HomeMy WebLinkAboutR-00-0164J-00-128 2/17/00 RESOLUTION NO. c o ` 164 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT, AT AN ESTIMATED VALUE OF $3,500, FROM ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. ("ESRI") LIVABLE COMMUNITIES GRANT PROGRAM, CONSISTING OF SOFTWARE, TRAINING AND MATERIALS TO ENHANCE THE DEPARTMENT OF POLICE GEOGRAPHIC INFORMATION SYSTEMS; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the Department of Police utilizes Environmental Systems Research Institute, Inc. ("ESRI") Geographic Information Systems ("GIS") to provide mapping solutions for crime analysis, registrant tracking, traffic safety, community policing, E-911 systems, Intranet/Internet mapping, and numerous other tasks; and WHEREAS, the ESRI Livable Communities Program has awarded a grant to the City of Miami Department of Police to enhance the established departmental GIS programs for dissemination of data and maps to the Neighborhood Enhancement Team ("NET") service areas, at an estimated value of $3,500; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY COMUSSION MEETING OF FEB 1 7 2000 Resolution No. 00- Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to accept a grant, at an estimated value of $3,500, from the Environmental Systems Research Institute, Inc. ("ESRI") Livable Communities Program, consisting of software, training and materials to enhance the Department of Police Geographical Information Systems. Section 3. The City Manager is hereby authorized" to execute all necessary document(s),,in a form acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature by the Mayor./ �i The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. This grant program provides for software, training and materials along with technical support and maintenance to enhance the Police Department's Geographical Information Systems (GIS). BACKGROUND The Police Department has been using Geographical Information Systems (GIS) technologies from ESRI for several years. The Community Policing strategy led the department to re -invent itself and totally re -asses every aspect of its operations. ArcInfo GIS tools were invaluable in the initial evaluation of workloads, implementation and on-going refinement of the Community Policing strategy. In an effort to increase the effectiveness of the Community Policing strategy, the department started to manually disseminate information and maps to our thirteen Neighborhood Enhancement Team (NET) service areas. This brought policing and government in general, to the neighborhood level. By utilizing the latest ESRI software and allowing access from the thirteen NET Offices, it is envisioned that Community Policing NET Commanders, investigators and patrol officers will have access to data and maps depicting calls for service, crimes, arrests, hot spots, and other law enforcement related items. Maintenance of SSRI and contributing business partner software is assumed and becomes the responsibility of the grant recipient after the first year.
