HomeMy WebLinkAboutO-12001J-00-1081 12/7/00 ORDINANCE NO. 12001 AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED "CHILD DAY CARE FOOD PROGRAM" AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE ESTIMATED AMOUNT OF $100,135, CONSISTING OF A GRANT FROM THE FLORIDA DEPARTMENT OF EDUCATION; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Department of Parks and Recreation Day Care Division of the City of Miami sponsors a year-round Food Service Program for preschool age children which provides nutritional meals as a part of its child day care services programs; and WHEREAS, the Florida Department of Education, Bureau of Child Nutrition Program, with funding from the U.S. Department of Agriculture ("USDA"), grants funds to conduct a food service program from October 1, 2000 through September 30, 2001, for children up to the age of 18; and -- 12001. • WHEREAS, the grant from the Florida Department of Education, for implementation of the program for Fiscal Year 2001, is estimated to be $100,135, based on year 2000 figures and reimbursement rates of $1.013 for breakfast, $1.86 for lunch and $.48 for afternoon supplement; and WHEREAS, an estimated 32,075 lunches and 33,688 supplements will be served during the project period starting October 1, 2000 and ending September 30, 2001. NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference and included as if fully set forth in this Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: Child Day Care Food Program RESOURCES: Florida Department of Education (as funded by the U.S. Department of Agriculture) $100,135 APPROPRIATIONS: $100,135 Section 3. This appropriation is contingent upon the approval by the. Florida Department of Education of the City's application for the grant and the City Manager's acceptance thereof. The City Manager is hereby authorized!' to accept the grant from the Florida Department of Education, Bureau of Child Nutrition Program, and to execute all the necessary documents, in a form acceptable to the City Attorney, for acceptance of said grant. Section 5. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 6. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. The requirement of reading this Ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four -fifths of the members of the Commission. Section 9. Page 4 of 4 TO FROM CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Honorable Mayor and Members of the Citv Commission DATE: RECOMMENDATION 14 NOV 2 9 2000 FILE : Emergency Ordinance for SUBJECT: The Child Day Care Food Service Program for 10/1/00 through 9/30/2001 REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached emergency ordinance to create a new Special Revenue Fund and tc appropriate grant funds in the estimated amount of $100,135 to be received from the State of Florida Department of Health, Bureau of Child Nutrition Programs Day Care Division to conduct a food service program for youth aged 18 and under from October 1, 2000 through September 20, 2001. BACKGROUND: Each year since 1976, the Department of Parks and Recreation has sponsored a Child Nutrition Program for preschool children. Under this program, the City provides nutritional meals in conjunction with its child program featuring arts and crafts, field trips and special events. This year, we plan to serve up to 180 breakfasts, 180 lunches and 180 p.m. supplements per day using no less than six (6) sites throughout the City. Based on 1999 program totals, we estimate that 33,875 lunches and 33,688 snacks will be served during the ensuing year. These figures average out.to 18,675 breakfasts and 38,875 lunches and p.m. supplements.per day for the 261 day program. Funding is provided to the City from a grant through the State of Florida Department Of Health Bureau of Child Nutrition program. This year's grant is estimated at $100,135 based on last years meal figures and reimbursement rates of $1.013 for breakfast, $1.86,for lunch and $.48 for p.m. supplements, and a.m, supplement of $.37.
