Commission Redistricting
Miami -Dade County is presently in the process of making preliminary plans for the
redistricting of County Commission seats based on new population data from the
forthcoming 2000 census data. To this end a Countywide Redistricting Committee was
established comprised of representatives from Miami -Dade County, School Board, Fire
Board, Community Council, City of Miami, North Miami and Hialeah. The purpose of
the committee is to determine which districts will need to be changed, develop a schedule
to ensure that all deadlines are met and identify those resources that will need to made
available and acquired.
After the 1990 census, districts were limited to only congressional, state senate and state
house. The aforementioned districts were changed in 1992 by the state legislature and
our courts. Districts now have expanded to include the County Commission, School
Board, Fire Board, School Board, North Miami City Council, as well as our City
Commission Districts in 1997.
In the City of Miami, our Geographical Information Systems Administrator, David
Whittington, has analyzed the population projections prepared by the Research Division
of the Miami -Dade Planning Department as to the need for any Commission boundary
changes (see attached) and found at this time, the projected population may require minor
changes for the year 2000.
To date, two meetings have been held by the aforementioned Redistricting Committee,
the initial meeting of May 24, 2000 and the most recent meeting of June 14, 2000.
Issues involving legal requirements for redistricting have included: schedule for the
release of 2000 census data, drawing of the new districts, necessary consultants,
programs and equipment for the redistricting process, timetable for same (County
timetable attached), cost considerations (ie. redistricting experts, etc) on municipalities as
it relates to the redistricting process.
Miami -Dade County Supervisor of Elections David Leahy has respectfully requested to
come before our governing body to ascertain how the City of Miami will address the
issue of redistricting, when the redistricting process will have to be undertaken and what
actions are needed by our governing body as it pertains to the redistricting process.

COUNTY COMMISSION REDISTRICTING SCHEDULE
September 2000
A contract for for redistricting software and alignment of the TIGER
Files to ITD's Base Map will be submitted to the Board for approval.
A professional service contract(s) for an expert(s) will be submitted
February 2001
to the Board for approval. The expert(s) will work with the Elections
Department in developing proposed redistricting plans and will
assist in defending the plan adopted by the Board if challenged.
April 1, 2001.
The Planning and Zoning Department is expected to receive 2000
Census population data.
The Elections Department will assign 2000 Census' population
April 2001
figures to the current County Commission districts in order. to
determine the extent of disparity between the districts.
County staff and expert(s) will make a presentation to the Board
regarding the changes that will be necessary to bring the districts
May 2001
into conformity based on population as well as the legal
considerations and constraints. The Board will be asked to provide
direction on how to redraw the districts.
A proposed redistricting plan will be developed by the Elections .
June 2001..Department
and expert(s). Individual meetings with Commissioners
will be held to discuss the proposed plan. Alternate plans may be
drawn at the request of Commissioners.
County staff and expert(s) will present the proposed redistricting
July 2001
Plan and any alternate plans to the Board. The Board will be asked
to select one of the plans and provide any additional modifications
that may be necessary.
October 2001
A proposed County Commission redistricting resolution will "be
presented to the Board for approval.
