A RESOLUTION OF THE MIAMI CITY COMMISSION AMENDING SECTION 2 OF RESOLUTION NO. 99-702, ADOPTED -SEPTEMBER 28, 1999, TO PROPERLY REFLECT THE LEGAL NAMES OF THE SERVICE PROVIDERS AWARDED FUNDING FROM THE FY 1998 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ("HOPWA") PROGRAM GRANT FOR THE PROVISION OF HOUSING ASSISTANCE AND HOUSING RELATED SERVICES TO LOW INCOME PERSONS LIVING WITH HIV/AIDS. THROUGHOUT THE GEOGRAPHIC AREA OF MIAMI-DADE COUNTY. WHEREAS, Resolution No. 99-702, adopted on September 28, 1999, allocated funding from the FY 1998 HOPWA Program Grant to nine (9) service providers for the provision of housing assistance and housing related services to low income persons living with HIV/AIDS throughout the geographic area of Miami -Dade County; and WHEREAS, the names of three (3) of the service providers set forth in Resolution No. 99-702 did not accurately reflect the legal names of the entities being funded; and WHEREAS, prior to the execution of any agreements, it is necessary to correct the Resolution to reflect the accurate legal names of said service providers; CITY COMMISSION MEETING OF JAN 2 7 2000 Resolution No. el 0 .r NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 2 of Resolution 99-702 is hereby amended in the following particulars'/: Resolution No. 99-702 Section 2. Warshaw Manager RECOMMENDATION: CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM 21 r ^ DATE: %` IJ FILE 1;AN E SUBJECT: Resolution Amending Resolution No. 99-702 to Properly Reflect the Names of the Service Providers Being Funded REFERENCES: City Commission Agenda Item ENCLOSURES: Meeting of January 27, 2000 It is respectfully recommended that the City Commission adopt the attached resolution, amending Section 2 of Resolution No. 99-702, adopted September 28, 1999, to properly reflect the legal names of the service providers awarded funding from the FY 1998 Housing Opportunities for Persons With AIDS (HOPWA) Program grant for the provision of housing assistance and housing related services to low income persons living with HIV/AIDS throughout the entire Miami -Dade County geographic area. BACKGROUND: In September of 1999, through Resolution No. 99-702, the City Commission approved allocating funding from the FY 1998 Housing Opportunities for Persons With AIDS (HOPWA) Grant to nine (9) service providers for the provision of housing assistance and housing related services to low income persons living with HIV/AIDS throughout the entire Miami -Dade County geographic area. The names of three (3) of the service providers set forth in said resolution did not accurately reflect the legal names of the entities being funded. As a result, prior to the execution of any agreements with the subject service providers, it is necessary to correct the record to accurately reflect the legal names of the service providers being funded. In an effort to continue to provide housing assistance to low .income persons living with HIV/AIDS throughout Miami -Dade County, City Commission approval of the attached resolution is recommended. 5- JFL/ /JBH/SA J-99-787 9/17/99 .M_ . 99- 792 A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE CITY MANAGER TO ALLOCATE FUNDING TO NINE (9) SPONSORS (SERVICE PROVIDERS) AS STIPULATED IN SECTION 2 OF THIS RESOLUTION FOR THE PROVISION OF HOUSING ASSISTANCE AND HOUSING RELATED SERVICES TO LOW INCOME PERSONS LIVING WITH HIV/AIDS, ALLOCATING FUNDING IN THE AMOUNT OF $2,568,113 FROM THE FY 1998 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANT, ACCOUNT NUMBER 194006.590606.6.946; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE INDIVIDUAL CONTRACTUAL AGREEMENTS, ANY DOCUMENTS AND AMENDMENTS THERETO, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program was created under the AIDS Housing Opportunity Act, and revised under the Housing and -Community Development Act of 1992; and WHEREAS, Section 606(d) (2) of the Housing and Community Development Act of 1992 stipulated that the City of Miami, being the most populous unit of general local government in an eligible metropolitan statistical area (EMSA), not including county government, must be the applicant for the HOPWA Grant and be CITY COMMMOK MEETING OF SLP 2 P- 1999 heooluuon Na • allocated the related funding, and WHEREAS, the City of Miami has been awarded funding from the U.S. Department of Housing and -Urban Development (U.S. HUD) for the implementation of the Program Grant; and WHEREAS, eleven (11) sponsors (service providers) are currently funded. under the HOPWA Program for the provision of housing assistance and housing related services to- low income persons living with HIV/AIDS; and WHEREAS, service agreements between the City and nine (9) of the service providers have expired or will expire within the next three ( 3 ) months; and WHEREAS, in order to continue services under the HOPWA Program, it is necessary for the City Commission to direct the City Manager to allocate funding from the FY 1998 Housing Opportunities for, Persons With AIDS (HOPWA) Program Grant in the amount of $2,568,113, from Account Number 194006.590606.6.946, to nine (9) sponsors currently funded under the HOPWA Program for the provision of housing assistance and housing related services to low income persons living with HIV/AIDS, as stipulated in Section 2 of this Resolution; and WHEREAS, the FY 1999-2000 HOPWA allocation will be awarded through the Request for Proposals process later this year; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1.
