RESOLUTION NO. 00— 1 2
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE FUNDING FOR ALTERNATIVE
PROGRAMS, INC., IN THE AMOUNT OF $80,000;
ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT,NOS. 690001,
690002, AND 690003, SUCH EXPENDITURES HAVING
BEEN APPROVED BY THE CHIEF OF POLICE AS
COMPLYING WITH THE U.S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARING," AND
FLORIDA STATE STATUTES, CHAPTER 932.7055, AS
AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing," and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, Alternative Programs, Inc., "The Last Chance"
project, offers support and counseling services to chemically
dependent and at -risk students referred by the courts and law
enforcement agencies; and
WHEREAS, the Department of Police has funded the Alternative
Programs, Inc. for the past ten years, and desires to allocate
$80,000, for the continuation of "The Last Chance" project at

three Overtown schools: Phyllis Wheatley, Douglas and Dunbar
Elementary and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U.S. Department of the Treasury's "Guide to
Equitable Sharing," and Florida State Statutes 932.7055, as
amended; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding of Alternative Programs,"Inc., in
an amount not to exceed $80,000, is hereby authorized, with funds
therefore hereby allocated from the Law Enforcement Trust Fund,
Project Nos. 690001, 690002, and 690003, such expenditures having
been approved by the Chief of Police as complying with the U.S.

Section 3. This Resolution shall become effective
immediately upon adoption and signature of the Mayor.'/

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Resolution,
authorizing a contribution to The Alternative Programs, Inc., and allocating funds therefor, in an
amount not to exceed $80,000. Funding is to be provided from the Law Enforcement Trust Fund,
Project Numbers 690001, 690002, and 690003.
BACKGROUND
The Miami Police Department supports the efforts of those groups responsible for, and dedicated
to, the education and prevention of drug abuse. The Alternative Programs, Inc., targets at -risk
students and chemically dependent persons in need of support and counseling. Clients are referred
to the program by both the courts and law enforcement agencies. These funds will be used by The
Alternative Program to continue "The Last Chance" project at three (3) Overtown schools; Phyllis
Wheatly, Douglas and Dunbar Elementary. This is the tenth year of funding this organization.
