ORDINANCE NO.
AN ORDINANCE OF THE MIAMI CITY COMMISSION
AMENDING ORDINANCE NO. 11912 WHICH
ESTABLISHED AND APPROPRIATED FUNDS FOR A NEW
SPECIAL REVENUE FUND ENTITLED: "MIAMI-DADE
COUNTY EMS GRANT AWARD (FY 99-00) THEREBY
INCREASING APPROPRIATIONS IN THE AMOUNT OF
$120,000 RECEIVED AS CARRY-OVER FUNDS FROM
PREVIOUS YEARS' GRANT AWARDS, FOR A TOTAL
ALLOCATION OF $236,857.10 FOR SAID FUND;
CONTAINING A REPEALER PROVISION, A
SEVERABILITY CLAUSE AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, pursuant to Ordinance No. 11912, adopted
April 13, 2000, the City Commission established a new special
revenue fund entitled: "Miami -Dade County EMS Grant Award
(FY'99-00)" and appropriated funds in the amount of $116,857.10
to the fund, consisting of a grant apportioned by Miami -Dade
County from the State of Florida Department of 'Health Florida
Emergency Medical Services Grant Program for Counties; and
WHEREAS,. carry-over funds in the - amount of $120,000 from
previous years' grant awards may now be included in the
appropriations total of this special revenue fund; and
WHEREAS, the Department of Fire -Rescue wishes to ,implement
the following projects approved by Miami -Dade County, at a total
grant appropriation of $236,857.10 as follows: EMS Equipment -
$70,857.10, Risk Watch Program - $58,000, Conferences and
Seminars - $31,000, and Station Alerting Upgrade - $77,000;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

RECOMMENDATION
Amending Ordinance No. 11912
SUBJECT: to increase funding in the amount
of $120,000 in carry-over funds

It is respectfully recommended that the City Commission amend Ordinance 11912, which
establishes a new special revenue fund entitled "Miami -Dade County EMS Grant Award (FY
'99-00)" and appropriate grant funds in the amount of $116,857.10 to include an additional
$120,000 in carryover funds for a total appropriation of $236,857.10.
BACKGROUND
The Florida Department of Health is authorized by Chapter 401, Part II, Florida Statutes; to
provide grants to boards of county commissioners to improve and expand pre -hospital
emergency medical services.
Miami -Dade County annually submits the County Grant Application Package, a composite of
improvements municipal Fire Departments wish to implement for the pre -hospital. Emergency
Medical System. A grant in the total amount of $445,836.03 has been awarded by the State of
Florida and the City of Miami was apportioned $116,857.10 for the FY '99-00 EMS program.
This funding was accepted in the form of Ordinance No. 11912 which established a Special
Revenue Fund entitled: "Miami -Dade County EMS Grant Award (FY 99-00)" adopted April 13,
2000. The approved City of Miami FY '99-00 Fire -Rescue Projects are the Riskwatch Program,
EMS Equipment, EMS Conferences and Seminars, and Upgrading Station Alerting Systems. To
fully serve this purpose, the City of Miami also needs to allocate carry-over funds in the amount
of $120,000 from previous grant awards.

the City Attorney, for said purpose.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 6. If any section, part_ of section, paragraph,
clause, phrase or .word of this Ordinance is declared invalid, the
remaining provisions of- this -__Ordinance all-. not -be 'affected. -
