ORINANCE NO.
AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION ESTABLISHING A SPECIAL REVENUE
FUND ENTITLED "2000-2001 WORKFORCE INVESTMENT
ACT SUMMER YOUTH TRAINING AND EMPLOYMENT
PROGRAM"; APPROPRIATING FUNDS, IN THE AMOUNT
OF $470,375, FOR ITS OPERATION CONSISTING OF
A GRANT FROM THE U.S. DEPARTMENT OF LABOR,
ADMINISTERED BY THE SOUTH FLORIDA EMPLOYMENT
AND TRAINING CONSORTIUM ("SFETC");
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, TO ACCEPT THE GRANT AND
IMPLEMENT THE PROGRAM; FURTHER AUTHORIZING
THE CITY MANAGER TO EMPLOY APPROPRIATE
PERSONNEL TO IMPLEMENT AND ADMINISTER THE
PROGRAM; CONTAINING A REPEALER PROVISION AND
A SEVERABILITY CLAUSE.
WHEREAS, the Department of Community Development received a
grant award from the U.S. Department Of Labor, administered by
South Florida Employment and Training Consortium, in the amount
of $470,375, to implement and administer. the Summer Youth
Training and Employment Program ("Program") for 255 economically
disadvantaged youth; and
WHEREAS, the Department of Community Development requires
additional personnel to implement and administer the Program,
which personnel will increase the number of,employees approved by
the City Commission for Fiscal Year 1999-2000;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby
established as described herein:
FUND TITLE: 2000-2001 WIA SUMMER YOUTH
TRAINING AND EMPLOYMENT PROGRAM
RESOURCES: SOUTH FLORIDA EMPLOYMENT $470,375
AND TRAINING CONSORTIUM
APPROPRIATION: $470,375
Section 3. This appropriation is contingent upon receipt
of the grant funding for the Summer Youth Training and Employment
Program ("Program") from the U.S. Department of Labor, as
administered through the South Florida Employment and Training
Consortium and the City Manager's acceptance thereof.
Section 4. The City Manager is authorized"to accept the
grant from the U.S. Department of Labor, as administered by the

South Florida Employment and Training Consortium, and to execute
all necessary documents, in a form acceptable to the City
Attorney, for the acceptance of the grant and for the operation
of the Program.
Section 5. The City Manager is hereby authorized to
employ appropriate personnel to implement and administer the
Program..
Section 6. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 8. This. Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to make
the required and necessary payments. to its employees and
officers, payment of its debts, necessary and required purchases
of goods and supplies and to generally carry on the functions and
duties of municipal affairs.

Section 9. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by an affirmative vote
of not less than four-fifths of the members of the Commission.
Section 10. This Ordinance shall become effective
immediately upon its adoption and signature of the Mayor./

effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Ordinance, it shall
become effective immediately upon override of the veto by the
City Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Ordinance
establishing a new special revenue fund entitled "2000-2001 Workforce Investment Act
Summer Youth Training and Employment Program" which appropriates funds for the
operation of said program in the amount of $470,375, authorizes the City Manager to
execute the necessary documents to accept this grant and enter into the necessary
implementing agreements; and further authorizes , the City Manager to hire the
appropriate staff to administer and implement the program.
BACKGROUND
The Department of Community Development has been advised that it has been awarded a
grant from the South ' Florida Employment and Training Consortium (SFETC) in the
amount of $470,375 to implement the Summer Youth Training and Employment
Program.
This program is intended to provide training and employment opportunities to
economically disadvantaged youth during the summer. Through this program, the
Department of Community Development will provide paid work and training experiences
in City Departments to 255 trainees this summer.
Since this is a special grant award, it is necessary for the Department of Community
Development to increase the number of positions approved by the City Commission
during the 1999-2000 budget process. It is estimated that the Department must hire
approximately eighteen (18) additional staff members to implement and administer this
program, which includes counselors and support personnel. The exact number of new
employees is dependent on contract negotiations between the City and the funding source
in the development of the final budget.
The proposed ordinance is presented to enable the Administration to execute the
agreement in a timely manner so as not jeopardize this grant award and enable the
Department of Community Development to implement the program to assist City of
Miami youth.
