona, Florida in the total amount of
$184,198.00 for two chassis.
The total cost of item #3 from two different firms is $309,823.70. This cost is $9,823.70 over the
amount budgeted of 5300,000.00
McNeihrs Companies bid item #3 as a complete unit only. They will not split their body or chassis.

We also received pricing for units that we will be traded in. Recommendation for award of the trade-in
units to Truck & Paris of Tampa in the total amount of $44,900.00. This money, when added to the
budget, wdl take care of the item #3 overrun.
This recommendation is made in concurrence with Larry Heath, Director of Public Works.

Mr. Heath, MS.L Gardow, and Mr. Enlow were invited forward, without
objection, to comment on Mr. shedloski's earlier complaint
concerning the bid specifications:
Mr. Enlow explained that the City' ie not a truck designer and,
therefore, uses the specifications provided by a manufacturer whose
products have met City needs in the past as a guide. Bids for
equal and better, noting specific differences, are accepted and
considered. Because Mr. Shedloski declined to bid, the City was
unable to compare his product with the one which was selected.
Mr. Heath further noted that all City bids for. truck and chassis
are put out to bid on the basis of a manufacturer*a specifications,'
clearly annotated the same or equal specifications. The City has
previously used this format and has, on occasion, recommended to
Council a. bid submitted by a different manufacturer, which vas'
equal in specifications and lower in cost..,
Mr. Heath added that a prebid conference had been held to make it
clear to all bidders that bids based on' same or equal
specifications would be accepted. In addition, Mr. Heath, Mr..
Enlow and Ms. Gardow, had met with vantage representatives and
explained that a bW on an equal product would be considered.
Discussion ensued on tar. ShedloskiIs refusal to bid, the inability
of .Council to determine whether Vantage Equipment Company offered
an equal product at a lower cost.., and the use ,of more generic
specifications for future bids.
Mr. Myers moved to approve Item 3 on the'. City Manager's Report.
Seconded by Ms. Warren. MOTION CARRIED ON VOICE VOTE UNANIMOUSLY.
ITEM 4 - Redistribute stair and workload in order to. resolve
issues regarding the Growth management Department and 'the, taking.
and writing of minutes for the various City boards.
Mr. Hunt asked that Item 4 be approved, with the understanding (as
stated in Mr. Hunt's memo dated April 13, 1999) that Ms.. Stelzer'
and Mr. Xopczynski would 'work out the exact details o'f'which duties
would be transferred from one office to the other.

SUBJECT TO FURTHER RECOURSE.

listed in the specifications are for information, not to limit competition. The bidder may offer
any brand for which he is an authorized representative, which meets or exceeds the

13. METHOD OF AWARD
Purchase Order will be let to the lowest evaluated responsible bidder which takes into
consideration not only the initial acquisition cost of materials and/or items(s), but the cost of
their ownership. This cost relates to the material and/or item(s) to the maximum interest of.the
City.
In addition to consideration of the lowest responsible bidder, the City of Venice may give
consideration to the most favorable delivery date and past experience. One of the methods in
determining the award may be the distance of travel for service from the City of Venice. .
14. CLAIMS
Any material received in damaged condition, or over and short asa result of our inspection,
hidden or otherwise; to be so annotated upon the, carrier's freight bill and signed by an
authorized City of Venice representative and by,the carrier's representative as to all particulars
of the incident,and forwarded to you for resultant claims preparation. Payment will be held in.
abeyance until such material is satisfactorily replaced.
15. REJECTION
The City of Venice, Florida reserves the right to reject any portion or all of the contents of your

It shall be the intent of the following specifications to describe a "Top -Loading style recyclables
collection body designed for installation on a minimum 33,000 G.V.W.R truck chassis. A mid-
body mounted hydraulically actuated materials compression panel will be provided.. This'panel"

2. The tailgate cylinders shall incorporate a safety device to prevent sudden drop due

3. The tailgate hydraulic lock mechanism shall include a manual pinning device for
additional safety.
4. The tailgate controls shall be air / hydraulic with a self centering -and locking
handle to prevent accidental opening of the tailgate. The tailgate control shall be

A. Hoist
1. The body bump hoist shall be powered by one`telescopic, outboard mounted, dead
lift type cylinder.
2. The hoist shall be positioned to deliver a minimum 45 degree dump angle.
3 . A fold down safety prop shall be provided to support the body.

A. Function
I. The loading device must provide over the top loading of materials into the body.
2. The loading bin height must not exceed 6" above the chassis frame rails.
3. Each loading bin and top door assembly shall be power by two, 4.1/2" bore x 16"
stroke hydraulic cylinders.
4. Lift, dump and return cycle time shall not exceed 14 seconds.
5. In the full bin dump position the dump angle shall be 52 degrees minimum as
measured from a horizontal line parallel to the ground.
6. The Bins shall be track guided by roller bearing type steel rollers and stabilized with
2 lifting arms. One at each end and one at or near center.
B. Construction
1. Loading bin and top door activating aims shall be constructed of solid tensile steel
plate. Muumum allowable section modules for the arms are 3.4 cubic inches.
Chain driven and tubular load lifting components are not acceptable.
2. Loading bin arm connecting pins shall be a minimum of 1.25" diameter with spring
steel bushings and grease fittings.
3. Loading bins shall be constructed of 12 gauge steel supported by a tubular steel

C. Controls
1. Controls for each loading bin shall be located immediately behind the cab and
convenient for operator access.

6. Materials Compression Panel
A. Function
1. The mid body hydraulic panel must be top hinged with air operated in cab
locking controls. When unlocked this panel must swing free leaving no part of the
panel along the body sides or floor to block movement of material from the
forward compartment. When reconfigured for route operation, the hinged panel
must lock into place by spring loaded 2" steel pins. This panel must be
equipped with a status indicator, visible from ground level outside the body
that shows the lock pins are either `unlocked" for unloading or "locked
for loading. The operator must not be required to enter the body or climb up
onto the body to check the panel lock status.

GENERAL.
It shall be the intent of the following specifications to describe a "rop-Loading,,stylerecyclables
collection body designed for installation on a minimum 52,000 G.V.W.R. truck chassis. A mid-
body mounted hydraulically actuated materials compression panel will be provided- This. panel
must be capable of moving both fore and aft in the body and compressing both I the paper products
and co -mingle products. The compression force of this panel must be independently adjustable so
both location and density of each material can be customized to the users best advantage.
All equipment furnished under this contract will be new, unused and themanufacturer's cu'rrent
production model Accessories not specifically mentioned herein but necessary to,numish a
complete unit ready for use, shall be included and'id60idM`_b1d. All comp'o-nieni- ti's`sllll; c6nfbiin
to the best known trade deign, quality of material and workmanship shall be of the higheft
standards.. The equipment shall conform to ANSI safety standards 2245.41-1984 including any
additions or changes to same.

1. Bodv
A. Capacity
1. The body shall have a useable capacity of forty four (44) cubic yards exclusive
of the loading bins.
2. The loading bins shall have a minimum capacity of 67"cubic feet each.
B. Dimensions
1. Body length at floor:.- 286" excluding the tailgate.
2. Overall height above the chassis frame - 99".
3. Overall height above chassis frame with bin in dump position- 13 1.

2.Constr action
1. The body floor shall be constructed of 3/16" 80,000 psi steel plate.
2. The floor cross members shall be 1/4" x 2" x 3" formed steel channels interlaced
through 6" x 10.5 lbs/ft structural steel channel. Floor subassembly shall have (9)
cross -members minimum
3. Body sides shall be formed from 12 gauge steel sheet with full length expanded
steel windows located near the top.
4. Body top door shall be 14 gauge formed steel sheet and bolt mounted to the main
top door lifting arms. A formed return flange shall be fastened to the roof sheet
for applying downward force in the co -mingle compartment.
5. Body vertical bolsters shall be 2" x 3" x 3/16" structural steel tubing continuously welded
to the side sheets.
6. The upper body longitudinal tracks must be 8 3/4" x 1/4" formed steel channels. These
channels shall be lined with 3" x 1/4" x 140,000 psi min. hardened abrasion resistant wear
strips on both inside top and inside bottom -surfaces with a minimum hardness of 400 BHN.
Compression panel guides shall be the full body length. A formed return flange shall
be fastened to the roof sheet for applying downward force in the co -mingled compartment.
3. Tailgate
A. Capacity �.
1. The tailgate shall have a minimum capacity of 4.5 cubic yards.;

B. Construction
I . The tailgate shall be of the bustle type, top hinged with heavy duty hinges and
locks. Pivot points must be equipped with grease fittings.
2. The tailgate super stricture shall be constructed of 3/16" formed steel channel with
l0.gauge side sheets and 12 gauge steel wrap sheets.,
3. The tailgate shall incorporate a safety prop, grab handle and a fold down -step for
ease of entry into the rear of the body.,
C.` Operation
1. For greater operational safety and stability the tailgate shall be unlocked, raised,
lowered and re -locked by two .2 1/2" bore x 28" stroke, double acting hydraulic
cylinders.
2. The tailgate cylinders shall incorporate a safety device to prevent sudden drop due
to loss of hydraulic pressure or flow.
3. The tailgate hydraulic lock mechanism shall include a manual pinning device for
additional .safety. ,
4. The tailgate controls shall be air / hydraulic with a self centering and locking
handle to prevent accidental opening of the .tailgate. The tailgate control shall be
conveniently located in the cab.,
4. Body Unloading
A Hoist
1. The body bump hoist shall be powered by twin telescopic, outboard mounted, dead
lift type cylinders.
2. The hoist shall be positioned to deliver a minimum 45 degree dump angle. "
3. A fold down safety prop shall be provided to support the body.

S. Loading Device
A. Function
1. The loading device must provide over the top loading of materials into the body.
2. The loading bin height must not exceed 6" above the chassis frame rails.
3. Each loading bin and top door assembly shall be power by two, 4 1/2" bore x 16"
stroke hydraulic cylinders.

5 . in the full bin dump position the dump angle shall be 52 degrees minimum as
measured from a horizontal line parallel to the ground.
6. The Bins shallbe track guided by roller bearing type steel rollers and stabilized with
3 lifting arms. One at each end and one at or near center.
B. Construction
Loading bin and top door activating arms shall be constructed of solid tensile steel
plate. Minimum allowable section modules for the arms are 3.0 cubic inches.
Chain driven and tubular load lifting components are not acceptable.
2. Loading bin arm connecting pins shall be a minimum of 1.25" diameter with spring
steel bushings and grease fittings.
3. Loading bins shall be constructed of 12 gauge steel supported by a tubular steel
frame.
C. Controls -
1. Controls for each loading bin shall be located immediately behind the cab and
convenient for operator access.
2. The loading bin controls shall be self centering, 3 position air directional value.
6. Materials Compression Panel
A. Function
1. The mid body hydraulic panel must be top hinged with air operated in cab
locking controls. When unlocked this panel must swing free leaving no part of the
panel along the body sides or floor to block movement of material from the
forward compartment. When reconfigured for route operation, the hinged panel
must lock into place by spring loaded 2" steel pins. This panel must be
equipped with a status indicator, visible frtsm ground level outside the body
that shows,the lock pins are either `unlocked" for unloading or "locked"
for loading. The operator must not be required to enter the body or climb up
onto the body to check the panel lock status.
2. The panel must be hydraulically activated by two 4" bore x 91 1/2" stroke double
acting high duty cycle hydraulic cylinders. Each end of the cylinder must be
equipped with self aligning bushings to allow for non stress operation.
3. Compacting force in .each direction must be independently adjustable.
Factory pressure relief s are set @ 28,200 lbs of force in the paper
compartment (I 500 psi) and 46,500 lbs to the co -mingle compartment. (1850 psi)

B. Construction
1.. The panel upper main frame shall be constructed of 4"x 4" x 114" structural steel
tubing:
2. The lower panel frame shall be constructed of 4"x 2"x 1/4" structural tubing.
3. The panel guides shall be 7"x 5"x 3/16" structural steel tubes. These tubes must
be U 5" long and serve as both hydraulic cylinder enclosures and panel guides. The
guide tubes must utilize 3"x 1/4"x 140,000 psi minimum abrasion resistant steel
wear pads along the lower, upper and outside guide surface, withinmum -
hardness of 400 BHN.
4. The exterior sheeting of the compression panel must be a minimum of 10 gauge
sheet steel on both front and rear surfaces.
S. A hinged service access door shall be .provided.. -
6. The `compression panel shall be held in the lock position with two 2 " pins
received into 1" steel plates.. "Locked" indicators shall be visible from outside of
the body. The panel shall have adjustable poly wipers along each, side to
prevent material migration. - -s
C. Controls
1. Panel movement controls shall be located immediately behind the chassis cab and be
conveniently located for theoperator. The control shall be a self centering three
position. air control valve.
2. Controls for locking and unlocking the panel shall. be located in'the cab convenient
to the operator.
7. Hydraulics
A. Pump. .
1. All body hydraulic functions shall be powered by a. single section gear type pump.
2. The pump shall be driven by a transmission mounted hot shift power take off.
3. Front mount pump.
B. Control Valve
1. The body and lift functions shall be controlled by a single stack air activated
directional hydraulic valve.
2. All controls for the body and lift shall be air I hydraulic.
3. The directional control valve shall be equipped with a reliable system pressure

protection device.
4. The maximum system operating pressure shall not exceed 2000 psi.
C. Hydraulic Reservoir
1. The hydraulic reservoir shall be a minimum capacity of 30 gallons. The reservoir
shall be equipped with a fill cap, breather, fluid level indicator and a temperature
gauge.
D. Filtration and Service
System cleanliness and protection against contamination shall be
accomplished through the use of the following devices:
1. A 100 mesh hydraulic oil suction line strainer.
2. A 1000/a full flow, 10 micron return line filter. The filter should be sized so full flow
is filtered under normal conditions without bypass.
3. An in-line shut-off valve shall be provided adjacent to the hydraulic tank

All body and hoist plumbing not requiring flexible hose shall be properly
sized seamless steel tubing. All plumbing shall be routed in a way to prevent
any rubbing, chafing or undue bending.
S. In Cab Controls
The following controls must be located in the cab for convenient safe operation:

2. Body tailgate control.
3. Body hoist control.

Preference shall be given to businesses with drug-free workplace programs. Whenever two or more
BIDS/RFPS which.are equal with respect to price, quality, and service are received by the State or
by any political subdivision for the procurement of commodities or contractual services, a
BID/RFPS received from a business that certifies that it has implemented a drug-free workplace
program. In order to have a drug-free workplace program, a business..shall:.
1. Publish a statement notifying employees that the unlawful manufacture, distribution,.
