RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF THE "CITIZENS ON
PATROL VOLUNTEER PROGRAM," IN AN AMOUNT NOT
TO EXCEED $29,110, TO BE USED TOWARDS A
SUBSCRIBER AGREEMENT FOR A RADIO SYSTEM .AND
EQUIPMENT; ALLOCATING FUNDS THEREFOR, FROM
THE LAW ENFORCEMENT TRUST FUND, PROJECT
NUMBERS 690001, 690002, AND 690003, SUCH
EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF
OF POLICE AS COMPLYING WITH THE U. S.
DEPARTMENT OF THE TREASURY'S "GUIDE TO
EQUITABLE SHARING," AND FLORIDA STATE
STATUTES, CHAPTER 932.7055, AS AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute .932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department supports the efforts of the
Citizens -on Patrol Volunteer Program in crime prevention efforts
by volunteers in the neighborhood in which they live and work; and
WHEREAS, funds will be used towards a subscriber agreement
for a radio system and equipment for the Citizens on Patrol
Volunteer Program; and

WHEREAS, funds to. cover this expenditure have not been
included in the Police Department's normal operating budget and
are available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes 932.7055, as
amended;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding of the Citizens on Patrol
Volunteer Program, in an amount not to exceed $29,110, to be used
towards the payment of the subscriber agreement for the radio
system and equipment, is hereby authorized, with funds therefor
hereby allocated from the Law Enforcement Trust Fund, Project
Numbers 690001, 690002, and 690003, such expenditure having been
approved by the Chief of Police as complying with the U. S.

Florida State Statutes, Chapter 932.7055, as amended.
Section 3. This Resolution shall become effective
immediately.upon its adoption and signature of the Mayor.'''/

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective

It is respectfully recommended that the City Commission approve the attached Resolution
authorizing funding, in the amount of $29,110.00, for the Citizens on Patrol Volunteer Program.
Funding is to be provided from the Law Enforcement Trust Fund, from Project Numbers 690001,
690002 and 690003.
BACKGROUND
The Police Department supports those groups involved in assisting with the crime fighting efforts
of the Department. The Citizens on Patrol Volunteer Program provides a coordinated effort for
citizens to take an active role in crime prevention efforts within the neighborhood in which they
live and work. Understanding that more police officers in the field will not be a reality, this
program addresses the fear of crime by multiplying the eyes and ears of the Police Department.
Citizen volunteers play an integral part in the crime prevention efforts of the Police Department.
These funds will be used towards the payment of the subscriber agreement for the radio system and
equipment used by the Citizens on Patrol Volunteer Program.
