ORDINANCE NO.
AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION ESTABLISHING A NEW SPECIAL REVENUE
FUND ENTITLED "2000-2001 WELFARE TO WORK
PROGRAM"; APPROPRIATING FUNDS FOR ITS
OPERATION IN THE AMOUNT OF $2,433,960,
CONSISTING OF A GRANT FROM THE U.S.
DEPARTMENT OF LABOR THROUGH THE SOUTH FLORIDA
EMPLOYMENT AND TRAINING CONSORTIUM;
AUTHORIZING THE CITY MANAGER TO ACCEPT SAID
GRANT AND EXECUTE THE NECESSARY
DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR THIS PURPOSE; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the Department of Community Development has
received notice of a grant award from the U.S. Department of
Labor through the South Florida .Employment and Training
Consortium, in the amount of $2,433,960, to implement an
employment training program entitled Welfare -to -Work; and
WHEREAS, the grant allows the City to assist economically
disadvantaged and at -risk residents to enter the work force; and
WHEREAS, the Department of Community Development, Office of
Workforce Development, will provide employment and training
opportunities in city departments to 200 trainees; and
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference

thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following special revenue fund is hereby
established as described herein:
FUND TITLE WELFARE -TO -WORK PROGRAM
RESOURCES: U.S. Department of Labor through
the South Florida Employment
and Training Consortium $2,433,960
APPROPRIATION: Welfare -to -Work Program $2,433,960
Section 3. This appropriation is contingent upon funding
by the U.S. Department of Labor through. the South Florida
Employment and Training Consortium and the City Manager's
acceptance thereof.
Section 4. The City Manager is hereby authorized!' to
accept the grant from the South Florida Employment and Training
Consortium and to execute all necessary documents, in a form
acceptable to the City Attorney, for the acceptance of the
aforesaid monies for the operation of the program.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
�i The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 7. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami and upon the further grounds of the necessity to make
the required and necessary purchases and payments, and to
generally carry out the functions and duties of municipal
affairs.
Section 8. The requirement of reading this Ordinance on
two separate days is hereby dispensed with by a vote of not less
than four-fifths of the members of the Commission.
Section 9. This Ordinance shall become effective
immediately upon its adoption and signature of the Mayor./

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this ordinance, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Emergency
Ordinance establishing a new special revenue fund entitled "2000-2001. Welfare -To -Work
Program", which appropriates funds for the operation of said program in the amount of
$2,433,960 and authorizes the City Manager to execute the necessary documents to accept this
grant and enter into the necessary implementing agreements.
BACKGROUND
The Department of Community Development has been advised that it has been awarded a grant
from the South Florida Employment and Training Consortium (SFETC) in the amount of
$2,433,960 to implement an employment and training program with Welfare -to -Work funding.
Through this program, the Department of Community Development will provide paid work and
training experiences in City Departments to 200 trainees in the following occupational fields:
• Facility Maintenance
• Automobile Repair
• Office Support
• Computer Applications
• Customer Service
• Data Entry
• Day Care
• Recreation
These trainees will be provided work experience opportunities in City Departments twenty four
(24) hours weekly at a pay rate of $7 per hour and will also receive stipends for sixteen (16)
hours of training per week at an hourly stipend rate of $5.15.
The proposed ordinance is presented on an emergency basis to enable the Administration to
execute the agreement in a timely manner so as not jeopardize this substantial award. It further
allows the City to implement the program to assist City residents and make the required and

necessary payments to its employees and officers, pay its necessary debts for required purchases
of goods and supplies, and generally carry on -the functions and duties of municipal affairs.
It is respectfully requested that the City Commission adopt the attached Emergency Ordinance
accepting_ a grant in the amount of $2,433,960 to establish a new special revenue fund entitled
2000-2001 Welfare -to -Work Program and further authorizes the City Manager to execute the
necessary documents to accept this grant and enter into the necessary implementing agreements.
