A DULY ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF SOLE SOURCE, WAIVING THE

APPROVING THE ACQUISITION AND INSTALLATION OF
AN 800 MHZ QUANTAR REPEATER WITH ACCESSORIES,'
FROM MOTOROLA, INC., THE SOLE SOURCE
PROVIDER, FOR THE DEPARTMENT OF FIRE -RESCUE,
AT A TOTAL COST NOT TO EXCEED $80,000;
ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE
NO. 313303.289401.6.840 FUNDED BY THE FIRE
ASSESSMENT.
WHEREAS, the Department of Fire -Rescue has a need for the
acquisition and installation of,an 800 MHz Quantar Repeater with
accessories to maintain radio communications and fire station
alerting in instances when the primary radio system fails; and
WHEREAS, Motorola, Inc. is the sole provider and distributor
of the conventional 800 MHz Quantar Repeater with accessories;
and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Motorola, Inc., is the only vendor able to provide the 800
MHz Quantar Repeater, with accessories; and
WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and

WHEREAS, the City Manager and the Director of Fire Rescue
recommend that the requirements for competitive sealed bids be
waived and the 800 MHz Quantar Repeater, with accessories from
Motorola, Inc., the sole source provider, be approved; and
WHEREAS, funds are allocated from Account Code
No. 313303.289401.6.840 funded by the Fire Assessment;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four-fifths (4/5"'s) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, the City Manager's finding of sole source and
waiving the requirements for competitive bids are hereby
ratified, approved and confirmed, and the acquisition and
installation of the 800 MHz Quantar Repeater, with accessories,
from Motorola, Inc., the sole source provider, for the Department
of Fire -Rescue, for a total cost not to exceed $80,000 is hereby
approved; with funds therefor hereby allocated from Account Code
No. 313303.289401.6.840 funded by the Fire Assessment.

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying,
approving, and confirming the City Manager's finding of sole source, waiving the requirements for
competitive sealed bids and authorizing the procurement and installation of an 800 MHz Quantar
Repeater with accessories (radio repeater and antennas) for fire stations, from Motorola, Inc., the sole
source provider, located at 4660 S.W. 158th Avenue, Miami, FL 33183 (Miami-Dade/Non-Minority
vendor), for the Department of Fire -Rescue.
Funding for this acquisition is available from CIP Project No. 313303, Account No. 289401.6.840,
funded by the Fire Assessment.
BACKGROUND
In 1999, the Department of Fire -Rescue completed the MOSCAD station alerting project. This Motorola
equipment is designed to alert fire stations using the existing 800 MHz City of Miami frequencies. After
installation and testing, it was found that, due to age and disrepair, the City's equipment was unable to
transmit a clean signal, making the system unreliable for its intended use. The City's radio system was
thoroughly evaluated and Motorola recommended the purchase and installation of a new repeater to
enhance the present system and boost the reliability of the MOSCAD to acceptable levels. This purchase
will have the added benefit of functioning as a backup for the Fire -Rescue Department Communications
in the event of a total system failure.

An invesation was conducted by staff to determine whether Motorola, Inc., a non -minority / non -local
vendor, located at 4660 S.W. 158th Avenue, Miami, Florida 33183, is the sole source provider of the purchase
and installation of an 800 MHz Quantar Repeater with accessories, for the fire stations. The Department of
Fire Rescue is seeking to maintain the radio communications system at a cost not to exceed $80,000.00
The Department of Fire -Rescue is seeking to obtain the radio repeater and antennas for the fire stations in
order to maintain radio communications and fire station alerting in those instances when the primary radio
system fails and is inoperable. This equipment is totally compatible with the existing City equipment, which is
necessary. According to Motorola, the installation of Motorola conventional Quantar repeater and accessories
equipment that is sold and furnished by Motorola is sold directly through Motorola only, and will be installed
by an authorized Motorola service representative to insure the fulfillment of labor/parts claims. According to
Motorola, this system is a "stand-alone" system that will work in conjunction with the Fire Station Alerting
System also installed by Motorola.
Per Resolution 97-587 and Sole Source 96-97-129, the replacement of all hardwire connections from the
Alarm Office to the Fire Stations, and the alerting devices within the Fire Stations, allow for efficient
dispatching and response of Fire Rescue, were both awarded to Motorola, Inc. as a sole source. All of the
systems, including the existing 800 MHz radio system, which was also previously acquired from Motorola,
Inc. by the City via a sole source finding.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these findings
be approved: Motorola, Inc. is the sole source supplier for the acquisition and installation of an 800 MHz
Quantar Repeater with accessories, in the amount not to exceed $80,000.00, from Account No.
313303.289410.6.840, funded by the Fire Assessment.

The purpose of this letter is to inform you that Motorola is the only supplier of the
conventional 800 MHz Quantar Repeater and accessories. This product is sold directly
through Motorola only.
Installation of Motorola conventional Quantar repeater and accessories equipment that is
sold and furnished by Motorola should be installed by an authorized Motorola service
facility to insure the fulfillment of labor/parts warranty claims_ Motorola will only pay
warranty Iabor costs to authorized service facilities under terms of our commercial
warranty.
If equipment is installed by anyone else, and it fails, and that failure is attributed to faulty
installation practices. then the city will be responsible for therepairs to the equipment.

The objective of the test was to evaluate the RF pertorrtia ice of the City's 800 MHz data system
antenna network. The goal is to ensure that the inbound and outbound RF signal levels of the
antenna network are adequate for the addition of the Mosead Fire Alerting System frequency.
Test Procedure:
A service van equipped with a 15 watt mobile radio, and a test service monitor was sent to 3 of
the city's fire house's for signal level measurements. The fire houses were (Fire Station 8), (Fire
Station 9) and (Fire Station 11). The sites were selected because they are located at the outer
limits of the city, and would simulate worst case signal level condition_ At each location five .
outbound, and five inbound signal level readings were taken.
Outbound measurements were made on data channel 1 using the service monitor_ Inbound
measurements were taken at the foxed end (First Union Bank Site) by measuring the levels
generated by the mobile radio at each test point. Inbound signal level measurements were made
on the receive antenna systems mul icoupler output.

Receiver Sensitivitv Measurements
The effective receive antenna system sensitivity was measured using the data systems channel 2
receiver. A (30 dB) test coupler was inserted between the receive feedline, and the receive
duplexer. The effective sensitivity as measured through the test coupler is (-81 dBm).
Subtracting the 30 dB from the measured signal yields an effective receive antenna system
sensitivity of (-111 dBm) at the input of mutticoupler system.

be used at the proposed site:

The frequency separation between the Moscad channel, (data channel 1), and (data channel 2) is
25 Khz between channels_ The possibility exist that if 2 mobiles (using data channel 1), and (data
channel 2) are keyed at the same time an intermodulation interference of high enough level will
be produced and cause receiver desense to the moscad channel receiver. The intermodulation
product would be (2a-b=c)_ Where a is data channel 1, b is data channel 2, and c is the moscad
channel.
Design calculations show that the antenna system can withstand an interference signal level of {-
30 dBm) before an intermodulation signal of high enough level is produced to interfere with the
moscad channel. Site measurements show the average inbound mobile levels to be in the
neighborhood of (45 to -55 dBm). Even though calculations, and field measurements show that
the level of intermodulation interference should not be a factor in normal operation it is impossible
to definitively state that it will not occur.

control stations must use yagi antennas installed 'outside each fire house. The antenna should
be installed 5 to 10 feet above the nearest obstruction, and directed toward the First Union Site.

NOTICE TO THE PUBLIC
A public hearing will be held by the. City Commission of the City
of Miami, Florida on l 23, 200o at a.m.
in the City Commission Chambers at City Hall, 3500 Pan
American Drive, Miami, Florida, for the purpose of waiving the
requirements of obtaining sealed bids for the purchase and
installation of an 800 MHz Quantar Repeater and accessories
for City of Miami Fire Stations from Motorola, Inc., a
non-local/non-minority vendor located at
, in an amount not to exceed $80,000.
