3/1/00 RESOLUTION NO. 240
A' RESOLUTION OF THE MIAMI CITY COMMISSION
URGING THE UNITED STATES GOVERNMENT TO TAKE
ALL STEPS NECESSARY TO ASSIST THE GOVERNMENT
OF VENEZUELA TO RESOLVE ITS CURRENT CRISIS
AND TO GRANT A' TEMPORARY PROTECTED STATUS TO
VENEZUELAN NATIONALS; AND DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION
TO THE OFFICIALS DESIGNATED HEREIN.
WHEREAS, in December 1999 and January 2000, Venezuela
suffered catastrophic losses as a result of devastating floods;
and
WHEREAS, this worst -ever natural disaster led to landslides
and overflowing rivers that caused the deaths of an estimated
30,000 people and left hundreds of thousands of people homeless
and jobless throughout the country; and
WHEREAS, in late December 1999, amidst all of the
devastation from the torrential rains and floods, the Venezuelan
government inexplicably turned its energies to appointing
military personnel to key governmental posts, disbanding the
Supreme Court and to amassing and concentrating executive power;
and
WHEREAS, even before the floods, the 1999 economy shrank by
7.2%, private investment plunged 23% and exports declined by 220,
resulting in the worst economy in a decade; and

WHEREAS, the natural disasters, political upheaval and
economic uncertainty have combined to create extraordinarily
unsafe conditions; and
WHEREAS, "no assurances exist for the safety of those
Venezuelans who. are currently in the United States and who may be
forced to return to their country during this crisis; and
WHEREAS, Venezuelans are significantly represented in the
Miami -Dade community and their concerns should be represented;
and
WHEREAS, Venezuelan nations have not be afforded a protected
status by the government of the United States;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City of Miami urges the United States
government to take all steps necessary to assist the government
of Venezuela in resolving its current crises in order to bring
stability to the country.
Section 3. The City of Miami urges the United States
government to grant a Temporary Protected Status to Venezuelan

nationals under which they would have a right to earn a living
for their families for up to eighteen (18) months.
Section 4. The City Clerk is hereby directed to transmit
a copy of this Resolution to Senators Bob Graham and Connie Mack
and Congresswomen Carrie Meeks and Ileana Ros Lehtinen.
Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/
PASSED AND ADOPTED this 9th day of March , 2000.

�i If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

cussion item a resolution urging the United States Government to take all
steps necessary to assist the Government of Venezuela to resolve it's current

als. Attached is a copy of the resolution from the City of Hialeah.
