A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING AN INDIVIDUAL AS A REGULAR MEMBER
OF THE CODE ENFORCEMENT BOARD FOR A TERM AS
DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individual is hereby appointed
as a regular member of the Code Enforcement Board, to serve a
term as designated herein:

The Code Enforcement Board was created to issue orders having the force of law commanding
whatever steps are necessary to bring a Code violation into compliance.
Florida Statutes Section 162.05(2) requires members of the Code Enforcement Board to be
residents of the City of Miami. City Code Section 2-812 states that whenever possible, the
board is to consist of an architect, a businessperson, an engineer, a general contractor, a
subcontractor, and a realtor. Pursuant to Florida Statutes Section 162(3)(b), all members serve
three year terms.
The Code Enforcement Board members during their meeting of November 17, 1999, took action
confirming and ratifying that Adolph King and Robert Flanders exceeded the number of absences
allowed by the Code. Three appointments are needed at this time:
• The Commission at -large has three appointments for seats as follows:
1. One alternate member seat because Adolph King, Jr. indicated to the Office of
Hearing Boards that he was unable to continue to serve as a member.
2. One alternate member seat because Robert Flanders exceeded the number of
absences allowed by the Code.
3. One regular member vacancy created because Jacqueline Cotarelo-Echagarrua
resigned.
For your information, attached please find a copy of the current membership of said board. By
copy of this memorandum, we are requesting the Agenda Office to place this issue on the March
9, 2000 Commission agenda. This issue was partly deferred during the July 13, 1999, September
21, 1999, December 14, 1999 and February 10, 2000 Commission meetings.

In response to Commissioner Regalado's letter(attached), I am tendering my
resignation as a member of the Code Enforcement Board of the City of Miami, effective
today.
I want to thank the Citi- Commission for appointing me to this position nvo and a
half rears ago.
I also want to thank my fellow board members for working with me in addressing
the critical problem of code enforcement facing our City. I hope that the remaining
members of the board and newcomers will continue the difficult task of brmn;ing so many
cases of code violations into compliance.
This task requires courage and steadfastness. However, our city- residents and
taxpayers expect nothing less from those serving the public trust.
Lastly, I want to thank the property owners and taxpayers that hire helped me,
giving me. encouragement throughout my term on the board.
Someday, in the future, I hope to serve again the City where I have chosen to live
and raise my family.

Dear Teresita:
Please accept my resignation from the Code Enforcement Board, effective
November 9, 1999. My dcciaicm has been made out of respect to Commissioner
Plummer who is no logger an elected city official.
Leaving the Code Enforcement Board was not an casy dar:isjun. My four years
with the board have been both personally and professionally rewarding. Unfor.
tunaly, for reasons stated earlier in this letter, I feel that I should be expending
my energy in seeking future ventures.
You know you can count on me for continued support and advise. 1 have greatly
enjoyed working with all the other members of the board, and I gained a great
deal from thea wisdom and simple approach to probiem solving under difficult
conditions,
I wish all of the Ward members otily the best for the future. I will always be
proud to say I participated in the Code Enforcement Rnard for the City of
Miami.
