RESOLUTION NO. 144
A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING AN INDIVIDUAL AS A MEMBER OF THE
CITYWIDE COMMUNITY DEVELOPMENT ADVISORY BOARD
FOR A TERM AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individual is hereby appointed
by the Commission at -Large to fill a vacancy on the Citywide
Community Development Advisory Board for the herein designated
target area, until such time as an election is held to select a
successor to represent said area:

The Citywide Community Development Advisory Board was created to advise the City
Commission on community development and housing needs. The board will be responsible for
providing a leadership role in encouraging target area -wide resident participation in the citywide
grant process as follows: (1) Promoting interest in grant activities in the target areas; (2) Providing
residents with an opportunity to discuss community concerns and related issues; (3) Providing an
opportunity for City residents to identify community needs; (4) Facilitating two-way
communication with government representatives and target area residents, and assisting the City in
communicating its program services and benefits to residents; (5) Recommending priorities for
community improvements; (6) Reviewing the progress of community improvement activities; and
(7) Conducting public meetings.
Five appointments are requested at this time:
• Commissioner Winton has two nominations for (1) seat currently held by Frankie S. Rolle
and (2) seat currently vacant because Mario Pestonit was excessively absent. Both Ms. Rolle
and Mr. Pestonit were nominated by former Commissioner Plummer.
• Commissioner Teele has two nominations for seats currently held by Grady Muhammad
and Irby McKnight.
• The Commission at -large has one appointment: for a representative of the downtown target
area. Eleanor Kluger had been elected for said position, but Ms. Kluger has been excessively
absent.
There are eight members who are elected to represent target areas, whose terms have all expired
except the representative of Model City, Juanda G. Ferguson. The remaining target areas
(Allapattah, Coconut Grove, Downtown, Edison/Little River, Little Havana, Overtown and
Wynwood) still need to have elections for members to the Citywide Community Development
Advisory Board. The current members continue to serve until replaced.
For your information, attached please find a copy of the current membership to said board. By
copy of this memorandum, we are requesting the Agenda Office to place this issue on the

February 10, 2000 Commission agenda. This issue was partly deferred from the June 22, 1999,
September 21, 1999, and November 16., 1999 Commission meetings.

see. 2-430 of the City Code, which sets forth the
attendance requirements applicable to all City boards, provides
in pertinent part:
"Bee. 8-430. Attendance requirements.
Notwithstanding any other provialione of thin code,
any board member shall be automatically removed if
in a given calendar year: (1) he or she is absent
from three (3) consecutive meetinge; or Cii) if he
or she in absent from tour (4) of the board •
meetings, (iii) provided that regardless of their
oomplianoe vita subseotion (i) and (si)
hereinabove, members must attend at least fifty
(30x) percent of all the board meetings held
during a year...'.

Resolution No. 86-47, adopted January 23, 19x8, as amended
by Resolution No. 87-1008, adopted November 19, 1987. sets forth
the requirements for membership to the Citywide Community
Development Advisory Board, providing in pertinent part:

Since pursuant to Resolution. No. 87-1000, the City
Commission has the power, of appointment over the members of the
Citywide Community D6V0lopmeut Advisory Board, the proviscions
pertaining to the removal of board members contained in Seo. 2-
430 of the City Code apply to -said board members.
Upon removal of the board member. who has tailed to comply
with the attendanoe requirements of Seo. 2-430 Of the City Code,
the Cit CommiQsion may proceed to appoint a new b*&vd member to
serve the remainder of the tern of the removed member, pursuant
to Seotlon VII Of the City of liiami Citizen Participation Plan
