A RESOLUTION OF THE MIAMI CITY COMMISSION,, BY A FOUR FIFTHS (4/51 -hs) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED.BIDS, AND APPROVING THE PROCUREMENT AND INSTALLATION OF WROUGHT IRON FENCING AT FIRE STATI.ONS.NOS. 2 AND 9, FROM C&F DECORATING SERVICES, INC., IN A TOTAL AMOUNT NOT TO EXCEED $65,000, FOR THE DEPARTMENT OF FIRE - RESCUE; ALLOCATING FUNDS THEREFOR FROM CIP PROJECT NO. 313302, ACCOUNT NO. 289401.6.850, FUNDED BY THE FIRE ASSESSMENT. WHEREAS, the Department of Fire -Rescue required the emergency purchase and installation of wrought iron fencing in the parking lots of fire -stations Nos. 2 and 9; and WHEREAS, recent and ongoing occurrences of break-ins, thefts, and vandalism to personnel vehicles in these lots necessitated replacing the easy -to -cut and climb chain link fencing with a durable wrought iron type of fencing to stop these incidents; and WHEREAS, budget constraints had restricted the City's ability to mitigate this situation; and WHEREAS, funds from the Fire Assessment be.cam& available to undertake this work and, based upon the most responsive and responsible informal quotes received from three vendors, the City CITY COMMISSION MEETING OF FEB 10 2000 Resolution No.' 0- 133 V Manager authorized the emergency procurement and installation of the required fencing; and WHEREAS, funding is available from Capital Improvement Project No. 313302, Account No. 289401.6.850, funded by the Fire Assessment; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto .and incorporated herein as if fully set forth in this Section. Section 2. By a 4/5ths affirmative vote of the members of the City Commission, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids, and approving the procurement and installation of wrought iron fencing at fire stations Nos. 2 and 9, from C&F Decorating Services, Inc.,, in a total amount not to exceed $65,000, are hereby ratified, approved and confirmed, for the Department of Fire -Rescue, with funds therefor hereby allocated from CIP 0. - 0 2 - Project No. 313302, Account No. 289401.6.850, funded by the Fire ih Assessment. Funding for this acquisition will be allocated from Capital Improvement Program (CIP) Project No. 313302, Account No. 289401.6.850, funded by the Fire Assessment. BACKGROUND The Department of Fire -Rescue required the emergency purchase and installation of wrought iron security fencing in the parking lots of fire stations 2 and 9. Several recent occurrences of break-ins, thefts, and vandalism to personnel vehicles parked in these lots had been reported. The present chain link fencing did not provide adequate security as it was easy to cut and/or climb over. The emergency purchase and installation of a durable and secure wrought iron fence was necessary to stop these crimes. Budgetary constraints had restricted the city's ability to mitigate this situation. When Fire Assessments funds became available to fund this work, the city obtained three informal quotes from providers of this type of fencing. Based upon the most' responsive and responsible quote and the immediate need to secure these lots, the City Manager authorized the emergency purchase and installation of the required fencing. Enc. HP9IL N 41.doc SUBJECT: Emergency Purchase For Replacement of Fencing REFERENCES: ENCLOSURES: The Department of Fire -Rescue respectfully requests an emergency purchase to replace fencing at stations 2 and 9. Currently, the parking lots at these stations have chain link fencing, and have suffered repeated break-ins to personal vehicles. Most break-ins are accomplished by cutting through the fencing with wirecutters. Our firefighters' cars have been severely damaged and valuable items stolen. In the past, we have had serious budget constraints which restricted the city's ability to mitigate such instances. Due to the serious nature of these incidents, we want to replace the current fencing with vertical wrought iron type fencing, that arches outward to prevent climbing. We will also replace the gated areas. We currently have constantine wire (razor wire) at Fire Station 2. The new fencing is attractive and will look better than the chain link with the constantine wire and will make it much harder to cut through or climb. The proposed fencing will not only increase security, but will also enhance the neighborhood. The Department wishes to replace these fences as soon as possible.
