A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BID OF ANDER POLICE SUPPLY, UNDER INVITATION FOR BIDS NO. 99-00-025 FOR THE FURNISHING OF OLEORESIN CAPSICUM SPRAY CANISTERS, FOR THE DEPARTMENT OF POLICE, AT A TOTAL PROPOSED AMOUNT NOT TO EXCEED $19,000; ALLOCATING FUNDS THEREFOR FROM THE DEPARTMENT OF POLICE, GENERAL OPERATING BUDGET, ACCOUNT CODE NO. 001000.290201.6.075. WHEREAS, the Department of Police has a need to purchase 2,500 oleoresin capsicum spray (OC) canisters; and WHEREAS, OC allows a police officer to momentarily subdue a suspect to fasten handcuffs and reduce the likelihood of injury; and WHEREAS, pursuant to public notice, Invitation for Bids No. 99-00-025 were mailed to twenty-eight (28) potential providers of said product; and and WHEREAS, two (2) bids were received on December 15, 1999; CITY CO IISSIOId MEETING OF F F a 19 2000 Resolution No. C1- 11� . WHEREAS, the City Manager and the Chief of Police recommend that the bid of Ander Police Supply, be accepted as the lowest responsive and responsible bid; and WHEREAS, funds are available from the Department of Police, General Operating Budget, Account Code No. 001000.290201.6.075; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein' as if fully set forth in this Section. Section 2. The purchase of 2,500 oleoresin capsicum spray canisters from Ander Police Supply, for the Department of Police, pursuant to Invitation for Bid No. 99-00-025, at a total proposed amount not to exceed $19,000, is hereby approved, with funds therefor hereby allocated from the Department of Police, General Operating Budget, Account Code No. 001000.290201.6.075. Funding is available from the Department of Police, General Operating Budget, Account Code No. 001000.290201.6.075. BACKGROUND The Police Department has analyzed the bids received pursuant to Bid. No. 99-00-025. Twenty- eight (28) invitations .for bid were mailed and two (2) responses were. received. Ander Police Supply, submitted the lowest most responsible and responsive bid and is, therefore, recommended for the award. Oleoresin Capsicum (OC) Spray is used by the Police Department's sworn personnel to effectively gain control of suspects who physically resist arrest. The OC spray incapacitates a subject long enough for an officer to apply handcuffs, thereby, reducing the likelihood of injury to the officer or the resisting individual.
