HomeMy WebLinkAboutR-00-0255J-00-259 3/13/00 • RESOLUTION NO. 00— 255 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO APPLY FOR A HIGHWAY BEAUTIFICATION GRANT FROM THE STATE OF FLORIDA, DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF SEEKING UP TO FIFTY PERCENT (50%) STATE FUNDING FOR LANDSCAPING A PORTION OF BRICKELL AVENUE (STATE ROAD NO. 5) FROM SOUTHEAST 5TH STREET TO SOUTHEAST 25TH ROAD, MIAMI, FLORIDA; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THIS PURPOSE. WHEREAS, the City of Miami desires to beautify and aesthetically improve the Brickell Avenue area by redesigning and installing new attractive landscaping within the right-of-way of Brickell Avenue (State Road No. 5) between Southeast 5th Street and Southeast 25th Road, Miami, Florida; and WHEREAS, a Highway Beautification Grant is available from the State of Florida, Department of Transportation for landscape beautification; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMMISSION MEETING OF PEAR 2 3 2000 Re olution Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby directed to apply for a Highway Beautification Grant from the State of Florida, Department of Transportation, seeking up to fifty percent State funding for the purpose of landscaping a portion of Brickell Avenue (State Road No. 5) from Southeast 5th Street to Southeast 25th Road, Miami, Florida. Section 3. The City Manager is hereby authorized" to execute the necessary documents, in a form acceptable to the City Attorney, for this purpose. Section 4. This Resolution shall become effective upon its adoption and signature of the Mayor./ The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those 'prescribed by applicable City Charter and Code provisions. Ri If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. BACKGROUND In 1993, the State of Florida Department of Transportation agreed to install landscaping along Brickell Avenue between SE 5 Street and SE 25 Road as part of their resurfacing project provided that the City of Miami assumes maintenance responsibility. The City agreed to perform the maintenance and the State installed landscaping to supplement the existing landscaping along Brickell Avenue. Since the State's landscaping supplemented the existing landscaping, the overall appearance of the landscaping along this gateway roadway has never met the expectations of the City or the residences and property owners along Brickell Avenue. The mixture of old and new landscaping has also been difficult to maintain. The City and the residents desire to beautify and improve Brickell Avenue by redesigning and installing new, attractive landscaping. Up to fifty percent State funding from the Florida Department of Transportation is available for such improvements.
