A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE FUNDING OF THE DRUG ABUSE
RESISTANCE EDUCATION (D.A.R.E.) PROGRAM, IN
AN AMOUNT NOT TO EXCEED $35,691.12;
ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NOS. 690001,
690002, AND 690003, SUCH EXPENDITURES HAVING
BEEN APPROVED BY THE CHIEF OF POLICE AS
COMPLYING WITH THE U. S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARING," AND
FLORIDA STATE STATUTES, CHAPTER 932.7055, AS
AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing," and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeited cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the Drug Abuse Resistance Education (D.A.R.E.)
Program, certifies police officers that have been trained as
instructors, to teach elementary level students about the dangers
of drugs, gangs and violence while educating children through
role playing and other techniques; and
WHEREAS, funds will be utilized to continue the D.A.R.E.
program and train three additional officers; and

WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury's "Guide to
Equitable Sharing," and Florida State Statutes 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY.THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1 The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding for the Drug Abuse Resistance
Education (D.A.R.E.) Program, in an amount not to exceed
$35,691.12, is hereby authorized, with funds therefor hereby
allocated from the Law Enforcement Trust Fund, Project
Nos. 690001, 690002 and 690003, such expenditures having been
approved by the Chief of Police as complying with the U. S.
Department of the Treasury's "Guide to Equitable Sharing," and
Florida State Statute 932.7055, as amended.

Section 3. This Resolution shall become effective
immediately upon adoption and signature of the Mayor.'/

the end of the ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the funding of the Drug Abuse Resistance Education (D.A.R.E.) Program, and
allocating funds therefor, in an amount not to exceed $35,691.12.
Funding is to be provided from the Law Enforcement Trust Fund, Project Numbers 690001,
690002 and 690003.
BACKGROUND
The Miami Police Department is committed to the education and development of our youth.
D.A.R.E. is a national program where police officers, who have been certified as D.A.R.E.
Instructors, teach a curriculum over a seventeen (17) week period to elementary level students.
The lessons provide factual information about drugs, gangs and violence. D.A.R.E. officers teach
refusal skills through role-playing and other techniques. Officers are able to interact with school
faculty and parents while serving as positive role models for today's youth. The D.A.R.E. program
is also a good example of community policing, as it uses a proactive approach to stop drug
involvement before it starts. This program reaches over 1,100 students. These funds will be
utilized to continue the D.A.R.E. program and train three additional officers as D.A.R.E.
instructors.
