AN ORDINANCE OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "FEMA/USAR GRANT AWARD (FY 2000) ", AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $150,000 CONSISTING OF A GRANT ALLOCATED BY THE FEDERAL EMERGENCY MANAGEMENT AGENCY, FOR THE PURCHASE OF EQUIPMENT, TRAINING, MANAGEMENT, AND ADMINISTRATION OF THE SOUTH FLORIDA URBAN SEARCH AND RESCUE PROGRAM; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the South Florida Urban Search and Rescue ("USAR") Program was awarded a Federal Emergency Management Agency ("FEMA") grant for operation of the Program for FY 2000, in the amount of $150,000; and WHEREAS, pursuant to grant stipulations, said funds will be used by the Department of Fire -Rescue for the purchase of specialized equipment, training, management and administration of the USAR Program; and WHEREAS, it is now appropriate for the City Manager to accept said grant and to establish a special revenue fund for the appropriation of said grant award; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: 11914 2. Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following new Special Revenue Fund is hereby established and resources are hereby appropriated as described below: FUND TITLE: RESOURCES: APPROPRIATIONS Section 3. FEMA/USAR Grant Award (FY 2000) Federal Emergency Management Agency ("FEMA") Grant (FY 2000) FEMA/USAR Grant Award (FY 2000) $150,000 $150,000 This appropriation is contingent upon final grant approval by FEMA and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized/ to accept said grant and to execute the necessary documents, in a form acceptable to the City Attorney, with FEMA for this purpose. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. The funds will be used, as stipulated by the grant, for the purchase of equipment, training, management, and administration of the South Florida Urban Search and Rescue Program (USAR). BACKGROUND: The. South Florida Urban Search and Rescue (USAR) Program has been annually awarded a FEMA grant for the operation of the Department of Fire -Rescue's USAR Program. The grant award for FY 2000 is in the amount of $150,000. The Task Force is on 6 -hour notice to respond to any type of natural or man-made disaster where people mi& *be trapped, lost or injured. The primary response activity includes mobilization to collapsed structures caused by events such as earthquakes, hurricanes and bombings. Team members include firefighters and paramedics from twenty-two South..Florida municipal and county organizations. Civilian participants include physicians, structural engineers and canine handlers. Participation on the team is,- 'entirely voluntary, although all activation expenses including salaries and, -6eneflts for activated personnel, as well as a portion of the overtime for back fill personnel are reimbursable by FEMA. The Task Force is sponsored by the City of Miami and is not currently funded through the City of Miami General Fund. We must rely on grants, donations and limited federal grants to maintain opeirational'r diners. The Fire -Rescue departrhent. has assigned one full time coordinator to manage the day to day operations of the Task Force. In the year 2000, it is anticipated a full time logistics specialist and administrator will be added to the table of organization. The Task Force has received three donated over the road trailers, along with one over the road tractor to transport the 40,000 pounds of equipment needed for operations. The -team equipment cache is approximately 90% percent complete according to the most recent FEMA equipment cache list. This short fall in equipment is estimated to cost approximately 200,000 dollars. Florida Task Force 2 has participated in the national program for 4 years as a non- fimded Task Force. On December. 26, .1996, Florida Task Force 2 became one of the 27 federally fimded Task Forces. This designation allows us to participate in the annual federal grant allocations. Signfica»t Acorpl ishMerrts • March 1991; The City of Miami Fire -Rescue Department begins forming a 60 - person disaster response team. • June 1991, other local fire departments invited to participate on the Task Force. • August 1992, the City of Miami sent several rescue squads and K9 to the South Dade area for two weeks to conduct search and rescue activities in the aftermath of hurricane Andrew. • September 1992, at the request of the Managua, Nicaragua government, a 10 - member search and rescue team was deployed to search for over 100 people reportedly missing after a tidal wave that hit the Nicaraguan coastline. • June 1993, applied to the State of Florida for a $500,000 grant for the purchase of equipment. June 1993, conducted a 24-hour training exercise on Key Biscayne with participation of off-duty members (voluntary). Received $20,000 grant from FEMA to purchase equipment for the drill. • November 1994, the State Grant is approved for a net dollar amount of $495,000. • January 1995 - June 1996, purchased $495,000 worth of equipment for the Task Force. • October 1995, Florida Task Force2 is , deployed to the Florida panhandle to conduct search and rescue operations for 5 -days by FEMA. after hurricane Opal. • July 1996, Task Force deployed by FEMA to Atlanta for the Centennial Olympics disaster response stand-by mission for S days. • November 1996, Task Force deployed by FEMA to Puerto Rico to conduct search and rescue. operations for 4 days. at the 6 story Humberto Vidal building collapse in downtown Rio Piedras. • December 26, 1996,.
