Home My WebLink AboutR-00-0122J-00-74 1/12/00 RESOLUTION NO. 00- 122 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),-AUTHORIZING THE ALLOCATION OF, $9,608 FROM THE 25TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS PROJECT NO. 799602, FOR THE REHABILITATION OF SEVEN (7) BUSINESSES, DESCRIBED IN THE ATTACHMENT HERETO, LOCATED IN THE LITTLE HAVANA AREA UNDER THE CITY-WIDE COMMERCIAL FACADE PROGRAM, SAID FUNDS TO BE DISBURSED AS HEREIN SPECIFIED; FURTHER DESIGNATING THE SMALL BUSINESS OPPORTUNITY CENTER, INC. AS THE NOT- FOR-PROFIT ORGANIZATION FOR THE IMPLEMENTATION OF THE PROGRAM. WHEREAS, the City-wide Commercial Facade Program (the "Program") was approved in the 14"' Year Community Development Block Grant Application by Resolution No. 88-384; and WHEREAS, the Program designed to promote economic revitalization in neighborhoods of the City of, Miami is an important part of the City's economic development strategy; and WHEREAS, the properties to be rehabilitated in the Little Havana target area, described in the attachment to this Resolution, have been reviewed by the Department of Community Development and Small Business Opportunity Center, Inc., and have been found eligible for the Program; and . WHEREAS, the Program is based upon a 700-30% funding match, with the City providing 70% up to one thousand four hundred ($1,400) dollars, and the business or property owner CITY COMMISSION MEETING OF FEB 10 2000- Resolution 000Resolution No. 00-.122 providing 30% up to six hundred ($600) dollars for a total combined amount not to exceed two thousand ($2,000) dollars; and WHEREAS, funds for the Program are allocated from Community Development Block Grant Funds, Project No. 799602, up to the amount specified; and WHEREAS, Small Business Opportunity Center, Inc., has the necessary expertise and is willing to provide the services necessary to implement the Program and disburse the funds to the participating businesses; and WHEREAS, said use of Community Development Block Grant funds complies with all applicable rules, regulations or laws regarding same, as approved by the Director of Community Development; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Recitals and Findings contained in the Preamble to this Resolution are hereby adopted by reference. thereto and incorporated herein as if fully set forth in this Section. Section 2. The allocation of $9,608.00 from the 25th Year Community Development Block Grant Funds Project No. 799602, is hereby approved, for the rehabilitation of seven (7) businesses, described in the .attachment to this Resolution, located in the Little Havana target area under the Comprehensive City-wide Commercial Facade Program (the "Program"). Section 3. Under the Program, financial assistance provided by the City shall be based on a 70%-30% funding match, Page 2 of 3 00— 122 s with the City contributing 700, up to $1,400 per participating business, and the business or property owner contributing 30%, up to.$600.00, for a combined total amount not to exceed $2,000. Section 4. The Small Business Opportunity Center, Inc., is hereby designated as the not-for-profit organization to implement the Program, disburse funds to Little Havana Program participants, and to present all documentation pertaining to this project to the Department of Community Development. BACKGROUND: The Commercial Facade Treatment Program is a Citywide Project administered by community based - organizations to encourage economic revitalization of small businesses located in low and moderate income neighborhoods in the City of Miami. Since to inception of the program, many business exteriors have been improved through rehabilitation activities such as painting, new signage, and the installation of awnings. These improvements have resulted in the enhancement of local businesses, stabilization of services to City residents, and the general improvement of commercial corridors in City neighborhoods. It is requested that the City Commission allocate CDBG funds in the amount of $9,608.00 to the Small Business Opportunity Center, Inc., for the implementation of the facade improvement program for the following properties: Downtown Area: 1.
