AN EMERGENCY ORDINANCE OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "REFUGEE EMPLOYMENT AND TRAINING (RET) PROGRAM (PY 2000-2001)" AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $90,594 CONSISTING OF A GRANT FROM THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM ("SFETC"); AUTHORIZING, THE CITY MANAGER TO ACCEPT THE GRANT AWARD, AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY WITH SFETC, FOR ACCEPTANCE OF SAID GRANT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Refugee Employment and Training Program ("RET") was established by the U.S. Department of Health and Human Services, Office of Refugee Resettlements for employment and training of economically disadvantaged entrants/refugees throughout the United States; and WHEREAS, .the administration for the RET has been delegated to the Florida Department of Children and Families ("FDCF") to assist the affected individuals living in the State of Florida; and I1992 WHEREAS, the FDCF has entered into an agreement with the South Florida Employment and Training Consortium ("SFETC") to administer the RET in South Florida; and WHEREAS, the SFETC has awarded the City of Miami $90,594 for operation of the RET; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference and incorporated as if fully set forth in the Section. Section 2. The following Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: REFUGEE EMPLOYMENT AND TRAINING ("RET") PROGRAM (PY 2000 - 2001) RESOURCES: South Florida Employment and Training Consortium $90,594 APPROPRIATIONS: $90,594 Section 3. The herein appropriation is contingent upon funding by the SFETC and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorizedll to accept the grant from the SFETC and to execute all necessary 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. Page 2 of 4 1 992 documents, in a form acceptable to the City Attorney, for said purpose. Section 5. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 6. All Ordinances or parts of Ordinance insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 8. This Ordinance is hereby declared to be an emergency measure on. the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity to make the required and necessary payments to its employees -and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 9. The requirements of reading this Ordinance on two separate days is hereby dispensed with an affirmative vote of not less that four -fifths of the members of the Commission. Page 4 of 4 11992 • 0 CITY OF MIAMI, FLORIDA 10 INTER -OFFICE MEMORANDUM TO: Honorable Mayor and DATE: Members of the City Commission -• —� �. t 0tyManage RECOMMENDATION: SUBJECT NOV 2 - 2000 Refugee Employment and Training Program FILE : REFERENCES: City Commission Agenda November 16, 2000 ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Emergency Ordinance which establishes a Special Revenue Fund entitled Refugee Employment and Training ("RET") Program, and appropriates funds for the operation of this program in the amount of $90,594, from the Florida Department of Children and Families with funds from the Office of Refugee Resettlement, U.S. Department of Health and Human Services, through the South Florida Employment and Training Consortium (SFETC). BACKGROUND The Department of Community Development has prepared legislation appropriating funds and establishing the following Special Revenue Fund as a result of a grant award from the South Florida Employment and Training Consortium (SFETC). The Consortium (SFETC) has awarded the City $90,594 to provide employment and training services to entrants/refugees in the City of Miami. This program is operated and administered by the Department of Community Development/Office of Workforce Development. The proposed legislation is presented as an Emergency Ordinance to ensure the continuation of these critical employment services to economically disadvantaged entrants/refugees in the City of Miami because of the existing contract expired September 30, 2000. Adoption of proposed legislation establishes the above -referenced new Special Revenue Fund and appropriates funds as outlined above.
