ORDINANCE NO.
AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: "WORKFORCE/WELFARE
TRANSITION PROGRAM (PY 2000-2001)" AND
APPROPRIATING FUNDS FOR THE OPERATION OF —
SAME IN THE AMOUNT OF $758,070 CONSISTING OF
A GRANT FROM THE SOUTH FLORIDA EMPLOYMENT
AND TRAINING CONSORTIUM ("SFETC");
AUTHORIZING THE CITY MANAGER TO ACCEPT THE
GRANT AWARD, AND TO EXECUTE THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY WITH SFETC, FOR ACCEPTANCE OF SAID
GRANT; CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the Workforce/Welfare Transition Program (the
"Program") was established by the U.S. Department of Labor to
train and assist job placement activities for economically
disadvantaged adults and dislocated workers; and
WHEREAS, the administration of the Program has been
delegated to the South Florida Employment and Training
Consortium ("SFETC"); and

WHEREAS, the SFETC has awarded the City of Miami a grant in
the amount of $758,070 to implement a one -stop career center in
the Allapattah and Coconut Grove areas; and
NOW, THEREFORE, BE IT -ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference and
incorporated as if fully set forth in the Section.
Section 2. The following Special Revenue Fund is hereby
established and resources are hereby appropriated as described
herein:
FUND TITLE: WORKFORCE/WELFARE TRANSITION
PROGRAM (PY 2000 - 2001)
RESOURCES: South Florida Employment and
Training Consortium $758,070
APPROPRIATIONS: $758,070
Section 3. The herein appropriation is contingent upon
funding by the SFETC and the City Manager's acceptance thereof.
Section 4. The City Manager is hereby authorized11 to
accept the grant from the SFETC and to execute all necessary
documents, in a form acceptable to the City Attorney, for
acceptance of said grant.
The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but
not limited to those prescribed by applicable City Charter and Code
provisions.

Section 5. The herein authorization shall remain valid
and outstanding even if the anticipated grant award is reduced
or increased.
Section 6. All Ordinances or.parts of Ordinance insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be
affected.
Section 8. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to make
the required and .necessary payments to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 9. The requirements of reading this Ordinance
on two separate days is hereby dispensed with an affirmative
vote of not less that four -fifths of the members of the
Commission.

Section 10. This Ordinance shall become effective
immediately upon its adoption and signature of the Mayor.V

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Emergency
Ordinance, which establishes a Special Revenue Fund entitled Workforce/Welfare
Transition Program, and appropriates funds for the operation of this program in the
amount of $758,070, from the U.S. Department of Labor through the South Florida
Employment and Training Consortium (SFETC).
BACKGROUND
The Department of Community Development has prepared legislation appropriating
funds and establishing the following Special Revenue Fund as a result of a grant award
from the South Florida Employment and Training Consortium (SFETC).
The Consortium (SFETC) has awarded the City $758,070 to operate a One -Stop Center
to provide Intensive Services and/or Core Services to train and assist in job placement
activities for economically disadvantaged adults and dislocated workers.
This program is operated and administered by the Department of Community
Development/Office of Workforce Development. The proposed legislation is presented
as an Emergency Ordinance to ensure the continuation of these critical employment
services to economically disadvantaged City residents because the existing contract
expired September 29, 2000.
Adoption of proposed legislation establishes the above -referenced new Special Revenue
Fund and appropriates funds as outlined above. This legislation also authorizes the City
Manager to accept the grant award and enter into an agreement with the South Florida
Employment and Training Consortium (SFETC).
