ORDINANCE NO.
AN ORDINANCE OF THE MIAMI CITY COMMISSION
ESTABLISHING A NEW SPECIAL REVENUE FUND
ENTITLED: "MIAMI-DADE COUNTY EMS GRANT AWARD
(FY '99-00)", AND APPROPRIATING FUNDS FOR THE
OPERATION OF SAME IN THE AMOUNT OF
$116,857.10 CONSISTING OF A GRANT APPORTIONED
BY MIAMI-DADE COUNTY FROM THE STATE OF
FLORIDA DEPARTMENT OF HEALTH "GRANT PROGRAM
FOR COUNTIES"'; AUTHORIZING THE CITY MANAGER
TO ACCEPT SAID GRANT AWARD AND TO EXECUTE THE
NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, FOR THIS PURPOSE;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the Florida Department of Health is authorized by
Chapter 401, Part II, Florida Statutes, to provide grants to
boards of county commissioners to improve and expand pre -hospital
emergency medical services ("EMS")'; and
WHEREAS, it is the intent of the members of, the Miami -Dade
Board of County Commissioners that the 1999-00 funding for
Miami -Dade County from the Florida Department of Health, "Florida
Emergency Medical Services Grant Program for Counties", in the
amount of $445,836.03, be apportioned and passed through to
participating municipal fire departments for individual projects;
and
WHEREAS, the City of Miami's allocation of said total grant
for Fiscal Year .1999-00 is $116,857.10; and
WHEREAS, the City of Miami Department of Fire -Rescue's work
plan, which has been approved by Miami -Dade County, desires to
implement the following projects: Riskwatch Program, EMS
Equipment, EMS Conferences -and Seminars, and Upgrade Station
Alerting System;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2.
The following new Special Revenue Fund -is
hereby established and resources are hereby appropriated as
described below:
FUND TITLE: Miami -Dade County EMS Grant Award
(FY 199-00)
RESOURCES: State of Florida Dept. of Health, $116,857.10
Florida Emergency Medical Services Grant
Program for Counties through Miami -Dade
County
APPROPRIATIONS: Miami -Dade County EMS Grant Award $116,857.10
(FY 199-00)
Section 3. This appropriation is contingent upon final
grant approval by the State of Florida Department of Health and
the City Manager's acceptance thereof.

Section 4. The City Manager is hereby authorized" to
accept said grant from the State of Florida Department of Health
and to execute the necessary document(s), in a form acceptable to
the City Attorney, for said purpose.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 6.
If
any section, part
of section, paragraph,
clause, phrase or
word
of this Ordinance
is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof2l.

�i The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
This. ordinance shall become effective as specified herein unless vetoed
by the Mayor within ten days from the date it was passed and adopted. If
the Mayor vetoes this ordinance, it shall become effective immediately
upon override of the veto by the City Commission or upon the effective
date stated herein, whichever is later.

Ordinance
It is respectfully recommended that the City Commission adopt the attached Ordinance
establishing a new special revenue fund entitled "Miami -Dade County EMS Grant Award (FY
'99-00)" and appropriating grant funds in the amount of $116,857.10. The funds consist of a pass
through grant from the State of Florida Department of Health and apportioned by Miami -Dade
County.
It is also appropriate to authorize the City Manager to accept said grant funds and to execute the
necessary documents for this purpose.
BACKGROUND
The Florida Department of Health is authorized by. Chapter 401, Part II, Florida Statutes, to
provide grants to boards of county commissioners to improve and expand pre -hospital
emergency medical services.
Miami -Dade County annually submits the County Graft Application Package, a composite of
improvements municipal Fire Departments wish to implement for the pre -hospital Emergency
Medical System. A grant in the total amount of $445,836.03 has been awarded by the State of
Florida and the City of Miami was apportioned $116,857.10 for the FY '99-00 EMS program.
The approved City of Miami FY '99-00 Fire -Rescue Projects are the Riskwatch Program, EMS
Equipme t, EMS Conferences and Seminars, and Upgrading Station Alerting, Systems.

other agencies or organizations involved in the provision of EMS pre-
hospital care.
The enclosed grant application, incorporating programs submitted by you_
non-profit organization, has been approved by the Miami -Dade County Boarc
of County Commissioners and has been submitted to the Florida Department o:
Health for final approval. Disbursements will be made to the participatinc
non-profit organization in accordance with the grant work plan shortl%
after approval from the Florida Department of Health, Bureau of Emergency.
