A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO ISSUE A
REQUEST FOR PROPOSALS TO SOLICIT A CONSULTANT
TO DEVELOP, SCORE, AND ADMINISTER/IMPLEMENT
PROMOTIONAL. EXAMINATIONS IN 2001 FOR THE
CIVIL SERVICE CLASSIFICATIONS OF CHIEF FIRE
OFFICER, FIRE CAPTAIN, AND FIRE LIEUTENANT
FOR THE DEPARTMENT OF HUMAN RESOURCES; IN AN
ESTIMATED AMOUNT OF $150,000; ALLOCATING
FUNDS THEREFOR FROM THE GENERAL OPERATING
BUDGET OF THE DEPARTMENT OF FIRE -RESCUE,
ACCOUNT CODE NO. 001000.280601.6.270; FURTHER
DIRECTING THE CITY MANAGER TO SUBMIT HIS
RECOMMENDATIONS TO THE CITY COMMISSION, FOR
ITS REVIEW AND CONSIDERATION.
WHEREAS, a Request for Proposals is required to solicit
potential test developers for the promotional examinations of
Chief Fire.Officer, Fire Captain, and Fire Lieutenant to afford a
competitive process for said service; and
WHEREAS, the provision of promotional examinations and term
of. eligible registers is a negotiated provision with, the
collective bargaining agreement in Article 10 of the "Agreement
between City of Miami, Florida, and International Association of
Firefighters, AFL-CIO, Local 587: October 1, 1998 through
September 30, 2001"; and
WHEREAS, this Request for Proposal will be used by the
Department of Human Resources for the purposes of selecting a

consultant to develop., score, and administer/implement
promotional examinations in 2001 for civil service
classifications; and
WHEREAS, due to the length of the process to properly
solicit, review, and identify potential qualified test
developers, as well as the time needed to develop said
examinations, an eligible register for these classifications must
begin in calendar year 2001; and
WHEREAS, funds are available from the general operating
budget of the Department of Fire -Rescue, Account Code
No. 001000.280601.6.270;
NOW, THEREFOR, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI , FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
issue a Request for Proposals to solicit a consultant to develop,
score, and administer/ implement promotional examinations in 2001
for the civil service classifications of Chief Fire Officer, Fire
Captain, and Fire Lieutenant for the Department of Human
Resources, at an estimated amount of $150,000; allocating funds

therefor from the general operating budget of the Department of
Fire Rescue, Account Code No. 0.01000.280601.6.270.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective

It is respectfully recommended that the City Commission adopt the attached Resolution to issue a
Request For Proposal (RFP) to solicit a consultant to develop, score, and administer/implement
promotional examinations in 2001 for the civil service classifications of Chief Fire Officer, Fire
Captain, and Fire Lieutenant on behalf of the Department of Human Resources, and to further
instruct the Chief Procurement Officer to draft said RFP
BACKGROUND
The RFP process allows the City to solicit proposals from potential test developers for the
promotional examinations of Chief Fire Officer, Fire Captain, and Fire Lieutenant on behalf of the
Department of Human Resources. All three of these classifications will be in need, as outlined
below, of an eligible register for promotion in calendar year 2001. Due to the length of the
process to properly solicit, review, and identify potential qualified test developers, as well as the
time needed to develop said examinations, the RFP process must begin eight to ten months prior to
the anticipated examination date. In addition, when the promotional examinations for the
Department of Fire -Rescue have been bid out with multiple classifications in one RFP, more cost
efficient bids have been received. The eligible registers for the classifications of Chief Fire
Officer, Fire Captain, and Fire Lieutenant will expire on January 21, 2001, January 20, 2001, and
November 25, 2001, respectively. The eligible registers established by these examinations will
provide an eligible register for promotion to Chief Fire Officer, Fire Captain, and Fire Lieutenant
until February 20, 2003, February 19, 2003 and December 24, 2003, respectively.
The provision of promotional examinations and term of eligible registers is a negotiated provision
with the collective bargaining agreement in Article 10 of the "Agreement between City of Miami,
Florida, and International Association of Firefighters, AFL-CIO, Local 587: October 1, 1998
through September 30, 2001." Funding will be appropriated in an amount estimated at $150,000
for all three promotional examinations in fiscal year 2000-2001 from the general operating budget
of the Department of Fire -rescue, Account Code No. 001000.280601.6.270, as verified by the
Departlnent f Management and Budget.

This memorandum serves to confirm that the Department of Fire -Rescue will
appropriate funds for test development for the ranks of Chief Fire Officer, Fire
Captain, and Fire Lieutenant in fiscal 2000-2001. The RFP issued for these
projects will allow the Department of Fire -Rescue sufficient time to select a test
developer, as well as develop examinations for Spring (CFO and Fire Captain),
and Summary (Fire Lieutenant) 2001 administrations.
The Department of Management and Budget verifies that funds will exist in an
amount estimated at $150,000 in fiscal year 2000-2001 from the general
operating fund of the Department of Fire -Rescue Account No.
001000.280601.6.270 fund which can be appropriated for this project.
