HomeMy WebLinkAboutM-00-11400 CITY OF MIAMI, FLORIDA • PZ-1 INTER -OFFICE MEMORANDUM TO: Honorable Chairman and Members of the City Commission C� Manager City anager RECOMMENDATION DATE: D E V 0 + 2000 FILE SUBJECT: Waiver of Waterfront Charter Provision for One Riverview Square Project REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission deny the attached request to waive a provision of the City of Miami's Waterfront Charter requirement for the One Riverview Square Office Project to be located at the property generally bounded by the Miami River on the south, Miami Avenue on the west, the Metromover guideway on the east, and SE 4th Avenue on the north. BACKGROUND Section 3(mm)(ii) of the City of Miami Charter (see attached) requires a 50-foot setback for development along Biscayne Bay and the Miami River. Waivers.of this provision are permitted by the City Commission if the Commission determines that "the modifications requested provide public access, public walkways, plaza dedications, covered parking up to the floodplain level, or comparable benefits which promote a better urban environment and public advantages, or which preserve natural features." The attached request is in order to construct a new office building along the Miami River. at the Miami Avenue Bridge. The requested waiver is to specifically allow a setback of 20 feet instead of the required 50 feet. The Department of Planning and Zoning has reviewed the proposal and is recommending denial as presented based on findings that the new construction, although providing Riverwalk amenities and public access, does not promote a better urban environment and public advantages, in that it could be designed to comply with the 50-foot requirement if 1`` _r parking were to be modified and placed under the building in its entirety. 1r DB/Ys: lys • r� U AFFIDAVIT Before me, the undersigned authority, this day personally appeared_ 'afZ o- Awe ces' who being by me first duly sworn, upon oath, deposes and says: 1. We maximized the width of the landscape setback in front of the parking structure on SE 4th Street exceeding the 5 ft. code requirement where possible. 10. We chopped off the east end of the previous parking garage and widened the entry driveway from SE 4th Street to enhance the visual connection of pedestrians from SE 4th Street to the Plaza on the River Walk. 11. We opened up the corner of the entry driveway on SE 4th Street by cutting the corner of the parking structure above. 12. We provided concrete pavers on the entry driveway from SE 4th Street as well as the pedestrian walkways on both sides of the driveway leading up to the Plaza on the River Walk to make the entry more inviting. 13. We provided tree -grated planting on the pedestrian walkway along the entry driveway. 14. We provided shade trees and planter seats at the Plaza on the River Walk. 15. We located planters on the perimeter of the parking structure and the top deck to provide a park -like environment and soften the building edge.
