~~~ J-00-159 2/17/00 ORDINANCE NO. ~,~9~.1 AN ORDINANCE OF THE MIAMI CITY COMMISSION AMENDING ORDINANCE NO. 11286, ADOPTED MAY 24, 1995, WHICH ESTABLISHED INITIAL RESOURCES AND' INITIAL APPROPRIATIONS FOR A SPECIAL REVENUE FUND ENTITLED "TRAINING/ENTREPRENEURIAL FUND"; AUTHORIZING .THE APPROPRIATION OF AN ADDITIONAL .$100,000, FROM REVENUE PRODUCED BY THE TRAINING/ENTREPRENEURIAL ACTIVITY; FURTHER AUTHORIZING THE POLICE DEPARTMENT_TO ACCEPT MONIES FROM POLICE TRAINING ACTIVITIES TO ,BE DEPOSITED IN THE SPECIAL REVENUE FUND AND EXPEND THE MONIES FOR THE PRODUCTION AND DEVELOPMENT OF LAW ENFORCEMENT TRAINING SEMINARS, COURSES AND FOR RELATED EQUIPMENT, CONTAINING A REPEALER PROVISION AND SEVERABILITY'CLAUSE. WHEREAS, the Department of Police generates revenue such as tuition fees, sale of training video tapes and related training materials, rental fees for facilitie s use and equipment and instruction/consultation fees from police training activities; and WHEREAS, a Special Revenue Fund was established for this revenue and the expenditure of funds for the exclusive furtherance of police training; and WHEREAS, all purchases must comply with applicable City code procurement procedures; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: x.1.911. 5 ~~ Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 2 of Ordinance No. 11286, adopted May 24, 1995, is hereby amended in the following particulars:l~ FUND TITLE: TRAINING/ENTREPRENEURIAL FUND RESOURCES: Revenue produced by the training/ entrepreneurial activity $--1-A-9 ; A-9-~ $ 2 0 0, 0 0 0 APPROPRIATIONS: Training/Entrepreneurial Fund as authorized by this Ordinance ~~~0~ 5 2 0 0, 0 0 0 Section 3. The Police Department is hereby authorized to accept monies as set forth in the Preamble to this Ordinance to be deposited in said special revenue fund. Section 4. The Police Department is hereby authorized? to expend monies from this Fund for the production and development of law enforcement training seminars, courses and for related equipment. Section 5. All Ordinances or parts of Ordinances insofar as -they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. ~i Words and/or figures stricken through shall be deleted. BACKGROUND: The Police Department has identified an opportunity for entrepreneurial activity in the area of police training programs. As a result, a special revenue fund was established for the purpose of collecting monies from entrepreneurial activities and expending these funds to provide for the continuation of police training programs. These programs currently generate sufficient revenues through tuition fees, sale of training video tape(s) and related training materials, rental fees for facilities use and equipment, and instruction/consultation fees. Other potential revenue opportunities are continually being explored.
