ORDINANCE NO. -
AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION ESTABLISHING A NEW SPECIAL REVENUE
FUND ENTITLED: "PROGRAMS FOR THE
DEVELOPMENTALLY DISABLED, FY 2000-2001";
APPROPRIATING FUNDS FOR ITS OPERATION IN THE
ESTIMATED TOTAL AMOUNT $372,792, CONSISTING
OF A GRANT ESTIMATED AT $10,138 FROM THE
STATE OF FLORIDA DEPARTMENT OF CHILDREN AND
FAMILIES AND. A GRANT ESTIMATED AT $362,654
FROM 'THE STATE OF FLORIDA AGENCY FOR
HEALTHCARE ADMINISTRATION MEDICAID PROGRAM
DEVELOPMENT; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, two grants were accepted, one in an estimated
amount of $10,138 from the State of Florida Department of
Children Families, and another in an estimated amount of $362,654
from the State of Florida Agency for Healthcare Administration,
Medicaid Program Development, for funds to support programs for
the Developmentally Disabled during the coming year; and
WHEREAS, said programs will be administered by the Parks and
Recreation Department through its Programs for Persons with
Disabilities during the period of July 1, 2000 through
June 30, 2001; and
WHEREAS, the aggregate of these funds, in the total
estimated amount of $372,792 will allow the program to continue
throughout June 30, 2001.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and .findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established as described herein:

Section 3.
All Ordinances or parts of Ordinance
insofar
as they are inconsistent
or in conflict with the provision
of
this Ordinance are
hereby repealed.
Section 4.
If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared
invalid,
the remaining provision of this Ordinance shall not be affected.
Section 5.
This Ordinance is hereby declared to
be an
emergency measure
on the grounds of urgent public need
for the
preservation of peace, health, safety, and property of
the City
of Miami and upon
the further grounds of the necessity
to make

the required and necessary purchases and payments, and to
generally carry out the functions and duties of municipal
affairs.
Section 6. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by a vote of not less
than four-fifths of the members of the Commission.
Section 7. This Ordinance shall become effective
immediately upon its adoption and signature of the Mayor.!/

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Ordinance creating
a new special revenue fund entitled "Programs for the Developmentally Disabled -2000 to
2001" and appropriating funds for_ the programs operation, in an estimated amount of $372,792
consisting of a $10,138 grant from the Florida Department of Children and Families (DCF) and a
$362,654 grant from the State of Florida Agency for Healthcare Administration, Medicaid
Program Development (ARCA).
BACKGROUND:
For the past twenty-two (22) years, the Department of Parks and Recreation—Programs for
Persons with Disabilities has received funds from the State of Florida Department of Children
and Families. Since 1993, the State of Florida Agency for Healthcare Administration Medicaid
Program Development has provided grant funds for this Program. These grants are used to
provide programs and transportation services to more than ninety -none (91) developmentally
disabled adults on a weekly basis. Due to the high quality of service provided by the City of
Miami, the State of Florida has again awarded grant funds. The contract period for the grants
will run from July 1, 2000 through June 30, 2001.
To serve as many as ninety-one (9 1) clients, funds from both State funding sources are combined
to cover two (2) interrelated programs offered by the Parks and Recreation Department's
Program for Persons with Disabilities. The Adult Day Training program provides for twenty-
seven (27) clients, thirty (30) hours per week, a non -work oriented program, giving instruction in
such skills as telling time, transacting money, and learning independent living skills. The second
program provides for non-residential habilitation services to a minimum of sixty-four (64)
clients, on the average of eight (8) hours per month. Additionally, clients are educated on
socialization skills, interpersonal relationships, and peer interaction. The Programs for Persons
with Disabilities Division also provides the clients with transportation to the various programs
and activity sites.

The Department of, Finance requires the establishment of a special revenue fund to appropriate
these funds for the operations of the Parks Department's Programs for Persons with Disabilities.
This Ordinance is a companion item to any accompanying Resolution accepting grants.
