A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE ANNUAL JOSE MARTI PARADE TO BE
CONDUCTED BY THE BILINGUAL PRIVATE SCHOOLS
ASSOCIATION ("BIPRISA") AND THE MIAMI-DADE
COUNTY SCHOOL BOARD ("COSPONSORS") ON
JANUARY 28, 2000; AUTHORIZING THE WAIVER OF
ALL FEES APPLICABLE PERMISSIBLE BY LAW FOR
SAID PARADE; AUTHORIZING THE PROVISION OF
IN-KIND SERVICES BY THE DEPARTMENTS OF
POLICE, FIRE -RESCUE, GENERAL SERVICES
ADMINISTRATION, SOLID WASTE, AND PARKS AND
RECREATION, SUBJECT TO AND CONTINGENT UPON:
(1) APPROVAL OF STREET CLOSURES BY THE CITY
MANAGER, (2) THE COSPONSORS' COMPLIANCE WITH
ALL CONDITIONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY MANAGER OR DESIGNEE,
(3) OBTAINING INSURANCE TO PROTECT THE CITY
IN AN AMOUNT AND FORM AS PRESCRIBED BY THE
CITY MANAGER OR DESIGNEE, AND (4) ADVISING
ALL ADJACENT BUSINESSES, PROPERTY OWNERS, AND
RESIDENTS OF STREET CLOSURES ASSOCIATED WITH
SAID EVENT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The waiver of all fees permissible by law and
the provision of in-kind services by the Departments of Police,
Fire -Rescue, General Services Administration, Solid Waste, and
Parks and Recreation, is authorized for the Annual Jose Marti
Parade (the "Parade") to be conducted by the Bilingual Private

Board ("Cosponsors") on January 28, 2000, subject to and
contingent upon: (1) approval of street closures by the City
Manager, (2) the Cosponsors' compliance with all conditions and
limitations as may be prescribed by the City Manager or designee,
(3) obtaining insurance to protect the City in an amount and form
as prescribed by the City Manager or designee, and (4) advising
all adjacent businesses, property owners, and residents of street
closures associated with said event.
Section 2. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

BACKGROUND:
Mr. Demetrio Perez Jr., is appearing before the City Commission to request
approval for a Resolution waiving City fees for the Jose Marti Parade to be
conducted by BIPRISA, a Bilingual Private Schools Association, on Friday
January 28, 2000, between the hours of 10:00 a.m. to 1:00 p.m.
The organizers of the event have met with City staff, including staff from the
Police Department, to discuss street closures and City services and fees related
to the festival.
RECOMMENDATION:
The City Commission has traditionally authorized a Resolution waiving all City
fees for this event. The Administration recommends that the City
Commission waive all City fees, subject to the following conditions:
• Obtaining street closure permits from: Southwest Eighth Street from
Southwest Thirteenth Avenue to Southwest Fourth Avenue.
• Southwest Fourth Avenue from Southwest Eighth Street to Southwest
Fourth Street.
• Included in the herein closures are all streets, avenues, alleys, ways and
thoroughfares which intersect the enumerated areas delineated in this
section.
• Obtaining insurance to protect the City of Miami.
• Notifying adjacent business, property owners and residents of the
upcoming road closures.
Said closing of the streets is subject to State approval, when applicable, and
issuance of permits by the Departments of Police, Fire -Rescue and Public
Works. Said permit from the Department of Police is to be issued upon the full
approval of the Chief of Police, after giving all due consideration to the safety
and traffic needs of residents, businesses and religious institutions in the area for
entering and crossing through said arterials.

approval of a resolution waiving the city fees for the Jose Marg' Parade on Friday,
January 28, 2400.
This event will take place at 10:00 a.m. The paradc M11 form at SW 8°s Street and
13' Avenue and proceed toward Jose Martf Park at SW 0 Street and 40' Avenue.
