A RESOLUTION `OF THE MIAMI CITY COMMISSION
AUTHORIZING A CONTRIBUTION TO THE MENTAL
HEALTH ASSOCIATION OF DADE COUNTY, INC.,
"LISTEN TO CHILDREN PROGRAM," AND ALLOCATING
FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED
$25,000, FROM THE LAW ENFORCEMENT TRUST FUND,
PROJECT NUMBERS 690001, 690002, AND 690003,
SUCH EXPENDITURES HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE U.S.
DEPARTMENT OF THE TREASURY'S "GUIDE TO
EQUITABLE SHARING" AND FLORIDA STATE
STATUTES, CHAPTER 932.7055, AS AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, "Listen to Children Program" develops and mobilizes
volunteer and organizational resources as an early intervention
and prevention delinquency program and aids in the mental health
and wellness of children by strengthening their self-esteem and
developing independent problem -solving skills; and

WHEREAS, the Mental Health Association of Dade County, Inc.,
and the Dade County Public Schools system, established a
partnership in 1972, to train qualified volunteers to
non -judgmentally "listen" to children identified as at -risk by
school principals, counselors or classroom teachers to assist
them in focusing on developing their own solutions to problems;
and
WHEREAS, funds will be used to cover the cost of training
and supplies needed to expand the program to schools within the
City of Miami; and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and
are available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The contribution to the Mental Health
Association of Dade County, Inc., "Listen to Children Program,"
is hereby authorized, with funds therefor, in the amount not to

exceed $25,000, from the Law Enforcement Trust Fund, Project
Numbers 690001, 690002, and 690003, such expenditure having been
approved by the Chief of Police as complying with U.S. Department
of the Treasury's "Guide to Equitable Sharing" and Florida State
Statutes, 932.7055, as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

1/ If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing a contribution to the Mental Association of Dade County, Inc., "Listen to Children
Program", in an amount not to exceed $25,000.00. Funding is to be provided from the Law
Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003.
BACKGROUND
The "Listen to Children Program" develops and mobilizes volunteer and organizational resources,
which act as an early intervention/prevention delinquency program. The program's goal is to
enhance the over all mental health and wellness of the children and youth of Miami by
strengthening their self-esteem and developing independent problem -solving skills. Established as
a partnership between the Mental Health Association of Dade County, Inc., and the Dade County
Public School System since 1972, this program trains qualified volunteers to non judgmentally
"listen" to children and youth identified as at -risk by the school principal, counselor or classroom
teacher, and assist them in focusing on developing their own solutions to problems. Rather than
waiting for at -risk children to develop serious behavioral, mental health, delinquency, and justice
system related problems, this program implements preventive intervention strategies in advance.
These funds will be used to cover cost of training, and supplies needed in order to expand the
program to schools within the City of Miami.
