A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO ISSUE A
REQUEST FOR PROPOSALS TO SOLICIT A CONSULTANT
TO DEVELOP, SCORE, AND ADMINISTER/IMPLEMENT
PROMOTIONAL EXAMINATIONS IN 2001 FOR THE
CIVIL SERVICE CLASSIFICATION OF POLICE
CAPTAIN FOR THE DEPARTMENT OF HUMAN
RESOURCES; IN AN ESTIMATED AMOUNT OF
$100,000; ALLOCATING FUNDS - THEREFOR FROM THE
GENERAL OPERATING BUDGET OF THE DEPARTMENT OF
POLICE, ACCOUNT CODE NO. 001000.290201.6.270;
FURTHER DIRECTING THE CITY MANAGER TO SUBMIT
HIS RECOMMENDATIONS TO THE CITY COMMISSION,
FOR ITS REVIEW AND CONSIDERATION.
WHEREAS, a Request for Proposals is required to solicit
potential test developers for the promotional examination of
Police Captain to afford a competitive process for said service;
and
WHEREAS, an eligible register for this classification will
expire on July 28, 2000; and
WHEREAS, the Request for Proposals will be used by the
Department of Human Resources for the purposes of selecting a
consultant to develop, score, and administer/implement
promotional examinations in 2001 for civil service
classifications; and
WHEREAS, due to the length of the process to properly
solicit, review, and identify potential! qualified test

developers, as well as the time needed to develop said
examinations, an eligible register for these classifications must
begin in calendar year 2001; and
WHEREAS, funds are available from the general operating
budqet of the Department of Police, Account Code
No. 001000.290201.6.270;
NOW, THEREFOR, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI , FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
issue a Request for Proposals to solicit a consultant to develop,
score, and administer/ implement promotional examinations in 2001
for the civil service classifications of Police Captain, for the
Department of Human Resources, at an estimated amount of
$100,000; allocating funds therefor from the general operating
budget of the Department of Police, Account Code
No. 001000.290201.6.270.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.1/

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

Proposal (RFP) for Test Development

It is respectfully recommended that the City Commission adopt the attached Resolution to issue a
Request For Proposal (RFP) to solicit a consultant to develop, score, and administer/implement the
promotional examinations for the civil service classification Police Captain on behalf of the
Department of Human Resources, and to further instruct the Chief Procurement Officer to draft
said RFP
BACKGROUND
The RFP process allows the City to solicit proposals from potential test developers for the
promotional examination of Police Captain on behalf of the Department of Human Resources.
The classification of Police Captain will be in need of an eligible register for promotion in Fall
2000. Due to the length of the process to properly solicit, review, and identify potential qualified
test developers, as well as the time needed to develop said examinations, the RFP process must
begin eight to ten months prior to the anticipated examination date. The eligible register for the
classification of Police Captain will expire on July 28, 2000. The eligible registers established by
this examination will provide an eligible register for promotion to Police Captain until Fall 2002.
Funding will be appropriated in an amount estimated at $100,000 for the promotional examination
in fiscal year 2000-2001 from the general operating budget of the Miami Police Department,
Account Code No. Code No. 001000.290201.6.270, as verified by the Department of
Management and Budget.
